The Taliban have ordered all women to cover their faces in public in Afghanistan, the latest sweeping restriction by a government that has taken away women’s right to travel long distances alone, work outside healthcare or education, and receive a secondary education.

In a cruel twist, the decree makes women’s relatives and employers the enforcers. If their faces are seen in public, their male “guardian” will be fined, then jailed. If the woman who goes out uncovered or her relative work for the government, they must be fired.

It suggested women should not leave their homes at all if possible, saying that was “the best option to observe the sharia hijab”, essentially imposing the extreme traditions of conservative parts of rural areas on all women.

“For all dignified Afghan women wearing hijab is necessary and the best hijab is chadori [the burqa], which is part of our tradition and is respectful,” Shir Mohammad, an official from the vice and virtue ministry, told a conference in Kabul, AP reported. “Those women who are not too old or young must cover their face, except the eyes.”

The all-enveloping burqa, traditional in Afghanistan, allows women to see only through a small grille. The alternative would be the niqab, which covers the face but not the eyes. While almost all adult women in Afghanistan wear some form of hijab, many in cities cover only their hair.

The latest restrictions on women, part of a system of controls that activists have attacked as “gender apartheid”, are likely to set back the Taliban’s bid for international recognition and support, as the country grapples with an economic crisis and widespread hunger.

“The world is a bystander to our pain, to an apartheid, to complete tyranny,” Shaharzad Akhbar, the former head of the Afghanistan Independent Human Rights Commission, now living abroad in exile, said on Twitter.

“So much pain and grief for women of my country, my heart is exploding. So much hatred and anger against Taliban, enemies of women, enforcers of gender apartheid, enemies of Afghanistan and humanity.”

The Foreign Office said the Taliban could not hope for international recognition or an end to sanctions imposed when they were an insurgent group carrying out regular suicide attacks that took a heavy civilian toll, if they did not live up to obligations on protecting women.

“Responsibility for what happens in Afghanistan lies with the Taliban,” a spokesperson said. “We will judge them by their actions, not their words. If they want international acceptance, they must live up to their obligations and commitments, particularly on the rights of women and girls.”

The group had promised it had changed over the two decades since it ran Afghanistan as a brutal, impoverished theocracy in the late 1990s, where women were barred from almost all work and education.

But since sweeping to power last August, increasingly harsh restrictions on women’s rights suggest that pledge was rhetoric designed to secure the departure of US forces, as many activists warned at the time.

Perhaps most painful was the abrupt U-turn in March on reopening girls’ secondary schools, already shuttered for six months since the Taliban swept to power. Students were back in class, at their desks and ready to learn when hardliners ordered them to return home. Many left sobbing.

“This should finally put to rest the last bits of speculation about the ‘Taliban 2.0’,” said Heather Barr, associate women’s rights director at Human Rights Watch. “The strategy of compelling men to be the enforcers on their own relatives is particularly disturbing, because it means women can’t even make their own decisions about what risks they are going to take.

“One of the big questions is what does the world do about this? We’ve been waiting since last August to see how the international community responds, and we haven’t seen anything serious or coherent. This is particularly frustrating from several countries that claim to have a ‘feminist foreign policy’.”

The Taliban have also prevented women from protesting, and many former activists, journalists, security force members and other high-profile women have been in hiding for months after several attacks and murders.

Although the new ruling is worrying, many women have even more serious concerns, said Hasina Safi, former minister for women’s affairs. “Women are even more urgently concerned about their mobility, education and health, participation security and safety.”

A crowd of women has marched through the Afghan capital calling for women’s rights to be respected and accusing Taliban authorities of covertly killing soldiers who served the former United States-backed government.

About 30 women gathered near a mosque in the centre of Kabul on Tuesday and marched a few hundred metres chanting “justice, justice” before they were stopped by Taliban forces, an AFP correspondent reported.

The Taliban also tried to prevent journalists from covering the march, organised against the “mysterious murders of young people, particularly the country’s former soldiers”, according to social media invitations for the march.

