The global rights group says erosion of health, safety in Gaza ‘a deliberate act of war targeting women and girls’.

Palestinian women in the Gaza Strip have been “denied the conditions needed to live and to give life safely” by Israel amid its genocidal war on the enclave, according to Amnesty International, a global rights group.

Amnesty warned on Tuesday that women and girls in Gaza have been pushed “to the brink” as the Israeli war has spurred a series of hardships, from mass displacement to the destruction of the local healthcare system.

Pregnant women, as well as those who need treatment for cancer and other illnesses, have been particularly hard-hit by the lack of adequate health services in the territory, Amnesty said in a statement.

“This systematic erosion of their rights to health, safety, dignity and a future is not an unfortunate by-product of war; it is a deliberate act of war targeting women and girls,” the group said.

“It is also the foreseeable consequence of Israel’s calculated policies and practices of multiple mass displacement, deliberate restrictions on basic and essential items, as well as humanitarian relief, and two years of relentless bombardment that have devastated Gaza’s health system and decimated entire families.”

More than 72,000 Palestinians have been killed since Israel’s war on Gaza began in October 2023.

Israeli attacks have continued despite a US-brokered “ceasefire” that came into effect in October of last year, killing more than 600 people, according to the latest figures from the Palestinian Ministry of Health in Gaza.

Israel also continues to impede the steady flow of humanitarian aid deliveries to Gaza, where hundreds of thousands of people remain displaced across the Strip due to the Israeli bombardment.

Last week, the United Nations humanitarian office (OCHA) said the health sector in Gaza remains “under significant constraints” as a result of the restrictions on medical supplies and equipment, as well as fuel.

“Sexual and reproductive health services remain severely disrupted due to damaged infrastructure, shortages of essential medicines and supplies and limited referral capacity,” OCHA said, noting that as many as 180 women give birth daily in Gaza.

“Severe bed shortages mean women undergoing major procedures, including Caesarean sections, are often discharged within hours and return to overcrowded displacement settings, increasing risks of complications and infection,” the agency said.

Maternal, neonatal health problems

That was echoed by Amnesty, which said on Tuesday that medical workers in Gaza reported “an exponential increase in maternal and neonatal health conditions over the past 29 months” as a result of Israel’s genocide.

That includes pre-term births, low-weight babies and babies suffering from respiratory conditions, malnutrition of pregnant women, and postpartum depression, the rights group said.

“Displacement conditions have led to infectious diseases,” Dr Nasser Bulbol, a neonatologist at Al Helou Hospital hospital in Gaza City, told Amnesty, noting that there has been an increase in high-risk pregnancies due to conditions in the Strip.

“And most women come here under stress, trauma and uncertainty, having suffered multiple displacements, lost loved ones, unable to obtain the nutritious food they require.”

A 22-year-old Palestinian woman originally from the Jabalia refugee camp in northern Gaza said she weighed only 43 kilogrammes (94 pounds) when she gave birth to a son in mid-January.

“My baby was born with lung infection in both lungs; he spent several days in the intensive care unit and now is a bit better, but still cannot breathe properly on his own and is in an incubator,” said the woman, who is displaced and living in southern Gaza’s al-Mawasi area.

“I am afraid he will get sicker because I live in a tent by the sea, and it has been very cold, and there is no way to keep warm. I also have another baby aged 18 months, and he too has been sick from the cold,” she told the rights group.

Despite displacement, Gaza families strive to create joy this Ramadan, navigating grief, scarcity, and fragile peace.

At the Bureij refugee area in central Gaza, Maisoon al-Barbarawi welcomes the Islamic holy month of Ramadan in her tent.

Simple decorations hang from its worn ceiling, alongside colourful drawings on the fabric walls, prepared by camp residents to mark the arrival of the blessed month.

“We brought you decorations and a small lantern,” Maisoon tells her nine-year-old son, Hasan, smiling with an exhaustion tinged with joy at her ability to buy him a Ramadan lantern.

“My means are limited, but what matters is that the children feel happy,” Maisoon tells Al Jazeera, expressing cautious optimism about the month’s arrival.

“I wanted these decorations to be a way out of the atmosphere of grief and sadness that has accompanied us over the past two years during the war.”

Maisoon, known to everyone as Umm Mohammed, is 52 years old and a mother of two children.

“My older son is 15, and the younger is nine years. They are the most precious things I have.”

“Every day they are safe is a day worth gratitude and joy,” she says with pride mixed with fear, referring to the terror that has accompanied her throughout the war at the thought of losing them.