Taliban fighters briefly detained a group of reporters and confiscated equipment from some photographers, deleting images from their cameras before returning them.

Since the Taliban returned to power in August, it has effectively banned unsanctioned protests and frequently intervene to block demonstrations against its rule.

The protest comes weeks after separate reports by the United Nations, Amnesty International and Human Rights Watch said there were credible allegations of more than 100 extrajudicial killings by the Taliban since the takeover.

“I want to tell the world, tell the Taliban to stop killing. We want freedom, we want justice, we want human rights,” protester Nayera Koahistani told the AFP news agency.

In a statement read aloud by protester Laila Basam, the demonstrators called on the Taliban “to stop its criminal machine”.

Speaking from Kabul, Mahbooba Saraj, chair of the Afghan Women’s Network, said the move made it difficult for women to get around as many “do not have a mahram [male guardian]” to accompany them.

“This is another way of placing restrictions on women for no apparent reason,” she told Al Jazeera.

Taliban leaders have sought to project a more moderate image in recent months, including saying women and girls will be able to attend school and work in accordance with Islamic law.

School for girls under the Taliban is erratic, and in many provinces, they are not allowed to attend school after grade six, but in more than 10 provinces, schools are open.

Video footage posted online on Tuesday showed another women’s protest held elsewhere in the capital that also called for women to be allowed education and work opportunities.

Taliban fighters fired into the air bringing an abrupt end to the protest demanding improved food supplies and work opportunities.

« J’essaie de m’enfuir », reconnaît auprès de l’Agence France-Presse, Mohammad Hanif, 32 ans, qui dit avoir travaillé comme interprète pour les forces spéciales américaines dans la province méridionale du Helmand entre 2009 et 2013.

Mohammad craint, comme de nombreux Afghans ayant collaboré avec les troupes étrangères, que les talibans ne cherchent à se venger. « Je suis stressé, ajoute-t-il en anglais. C’est aussi parce que je vis dans la province du Helmand, qui est très dangereuse. (…) Je reste à Kaboul, car les gens ne me connaissent pas ici. C’est pour ça que je suis là. »

Mohammad avait commencé les démarches pour obtenir un passeport il y a quatre mois, mais il a dû attendre, mercredi, pour déposer sa demande complète, et il espère maintenant obtenir le précieux document dans quelques jours. Il dit être détenteur d’un visa d’immigration spécial (SIV) pour les Etats-Unis et entend aller vivre là-bas avec sa femme et ses deux enfants.

Capacité à délivrer 6 000 passeports par jour

Comme des milliers d’autres Afghans, il avait tenté de fuir par le biais de l’aéroport de Kaboul dans les jours qui ont suivi l’arrivée des talibans au pouvoir le 15 août. Mais dans la cohue généralisée de ces journées-là, il n’avait pas réussi à accéder à l’aéroport. « Il y avait énormément de monde. Je n’ai pas réussi » à entrer dans l’aéroport, raconte-t-il.

Un gigantesque pont aérien a permis d’évacuer plus de 120 000 étrangers et Afghans désireux de fuir le nouveau régime lors des deux dernières semaines d’août, avant le départ des derniers soldats américains du pays, le 30.

Les talibans tentent de relancer la machine administrative, alors que les fonctionnaires n’ont, pour la plupart, pas été payés depuis des mois. Le chef du service des passeports, Alam Gul Haqqani, a assuré que ses employés avaient reçu leurs salaires. « Les employés hommes et femmes sont de retour au travail », a-t-il affirmé. Selon lui, son service est en mesure de délivrer 6 000 passeports par jour et de faire face à la demande.

Afghan universities will be segregated by gender, and a new Islamic dress code will be introduced, the Taliban has said.

Higher Education Minister Abdul Baqi Haqqani indicated women would be allowed to study, but not alongside men.

He also announced a review of subjects taught.

Women and girls were banned from schools and universities under Taliban rule between 1996 and 2001.

The Taliban have said they will not prevent women from being educated or having jobs. But since they seized control on 15 August, they have asked all women, except those in the public health sector, to stay away from work, until the security situation improves.