Like other Palestinians in Gaza, what distinguishes this Ramadan is the relative calm that has come with the current ceasefire, compared with the previous two years, when Israel’s genocidal war on Gaza, which has killed more than 70,000 Palestinians, was at its peak.

“The situation is not completely calm,” Maisoon explains. Everyone knows the war hasn’t truly stopped; shelling still happens from time to time. But compared to the height of the war, things are less intense.”

Maisoon participates in camp administration activities, helping prepare bread and arrange dates and water for distribution, minutes before the call to prayer on the first day of Ramadan.

“This is the third Ramadan we’ve spent in displacement. We lost our homes, our families, and many loved ones.”

“But here in the camp, we have neighbours and friends who share the same pain and suffering, and we all want to support one another socially.”

Maisoon lost her home in southeastern Gaza at the beginning of the war and was forced to flee with her husband, Hassouna, and their children, moving between camps before eventually settling in Bureij under what she describes as “very bad conditions”.

“We are trying to create life and joy out of nothing. Ramadan and Eid come and go, but our situation remains the same,” she says after a brief pause.

Maisoon al-Barbarawi, her husband Hassouna, and their son, Hasan, as they prepare for Ramadan in Gaza [Abdelhakim Abu Riash/Al Jazeera]

‘Wounded from within’

Maisoon’s words fluctuate between optimism and fear, but she insists that Ramadan is “a blessing”, despite everything around her.

On the first day of Ramadan, she had not yet decided what she would cook for her family, as her limited means would only allow for a modest meal.

But she had already prepared her prayers and wishes before breaking her fast.

“I will pray that the war never returns. That is my daily prayer: that things calm down completely and that the army withdraw from our land,” she says, pointing to bullet holes in her tent caused by gunfire from an Israeli quadcopter drone days earlier.

Fear of the war’s return during Ramadan is not unique to Maisoon, but is shared by many across the Gaza Strip, who worry about a renewed escalation, similar to last year when fighting resumed on March 19, 2025, coinciding with the second week of Ramadan.

That renewed war was accompanied by the closure of crossings and a ban on food aid entering the enclave, triggering a severe food crisis and humanitarian famine that lasted until last September.

“People these days keep talking about stocking up. They tell us: store flour, store food… the war is coming back,” Maisoun says anxiously.

“Last Ramadan was famine and war at the same time. I spent all my money during the previous famine.”

“My little son used to pray for death because he craved food. Can you imagine?”

Al-Zawiya Market, one of Gaza’s most prominent central markets, is witnessing renewed commercial activity after a two-year war, as the holy month of Ramadan begins [Abdelhakim Abu Riash/Al Jazeera]

Bitter memories

Gaza enters this year’s Ramadan under a “ceasefire” that began on October 10, 2025.

That truce remains fragile, but reports from the World Food Programme (WFP) and the UN Office for the Coordination of Humanitarian Affairs (OCHA) indicate a relative improvement in the availability of certain food items, compared with periods of severe escalation and closures.

Commercial activity has partially resumed, and aid has entered at a steadier pace, though the flow remains inconsistent and subject to restrictions and logistical obstacles.

Despite a broader range of goods appearing in markets, prices remain high, and purchasing power is severely weakened, with large segments of the population still reliant on humanitarian assistance to meet basic needs.

Many Palestinians in Gaza continue to rely on aid organisations to eat.

Hanan al-Attar is one of them. She received a food parcel from a relief organisation on the first day of Ramadan.

Opening the package with a broad smile, she celebrates its contents while her grandchildren gather around her.

“This is fava beans, halva, dates, tahini, oil, lentils, beans, spreadable cheese, mortadella, mashallah, an excellent parcel,” Hanan tells her daughter standing nearby.

“This will be perfect for tomorrow’s suhoor,” she says, referring to the predawn meal before Muslims begin fasting for the day.

Hanan, 55, is a mother of eight who fled to Deir el-Balah a year ago from Beit Lahiya in northern Gaza, one of the hardest-hit places by Israel during the war.

She tells Al Jazeera that she will have to depend on whatever aid arrives to sustain her during Ramadan, due to her difficult economic situation.

“Today, thank God, we received assistance. This will ease my worry about what we will break our fast with,” says Hanan, who shares a tent with 15 family members, including children and grandchildren.

Smiling, she admits she secretly set aside a small amount of money to prepare a tray of potatoes with minced meat and rice for the first iftar.

“I saved a small amount to buy a kilo of meat tomorrow. Fasting requires protein,” she says in a low voice, noting that preparing a meal now depends entirely on what is available that same day, as storage conditions are nearly nonexistent.

“As you can see, there is no electricity, no infrastructure, no refrigerators to store vegetables or meat if we buy them.”

“We purchase what we need day by day so the food does not spoil.”

Yet the other side of Ramadan for Hanan is measured not by preparation but by those absent from the table.

Tears fill her eyes as she mentions her two sons in their late twenties who were killed in a strike last year, one leaving behind a daughter not yet two years old.

“This is the first Ramadan after the martyrdom of my sons Abdullah and Mohammed,” she says through tears.

“You feel the emptiness. It’s hard. When the family gathers and members are missing, you feel deep pain.”

Hanan al-Attar is happy to receive a precious aid package at the start of Ramadan in Gaza [Abdelhakim Abu Riash/Al Jazeera]

Cooking in the tent: Fire, wind, and plastic

Still, Hanan’s sorrow is briefly interrupted by the practicalities of preparing the cooking space.

“Unfortunately, Ramadan hasn’t changed our reality. We’ve been cooking over open fire for two years. The wind blows out the flame, and my son tries to shield it with plastic.”

She relies on firewood due to prolonged shortages of cooking gas.

“I managed to fill an eight-kilo gas cylinder two months ago and refused to use it until Ramadan,” she says, pulling out the hidden cylinder.

“Gas is like treasure for us. I planned to save it for suhoor or something quick. It would be difficult to light a fire at dawn.”

“In the end, everything passes. What matters is that we remain together in health and safety, and that we do not live through famine or war again,” she adds, her voice shifting to prayers for peace.

The memory of famine further deepens her anxiety.

She repeats the word “difficult” as she recalls the months when prices soared and food disappeared after last Ramadan.

She describes grinding lentils to replace flour and mixing them with pasta or rice to feed as many family members as possible.

To make the bread stretch, she cut it into smaller portions.

“I make it smaller, so it’s enough for everyone.”

And yet, her final wish, repeated like a prayer, echoes what many in Gaza seek this Ramadan: nothing more than “goodness and peace”, and a return home from displacement.

“May this Ramadan be one of goodness and peace for everyone… and may we return to our homes and our land.”

Israel has recalled its ceasefire negotiating team for “consultations” after Hamas submitted a response to a proposed Gaza ceasefire deal to mediators.

The response reportedly includes amendments to conditions around the entry of aid, areas from which the Israeli army should withdraw, and guarantees on securing a permanent end to the war.

Israel’s war on Gaza has killed at least 59,587 people and wounded 143,498. An estimated 1,139 people were killed in Israel during the October 7, 2023 attacks, and more than 200 were taken captive.

For aid to arrive into the hands of Palestinians in Gaza, it is not straightforward.

Since the war began in October 2023, some aid has been able to pass into the territory through a handful of militarised crossing points.

But even if lorries carrying supplies can get in, without the cooperation of Israeli authorities they can’t get much further.

Aid groups say there is no shortage in the supply of food, but accuse Israel of obstructing it and making it virtually impossible for humanitarian assistance to reach millions of people who desperately need it.

Instead, truckloads sit untouched in warehouses, external while not far away, aid groups say, Gazans face mass starvation.

Israel denies this, and blames UN agencies and « the collection bottleneck » as the main obstacle for supplies getting into Gaza.

Earlier this year, the Israeli military blockaded the entry of aid trucks into Gaza for 11 weeks, it said, to pressure Hamas into releasing hostages.

Not longer after that, Israel and the US backed a controversial organisation called the Gaza Humanitarian Foundation (GHF) to bypass the UN and act as the main distributor of aid in Gaza.

The GHF, unlike the UN, uses private security contractors to distribute supplies from sites in Israeli military zones. It’s a system Israel and the US say is necessary to stop Hamas from stealing aid.

But aid organisations have also roundly condemned the scheme, which the UN says has seen more than 1,000 Palestinians killed by Israeli forces while trying to collect food.

And according to the World Health Organization, a large proportion of the population of Gaza is starving.

A number of European countries, including the UK, have suspended the processing of asylum applications for Syrians, after the downfall of former president Bashar al-Assad.

Austria’s caretaker government has stopped all asylum claims from Syrians and says it is making plans to to repatriate or deport people back to their homeland, arguing that the situation in the country has changed fundamentally.

Germany (home to a million Syrians), the United Kingdom, France, and Greece have all said they will halt asylum decisions for now.

The moves leave many in the Syrian diaspora in limbo, following the collapse of the Assad regime after 50 years of brutal rule.

Since 2011, the UN says more than 14 million Syrians have been forced to flee their homes in search of safety.