Sunday’s announcement of the higher education policy comes a day after the Taliban raised their flag over the presidential palace, signalling the beginning of their administration. They seized control from the elected government a month ago.

The policy marks a significant change from the accepted practice before the Taliban takeover. Universities were co-educational, with men and women studying side by side, and female students did not have to abide by a dress code.

But Mr Haqqani was unapologetic about bringing an end to mixed classes. « We have no problems in ending the mixed-education system, » he said. « The people are Muslims and they will accept it. »

Some have suggested that the new rules will exclude women from education because the universities do not have the resources to provide separate classes. However, Mr Haqqani insisted there are enough female teachers and that where they are not available alternatives will be found.

« It all depends on the university’s capacity, » he said. « We can also use male teachers to teach from behind a curtain, or use technology. »

Girls and boys will also be segregated at primary and secondary schools, which was already common throughout Afghanistan.

Women will be required to wear hijabs, however Mr Haqqani did not specify if additional face coverings would be made compulsory.

The newly installed minister also said that the subjects taught in universities will be reviewed. He told reporters that the Taliban wanted to « create a reasonable and Islamic curriculum that is in line with our Islamic, national and historical values and, on the other hand, be able to compete with other countries ».

The announcement comes after a demonstration by women supportive of the Taliban’s gender policies at Shaheed Rabbani Education University in Kabul yesterday.

Hundreds of women, most of them wearing black niqabs and carrying small Taliban flags, listened to speeches that praised the new regime and attacked those involved in large demonstrations across the country demanding the protection of women’s rights.

The new government has also replaced the Women’s Affairs Ministry with the Ministry of Vice and Virtue.

The much feared department was responsible for deploying religious police to the streets to enforce Sharia law during the Taliban’s previous spell in power. It became known for beating women for infractions such as dressing immodestly and being outside without a male guardian.

Many prominent professional women fled Afghanistan in anticipation of the group’s stifling rule. The country’s biggest pop singer Aryana Sayeed left the country on a US cargo plane and the famed film director Sahraa Karimi was evacuated to Ukraine.

Les derniers soldats américains ont quitté l’Afghanistan lundi soir, a annoncé le Pentagone, laissant le pays aux mains des talibans, leurs ennemis de 20 ans, au terme de la plus longue guerre de l’histoire des Etats-Unis. L’ambassadeur des États-Unis et le général Chris Donahue ont été les derniers Américains à quitter Kaboul.

Des coups de feu ont retenti dans la capitale après la confirmation du départ de ces derniers Américains et les combattants se sont congratulés aux postes de sécurité de la zone verte.

L’armée américaine a rendu inutilisables des avions, des véhicules blindés et un système de défense anti-missiles avant de quitter l’aéroport de Kaboul.

Le Conseil de sécurité de l’ONU a adopté lundi une résolution qui grave dans le marbre les « engagements » des talibans en faveur du départ « sûr » de celles et ceux qui veulent quitter l’Afghanistan.

L’UE compte sur les pays voisins pour éviter une crise migratoire

Redoutant un afflux migratoire vers l’Europe comparable à celui de 2015, les ministres de l’Intérieur de l’UE réunis mardi à Bruxelles comptent sur les pays voisins de l’Afghanistan pour que les réfugiés fuyant les talibans restent dans la région.

« Nous devons travailler à l’échelle mondiale pour garder les gens près de chez eux et de leur culture », a déclaré le ministre allemand de l’Intérieur Horst Seehofer, estimant que seules les « personnes particulièrement maltraitées » devraient pouvoir venir dans l’UE.

L’Allemagne d’Angela Merkel avait été en 2015 à la pointe de l’accueil des Syriens fuyant la guerre, en ouvrant ses portes à plus d’un million de demandeurs d’asile, lors d’une crise migratoire qui avait pris l’Europe de court.

L’ONU s’attend pour 2021 à un demi-million de réfugiés afghans de plus.