Austria’s Chancellor Karl Nehammer, a conservative who is a hardliner on immigration, said in a post on X that the government would « support all Syrians who have found refuge in Austria and want to return to their home country ».

He added that the « security situation in Syria must also be reassessed in order to make deportations possible again in the future ».

In a statement, Austria’s Interior Ministry said « the political situation in Syria has changed fundamentally and, above all, rapidly in recent days ».

Around 95,000 Syrians live in Austria, many of whom arrived during the migrant crisis of 2015 and 2016. A backlash against them has fuelled support for the far right and conservatives in Austria.

Footage released by the rebel’s military operations command shows Abu Mohammed al-Jolani saying the transition would benefit from the experience of the old government.

Netanyahu tells reporters that Israel is using “all the tools it has” to ensure its security after the change in leadership in Syria and says the fall of al-Assad is the “direct result of the heavy blows [Israel] landed on Hamas, on Hezbollah and on Iran”.

The Israeli prime minister also said Hamas is “more isolated than ever” after the fall of al-Assad.

“It expected help from Hezbollah – we took that away. It expected help from Iran – we took that as well,” Netanyahu said. “It expected help from the Assad regime – OK, that won’t happen anymore.”

Ahead of Tunisia’s presidential election scheduled for October 6, many Tunisians are taking stock of the past five years under the presidency of Kais Saied. The country remains divided between his long-term supporters, and opponents who say the regime is repressive. Our reporters Lilia Blaise and Hamdi Tlili went to meet voters on both sides of the political divide, from Tunis to Paris.

Tunisia will hold a presidential election on Sunday against the backdrop of a crackdown on dissent and human rights violations committed against undocumented migrants seeking to cross the Mediterranean to Europe.

The incumbent, Kais Saied, whose most prominent critics are behind bars, is expected to sail to an easy win after a campaign with few rallies and public debates, marking a significant step back for a country that long prided itself as the birthplace of the Arab spring uprisings of 2011.

Only 11% of the electorate of 9 million voted in December’s local elections. Similarly low voter turnout this weekend would provide a hint of disapproval with Saied’s tenure so far.

Observers say Saied, who has been in office since 2019, has increasingly bent the country’s institutions to his will.

Last year, he ordered a crackdown on undocumented black migrants that drew criticism from around the world, but the EU nevertheless proceeded with a €105m deal with Tunisia to stem irregular migration.

The deal has helped fund security units that, according to a recent Guardian investigation, have been perpetrating widespread sexual violence against women on migration routes in its territory.

In the run-up to the election, the Independent High Authority for Elections (ISIE) whittled down an initial longlist of 17 presidential candidates to three after a raft of controversial disqualifications. Of the remaining trio, the former lawmaker Ayachi Zammel was jailed this week for reportedly falsifying documents. It is unclear if his candidature remains valid despite his detention.

Bassam Khawaja, a deputy director for Middle East and north Africa at Human Rights Watch, said: “Since the start of the electoral period on 14 July, authorities have prosecuted, convicted, or detained at least nine prospective candidates.”

Late in September, Tunisia’s parliament voted with an overwhelming majority to strip the courts of the power to reverse decisions made by its electoral body. The vote followed a row between the ISIE and a court that overturned the former’s disqualification of three presidential contenders.

The latest development has made Saied, who will lead for another five years if victorious on Sunday, near unstoppable.

Sarah Yerkes, a senior fellow in the Middle East programme at the Washington-based thinktank Carnegie Endowment for International Peace, said the election would “almost certainly be a low point in the trajectory of what was once the sole democracy in the Arab world”.

After the Arab spring protests ousted the longstanding ruler Ben Ali in 2011, Tunisia was hailed as one of the region’s brightest democratic lights, a reputation boosted by back-to-back elections.

Saied stood as an independent candidate and establishment outsider in the previous election in 2019, campaigning on a platform of strong government after nearly a decade of deadlock between Islamist and secular blocs since the 2011 revolution. The political outsider won by a landslide, with 73% of the vote in a second round runoff with turnout of 58%.

In 2021, he suspended the opposition-controlled parliament and fired the prime minister. The following year, a referendum changed the constitution and gave Saied sweeping powers in a newly introduced unitary system of government. He apportioned to himself the power to appoint magistrates and the seven ISIE members by presidential decree – and fire them at will.

More than a dozen leaders of the leading opposition party, Ennahda, including the former MP Said Ferjani, who was also imprisoned under Ali, were detained. Many remain in captivity.

Khawaja said: “Holding elections amid such repression makes a mockery of Tunisians’ right to participate in free and fair elections.”

Saied’s pursuit of an authoritarian agenda has coincided with downturn in Tunisia’s economic fortunes. Unemployment has risen and inflation is in double digits. According to the World Bank, the country’s economic recovery from years of a cost-of-living crisis and a recession in 2023 has slowed.

Throughout his tenure, Saied has accused civil society and opposition groups critical of his governance of having nefarious motives and being puppets of foreign countries. That line of thinking was echoed by the lawmakers in September, as some even outside the ruling party accused judges of acting on behalf of unnamed foreign interests.

With the coast clear for his re-election, there are fears of more democratic backsliding and populist propaganda efforts in the years to come.

Yerkes said: “By manipulating the 2024 presidential election, Saied has put one more nail in the coffin of Tunisia’s democratic transition and ensured the outcome well before the process began.”

Tensions are rising in France, home to one of Europe’s largest Muslim minorities, ahead of the snap election run-off.

Fatimata, a 22-year-old French Muslim woman, suddenly feels as though many of her compatriots are against her very being.

On Sunday, the far right led the first round of parliamentary elections and while it’s not yet clear if Marine Le Pen’s National Rally movement will form a majority after the July 7 run-off, many of France’s six million Muslims are, like Fatimata, paralysed with fear.

“I am feeling betrayed by France. Knowing that 10.6 million people voted for a party promoting the ban of the veil in the public space is hurtful,” she told Al Jazeera.

She represents the kind of French citizen that Le Pen’s party has long demonised.

She wears the hijab, she was born to foreign parents – Mauritanian and Senegalese, and she was raised in one of the banlieues, the impoverished suburbs circling Paris that are home to many immigrant and ethnic minority communities. She’s also a dual citizen.

Le Pen has called for the hijab to be banned in public spaces while Jordan Bardella, her protege who could become France’s next prime minister, has called the veil a “tool of discrimination”. He has railed against the populous banlieue north of Paris that he grew up in – Seine-Saint-Denis – and promised to ban dual nationals from some “the most strategic” state jobs if his party seizes power.

“I’ve experienced to the core the feeling of becoming a foreigner in one’s own country. I’ve experienced the Islamisation of my neighbourhood,” 28-year-old Bardella said in June.

Fatimata, a student, hails from Stains, a commune within Seine-Saint-Denis. It is possible that as a child, she may have walked past Bardella at a market or sat across from him in a cafe.

“I received French nationality when I was 13, and I can’t help to think that somewhere in my banlieue, there is a 13-year-old girl just like I was who won’t be able to achieve things because the first party in France is now the National Rally,” she said.

‘Compromising my future’

President Emmanuel Macron called the snap polls after suffering a humiliating defeat at the hands of the far right in the recent European Parliament elections. But his risky gamble has backfired.

While National Rally secured about a third of Sunday’s vote with 33.15 percent, the New Popular Front, a left-wing alliance, came second with 28.14 percent. Macron was left red-faced again, as his centrist alliance scored just 20.76 percent. Thousands of protesters have taken to the streets since to rally against the far right.

Elias, a 27-year-old who works in marketing, said many Muslims are considering emigrating from France if the National Rally ends up governing – a trend which has already taken hold among some professionals.

Earlier this year, the authors of a study titled La France, tu l’aimes mais tu la quittes (France, loving it but leaving it), conducted a survey of more than 1,000 people, interviewing 140 at length. They cited a “brain drain” of French Muslims quitting the country for jobs abroad because of the “harmful effects of Islamophobia”.

While a “valid” reaction to discrimination or the rise of the far right, Elias said he feels “torn”.

“If we all leave, who will continue to resist? I think it is important to stay, at least for the future generations,” said Elias, who has Algerian ancestry.

“What’s also making me very worried is the potential increase of police violence. There will probably be a surge of racial profiling and of violence, because the officers will feel protected and supported by the National Rally.

“I am scared for my little brother, who is 15 years old and who had his first police check when he was only 13.”

(Al Jazeera)

For Tiziri Messaoudene, an 18-year-old student of Algerian descent, it is Bardella’s position on dual nationals that is most frightening.

During a pre-election speech, Bardella justified his stance by evoking Russia’s war on Ukraine, saying, “Can anyone imagine a Franco-Russian working at the armed forces ministry today?”

“The National Rally is saying that dual-nationality holders will not be allowed to work in ‘strategic positions in the state’. This is compromising my future in this country. I am studying political science and would like to work in public affairs, so if this bill passes, would I have studied for nothing?” Tiziri said.

In Carpentras, Tiziri’s hometown in southern France, the National Rally scored 53.51 percent on Sunday.