Pashtana Durrani knows that she is on the Taliban’s radar. The 23-year-old teacher has been fiercely advocating for girls’ education since the group started making advances in Afghanistan after the U.S. announced it would withdraw troops from the country by Aug. 31. But despite being told that she is not safe, Durrani is staying put.

“I didn’t leave because I just felt like it’s my responsibility to do right by my people,” she says. “This is not just about me. This is about the girls of Afghanistan.”

On Aug. 15, the Taliban took control of Afghanistan’s capital 20 years after being ousted from power, triggering a chaotic rush to the Kabul airport as foreign citizens and many Afghans tried to flee the country. Even though the Taliban has promised to respect the rights of women and religious minorities this time, many remain skeptical given its brutal history of oppression. According to Human Rights Watch, schools have been shut down and women have been forced to leave their jobs by Taliban commanders in many provinces.

Durrani has been in hiding since her hometown Kandahar, the country’s second largest city, fell to the Taliban on Aug. 13. However, she insisted on showing her face when she spoke to TIME about life under the Taliban. She also explained why she is risking her safety to speak up, and how the international community can rally to keep the Taliban accountable.

This interview has been condensed and edited for clarity.

What is the situation on the ground now and what are you hearing from people?

Things are calmer. But there are challenges. Banks are closed, for example. And that makes it difficult to respond to the needs of the community.

It also becomes suffocating every time you have to worry about your own security. The women that I am in touch with are either too scared to go out at the moment, or are hiding like me. The people I talked to, the girls that I talked to, they say, “Our dreams, our goals, they’re all gone, everything is gone.”

Why are you advocating for schools to open?

I grew up in a family that loved teaching. The importance of learning and teaching was subconsciously nurtured in me. That is why I am resisting so much.

There are some things that you give up on and there are things that you just don’t. Girls’ education right now is that red line. Women’s working rights are the red lines that are important. We have to make sure that this time, no child is left out, so that in the future, they don’t have to make a choice of taking up arms just because they didn’t have a job opportunity.

Do you trust the Taliban when they say they will be more respectful of the rights of women?

I will trust them when they open up schools. I will trust them when they appoint a woman minister who would address women’s issues. I will trust them when they let women go back to work. They are saying this one thing to the media, but then there are no schools open, and the teachers are still at home. Students are still at home. So I don’t know how to trust them right now.

What is your biggest worry at the moment?

The international media is only looking at Kabul. The cameras are in Kabul. And [the Taliban] are holding back. What will happen if the world looks away? What will happen when there is another hot topic? Will they forget Afghan girls? That is my concern.

Could the international community have done more to protect Afghans from the Taliban?

The fact that U.S. and all these Western friends stood by and legitimized the Doha deal, they didn’t stop the civilian casualties, they didn’t stop the Taliban offensives, they didn’t pressurize them into not abusing the human rights defenders and humans and civilians of Afghanistan. That’s what makes me sad.

But even now, there is time for them. They could pressurize them because the Taliban are looking for legitimacy. And they could grant that by exercising their power by asking them to accept women’s rights. Open up schools. Every time [the Taliban] go back on that, there should be a mechanism in place so that they don’t do it.

What message do you have for world leaders?

Afghan girls are still in Afghanistan. Not all of them are on those planes. Maybe for once, stop being silent about it. Make sure that you use your power to make sure that Afghan women get the services that they need, like education, health care and working rights. And that they are not just left out because there was a political deal where we were not even asked, and which we were not even a part of. They shouldn’t be suffering because you didn’t lift a finger.

What keeps you going?

This was certainly not something that I thought would happen. But as an Afghan, every new day brings another issue. It breaks you for sure but you have to keep going. What helps me is remembering that it is all about people’s lives, their education and civil rights. If the people live, the country lives.

Malgré les demandes d’autres pays du G7 – dont le Royaume-Uni, l’Allemagne et la France – et de membres du Congrès américain, le président Joe Biden a déclaré que les États-Unis ne prolongeraient pas leur présence militaire à l’aéroport de Kaboul au-delà du 31 août.

Bien que Biden ait fait allusion à d’éventuels « plans de contingence », l’objectif actuel est de terminer bientôt les efforts d’évacuation et de rapatrier le personnel américain se trouvant encore en Afghanistan. Même des personnes autorisées à voyager et dont les noms figurent sur les listes d’évacuation risquent de ne pas pouvoir quitter le pays. Un haut responsable français a indiqué que si les États-Unis maintiennent la date du 31 août, la France mettra fin à ses propres opérations d’évacuation le jeudi 28 août.

Depuis le mois de juillet, le pont aérien multinational a déjà permis d’évacuer des dizaines de milliers d’Américains, de citoyens de pays étrangers (notamment de pays membres de l’OTAN), et de civils afghans.

Toutefois, de très nombreux Afghans dans des situations à risque attendent toujours de pouvoir quitter le pays. Il s’agit non seulement de personnes ayant travaillé pour les forces américaines ou alliées, mais aussi de défenseur·e·s des droits humains et en particulier des droits des femmes, de journalistes, de membres du personnel judiciaire, de personnes LGBTI et de membres de communautés minoritaires telles que les Hazaras.

Le président Biden a affirmé que sa politique étrangère est centrée sur les droits humains. Les derniers jours suggèrent le contraire. Les États-Unis devraient s’engager à évacuer autant d’Afghan·e·s dans des situations de risque que possible, et valider ainsi l’affirmation du président.

La présidente de la Commission européenne Ursula von der Leyen a exhorté samedi tous les pays, en premier lieu les pays européens, à accueillir une partie des réfugiés afghans exfiltrés de Kaboul. Elle a assuré les Etats membres de l’UE qui le feront du soutien financier de l’Europe.

La ministre de la Justice Karin Keller-Sutter et le secrétaire d’État aux migrations Mario Gattiker défendent de leur côté la décision du Conseil fédéral de ne pas accepter de quotas de réfugiés en provenance d’Afghanistan. « Il n’y a pas à l’heure actuelle de déplacements massifs » hors du pays, note Karin Keller-Sutter.

Un avion de Swiss devait se poser samedi à Tachkent – la capitale de l’Ouzbékistan – pour rapatrier des personnes évacuées de Kaboul. Il a été reporté « à court terme ». Le DFAE invoque samedi sur son site la situation sécuritaire difficile à Kaboul pour justifier cette décision.

Le président américain Joe Biden a défendu vendredi l’évacuation en cours à Kaboul, en estimant qu’il s’agisit de l’une des opérations les « plus difficiles de l’histoire » et qu’il n’était pas en mesure d’en garantir « l’issue finale ».

Ursula von der Leyen encourage les pays européens à accueillir des réfugiés afghans

« La Commission est prête à envisager les moyens budgétaires nécessaires pour soutenir les Etats membres de l’UE qui se proposeront pour aider des réfugiés à s’installer sur leur territoire », a-t-elle poursuivi lors d’une conférence de presse sur la base militaire de Torrejón de Ardoz (nord-est de Madrid), où ce centre d’accueil a été installé.

On ignore à ce jour combien de pays membres de l’UE se sont engagés à accueillir sur leur sol des réfugiés afghans et si certains gouvernements ont refusé.

Fonctionnaires empêchés de reprendre le travail

Selon plusieurs témoignages recueillis par l’AFP, les fonctionnaires ont été empêchés par les talibans de retourner travailler dans les bâtiments publics, alors que la semaine de travail reprend le samedi en Afghanistan.

Depuis que les talibans ont pris le pouvoir le 15 août, les bâtiments gouvernementaux, les banques, les bureaux des passeports, les écoles et les universités sont restés largement fermés. Seules quelques entreprises privées de télécommunication ont fonctionné ces derniers jours.

Reporters sans frontières demande un plan spécial pour évacuer les journalistes

Reporters sans frontières (RSF) a demandé samedi au président américain Joe Biden « un plan spécial pour l’évacuation des journalistes afghans », selon un communiqué de l’ONG.