National Rally was previously known as the National Front, the party founded in 1972 by Marine Le Pen’s father, Jean-Marie Le Pen. The movement has attempted to soften the hard-right image cultivated by Le Pen senior, who was known for, and convicted of, racist hate speech.

Many of France’s six million Muslims have long felt at odds with the secular state [File: Ardee Napolitano/Reuters]

Rim-Sarah Alouane, a French legal expert, said it would be “theoretically impossible” for the National Rally to carry out some of its aims.

“The bill on the ban on the veil in the public space would infringe on the laïcité (secularism) principle, while the bill on the dual-nationality holders would infringe on the principle of equality between the citizens,” Alouane told Al Jazeera.

“Nevertheless, the National Rally is a political party like no other, which means that it could do exceptional things if it comes to power.

“So in theory, those bills are against the Constitution. But in practice, we will have to see if the supreme institutions of the country will play their roles as counterweights.”

She believes that a “long process of normalisation” lies behind the far right’s success.

Under Macron’s government, controversial bills such as the abaya ban, the so-called separatism law and recent measures on immigration have rocked marginalised groups.

“It’s an important thing to remember,” said Tiziri. “Even under Macron, we lived in a nauseating Islamophobic and racist climate, where scapegoats were the Muslims and the people from foreign origin.”

According to Benjamin Tainturier, a doctoral student at Sciences Po Paris who researches far-right discourse in the media, the National Rally’s rise can be linked to the “demonisation of the radical left”, especially of Jean-Luc Melenchon’s France Unbowed party, as well as shifting theories on racism.

“After 15 years, the National Rally has succeeded in changing the definition of what racism is, through replacing a colonial and essentialist racism by a more subtle form,” he told Al Jazeera.

Macron’s Renaissance party also “stigmatised its left-wing opponents, by using the same demonising tactics that were used against the far-right before”, he said.

While campaigning, centrist politicians adopted the slogan “Ni RN, ni LFI” (Neither National Rally, nor France Unbowed).

Looking ahead, Tainturier shares Elias’s concern that police-led discrimination could surge if the far right dominates the parliament.

“If the ruling power conveys the idea that it is acceptable to discriminate against people according to their origins, it could legitimise police violence and thus increase it,” he warned.

Meanwhile, Macron, who faces the prospect of awkwardly cohabiting with a far-right premier, is urging voters to get behind the centre, ominously warning of “civil war” if the hard right – or left – triumphs.

The conflict in Sudan has displaced more than two million people, triggering one of the world’s largest humanitarian crises. The international community has a responsibility to do more.

At Renk in South Sudan, 40km (25 miles) south of the border with Sudan, I met a young boy – Miyok, orphaned by the brutality of the Sudan conflict. Miyok is one of at least 600,000 refugees who have fled to South Sudan since the start of the conflict a year ago. He now lives with his aunt in one of the two transit centres.

Despite facing myriad challenges, Miyok’s wish is simple yet profound – to be educated and have the opportunity to fulfil his dream of becoming a doctor.

As international donors met earlier this week in Paris, Miyok’s story resonated deeply. His dream represents not only his personal aspirations but also embodies the collective hope of a nation striving for a better future.

A future that continues to remain uncertain, however. In Paris, donors pledged $2bn to support millions of people in Sudan and in host countries. Although this is most welcome, it is only half of the $4.1bn needed to give people their next meal and what they need to survive and rebuild their lives.

To date, the conflict in Sudan has displaced at least two million people, triggering one of the world’s largest humanitarian crises. Neighbouring countries – South Sudan, Chad, Central African Republic, Ethiopia, Egypt, and Libya – are feeling the impact whether through strained resources, economic disruptions or risk of the conflict spilling over.

We have seen up to 1,500 people arriving every day in Renk, some on donkey carts, others crammed into overcrowded minivans, and those who can’t afford transport walk for miles under the scorching sun to reach the border.

Many of those who have fled are women carrying nothing but a small bundle of clothes on their backs and their children. Their eyes are filled with exhaustion, fear, and uncertainty about what the future holds.

Time and time again, when I met with officials and Oxfam’s partners in South Sudan, the phrase “perfect storm” was mentioned, summarising the prevailing challenges which have plunged the nation further into destitution.

Even before the war in Sudan erupted, South Sudan was already suffering from intercommunal conflict over resources and a climate crisis, which have created a dire humanitarian crisis. Two-thirds of the population urgently needs food, including 35,000 people facing starvation. Nearly nine million people currently depend on aid for survival.

Despite contributing little to global carbon emissions, South Sudan has been hit hard in recent years by climate change-induced erratic weather patterns – harsh droughts and boiling temperatures followed by heavy rains leading to severe flooding which have continued to wreck property, infrastructure and crops. This situation, compounded by an economic crisis, has had devastating effects on an already vulnerable population.