RSF réclame « à la Maison Blanche un plan spécial pour l’évacuation des journalistes (et des défenseurs des droits de l’Homme) afghans ». Les projets d’évacuation « préparés par d’autres pays (notamment européens) sont largement entravés par la gestion des accès aux avions », déplore l’ONG.

« Nous recevons des dizaines et des dizaines de demandes d’évacuation urgente, indique Christophe Deloire, secrétaire général de RSF. Notre problème aujourd’hui n’est pas d’obtenir des visas ou des places dans des avions, c’est d’obtenir que ces personnes puissent accéder aux avions ».

En plus des ressortissants français des Afghans menacés par les talibans sont évacués peu à peu vers la France. C’est le cas de Jamail, une jeune femme de 32 ans qui travaillait comme interprète et assistante pour les journalistes français à Kaboul. 

Elle s’appelle Jamail et dispose enfin d’un peu de temps pour elle, pour se poser, dans l’hôtel où elle est accueillie avec beaucoup de familles. On entend des enfants quand on lui parle au téléphone. Elle raconte une course contre la montre qui commence lorsque l’ambassade de France l’appelle en urgence : « J’ai reçu un appel de l’ambassade, ils m’ont demandé de venir aussi vite que possible le jour où les Talibans sont entrés dans Kaboul. »

L’ambassade l’appelle car elle a fait une demande de visa. À ce moment-là, les talibans n’ont pas encore pris le contrôle de Kaboul. Elle en croise sur la route, sur des checkpoints mais arrive à entrer dans l’ambassade.

« Nous avons vu des foules immenses qui étaient bloquées par les checkpoints des talibans. »Jamail

« Nous avons été bloqués à l’intérieur pendant trois jours car les talibans encerclaient l’ambassade, raconte Jamail. On ne pouvait pas sortir. À l’extérieur, des centaines de personnes essayaient d’entrer pour fuir le pays. Je n’ai presque rien pu emporter avec moi, seulement mon téléphone et mon passeport. »

Après trois jours dans l’ambassade, elle raconte l’évacuation à bord du bus vers l’aéroport : « Je crois que six autocars sont arrivés de l’extérieur, des cars blindés. Des militaires français armés étaient là aussi, et nous avons roulé vers l’aéroport international de Kaboul. Ils nous ont fait passer par une route différente pour rejoindre la base de l’Otan. »

Les talibans contrôlent tous les accès à l’aéroport

Et la route a été difficile, avec de nombreux checkpoints des talibans : « À chaque checkpoint, ils nous arrêtaient pendant 20-25 minutes. Dans mon car, les talibans entraient et nous posaient des questions comme ‘où allez-vous ?’ Je ne répondais pas car j’avais peur et parce qu’ils ne parlent pas aux femmes. À un moment, un ami m’a demandé de parler à un taliban car je parle pachtoune. Je lui ai dit ‘s’il vous plaît, laissez passer cette famille, ils travaillent pour l’ambassade.’ Le taliban m’a hurlé dessus. ‘Je ne réponds pas à une femme ! Qui vous a dit de me parler ?’ Il m’a crié dessus 3, 4 fois. »

Jamail et ses amis réussissent finalement à quitter Kaboul à bord d’un premier avion jusqu’aux Émirats puis d’un second, jusqu’à Roissy : « Ils nous ont fait un test Covid. Nous sommes restés plusieurs heures à l’aéroport pour les procédures d’immigration aussi. Et puis nous avons pris un bus jusqu’à l’hôtel. » Elle se dit soulagée d’être enfin à l’abri : « Tout se passe très bien ici. Ils prennent soin de tout le monde. »

« Je suis très inquiète pour ma famille, qui est toujours à Kaboul », confie toutefois Jamail : « La nuit dernière, je n’ai pas réussi à dormir. Si j’étais en danger face aux talibans, ma famille l’est aussi. Ma soeur est une joueuse de football pour l’équipe nationale, elle travaille comme ingénieure pour l’Onu. Je regrette d’être venue sans eux. »

Elle ne pense donc qu’à faire venir sa famille en France. Mais un jour, si la situation le permet, elle veut repartir travailler en Afghanistan.