To make matters worse, the country’s key oil pipeline, which passes through neighbouring Sudan, was damaged in February. With oil responsible for 90 percent of South Sudan’s revenue and the pipeline accounting for two-thirds of oil revenues, the loss of the pipeline puts the already fragile economy on the brink.

Despite South Sudan’s humanitarian and economic crisis, and the increasing influx of refugees from neighbouring Sudan, aid has dwindled to an extreme low. In 2023, the United Nations appeal for South Sudan was slashed by half to $1.79bn, but less than four percent of the target was met.

The resilience of the South Sudanese people has been repeatedly tested, yet the difficulty in fully implementing the 2020 peace agreement risks jeopardising the legitimacy of the government. This situation, coupled with an economic crisis, could intensify further the ongoing violence.

To overcome this deep crisis, South Sudan needs three key things. First, an immediate injection of aid funding that not only focuses on short-term emergency support but also prioritises development that empowers South Sudanese people to break free from the vicious cycle of shocks and be able to rebuild their lives.

Second, while external support is crucial, the South Sudan government should intensify efforts to lead, build basic infrastructure and provide essential public services so the economy works for the South Sudanese people.

Third, and most importantly, as the country heads towards elections later this year, many in South Sudan see this as a crucial step in addressing the governance, economic and humanitarian challenges. A lasting peace will help avert the perfect storm and ensure a stronger South Sudan.

Amid the chaos, those who love this country, from government officials to grassroots activists and partners, share a determination to rebuild a nation torn apart by conflict and climatic shocks.

Despite the numerous crises the world is currently experiencing, we should not turn our backs on the South Sudanese people and the refugees fleeing the conflict in Sudan. We urge donors who met in Paris this week to keep the momentum and immediately scale up the humanitarian response and renew their call for an immediate ceasefire and an inclusive peace process.

I left South Sudan with my heart aching for Miyok and countless others, whose futures hang in the balance. But I refuse to lose hope. We should all rally together as partners in progress, empowering South Sudanese communities to chart their path towards a brighter future.

It also demanded the immediate and unconditional release of all hostages.

It is the first time the council has called for a ceasefire since the war began in October after several failed attempts.

"The Security Council just approved a long-awaited resolution on Gaza, demanding an immediate ceasefire, and the immediate & unconditional release of all hostages.

This resolution must be implemented.
The move by the US signals growing divergence between it and its ally Israel over Israel’s offensive in Gaza.

Many world leaders have welcomed a United Nations Security Council (UNSC) resolution that demands an immediate ceasefire between Israel and the Palestinian group Hamas in Gaza.

While the United States abstained from the vote on Monday, the remaining 14 council members voted for the resolution.

I'm on my annual Ramadan solidarity mission, where I visit & fast with Muslim communities in distress.

Jordan’s spirit of solidarity is what brings me here today, to meet Palestine refugees being served by @UNRWA.

It’s a heart-warming visit in heart-breaking times. pic.twitter.com/IjxELFPrIF
— António Guterres (@antonioguterres) March 25, 2024

The resolution, which the US said it did not agree with in its entirety, calls for an “immediate ceasefire” for the duration of the Muslim holy month of Ramadan, which ends in two weeks. It calls for the ceasefire to lead to a “lasting” truce, for the release of all hostages held by Hamas in Gaza, and for respect for international law from each party when it comes to detainments.

UN Secretary-General Antonio Guterres

The UN official said the resolution “must be implemented”, adding that failure to do so would be “unforgivable”.

The Security Council just approved a long-awaited resolution on Gaza, demanding an immediate ceasefire, and the immediate and unconditional release of all hostages.

This resolution must be implemented.
Palestinian Ministry of Foreign Affairs

The ministry said that adopting the resolution is a step in the right direction to end the five-month war, to allow the entry of aid, and to begin the return of those displaced.

The ministry also called on UNSC member states to fulfill their legal responsibilities to implement the resolution immediately. The ministry stressed the importance of achieving a permanent ceasefire that extends beyond Ramadan – along with securing the entry of aid, working to release prisoners, and preventing forced displacement.

In an unusually strong rebuke, a statement from Israeli Prime Minister Benjamin Netanyahu’s office said the US had « abandoned » its previous position which had directly linked a ceasefire to a hostage release.

« Regrettably, the United States did not veto the new resolution, » it said.

The statement said this harmed efforts to release hostages by giving Hamas hope it could use international pressure on Israel to achieve a ceasefire without freeing the captives.

It also said Mr Netanyahu had decided to cancel meetings between an Israeli delegation and US officials in Washington that were scheduled for this week.

Israel’s defence minister said Israel would not stop the war in Gaza while hostages were still being held there.

The Palestinian representative to the UN, Riyad Mansour, welcomed the resolution but said it was overdue.

« It has taken six months, over 100,000 Palestinians killed and maimed, two million displaced, and famine, for this council to finally demand an immediate ceasefire, » Mr Mansour said.

Hamas, the Palestinian Islamist group which governs Gaza and which triggered the war with an unprecedented attack on Israel on 7 October, also welcomed the resolution. It said it was ready « to engage in an immediate prisoner exchange process that leads to the release of prisoners on both sides ».

The group has made any hostage release conditional on the release by Israel of Palestinians held in Israeli prisons.

WHO laments killing of Palestinians in Israeli strike on UNRWA shelter

Tedros Adhanom Ghebreyesus has offered his condolences to those killed after Israeli tanks shelled a URWA facility sheltering displaced Palestinians in Gaza earlier today, lamenting the “horrendous” heavy bombardment of Khan Younis.

“The ongoing heavy bombardment, evacuation orders and killing of civilians in Khan Younis, Gaza is just horrendous,” Ghebreyesus said in a social media post.

“WHO team joined an UNRWA mission to help those who were injured in today’s blast at the training centre where civilians were sheltering. Our deep condolences to the families who lost loved ones.”

Troops have also reportedly advanced deeper into remaining parts of the city, where they believe Hamas leaders are hiding in tunnels with hostages.

Residents said tanks had shut the last road out of the city to the Mediterranean coast, effectively stopping them from fleeing southwards.

There was also intense fighting around the city’s two main hospitals.

It came as funerals took place for some of the 24 Israeli soldiers killed on Monday on the deadliest day for the Israel Defense Forces (IDF) since the start of its ground offensive in Gaza 12 weeks ago.

At least 195 Palestinians were also killed in Gaza over the previous 24 hours, according to the territory’s Hamas-run health ministry.

The ministry says more than 25,400 people have been killed – mostly children and women – during the war between Hamas and Israel.

It was triggered by an unprecedented cross-border attack by Hamas gunmen on southern Israel on 7 October, in which about 1,300 people were killed – most of them civilians – and about 250 others taken hostage.

Israeli ground forces expanded their operation into southern Gaza in early December, after largely taking control of Hamas strongholds in the north.

Within days they were said to have reached the « heart » of Khan Younis, where hundreds of thousands of people who had fled northern areas were sheltering.

But the troops have since faced fierce resistance from Hamas’s Khan Younis Brigade. It is considered to be one of the two strongest in the group, which is designated as a terrorist organisation by Israel, the UK and other countries.

The Israeli operation has expanded and intensified in recent days, with dozens of people reported killed in air and artillery strikes on Monday alone as tanks pushed into the west and centre of the city.

On Tuesday, the IDF put out a statement saying that over the past day its troops had « carried out an extensive operation during which they encircled Khan Yunis and deepened the operation in the area ».

The troops had « engaged in close-quarters combat, directed [air] strikes, and used intelligence to co-ordinate fire, resulting in the elimination of dozens of terrorists », it added.

Image caption,Israeli forces have pushed into the remaining parts of Khan Younis, seen as a stronghold of Hamas

The IDF also ordered residents of western Khan Younis to move immediately to the al-Mawasi area, on the Mediterranean coast, for their own safety.

However, some witnesses said tanks had blocked the road leading there, preventing them from joining the estimated million people currently sheltering to the south in Rafah, on the border with Egypt.

« I am trying to leave for Rafah but the tanks are now very near to the coast and are firing toward the west, » Shaban, an electrical engineer with four children, told Reuters news agency.

The World Health Organization meanwhile said it was deeply concerned by reports of attacks on hospitals in Khan Younis.

On Tuesday, the Palestine Red Crescent Society (PRCS) said a civilian had been killed by an Israeli drone at the entrance of Al-Amal Hospital, which it runs, and that others had been injured when shells struck its nearby headquarters.

« The situation remains extremely dangerous. Early this morning, there was direct artillery shelling of the Palestine Red Crescent’s headquarters on the fourth floor. Israeli drones did not stop firing at people at al-Amal Hospital, » spokeswoman Nebal Farsakh told the BBC from Ramallah.

« [There is] panic and fear among thousands of displaced people who are taking shelter inside our facilities. »

There was no immediate comment from the IDF, but it has previously accused Hamas fighters of embedding themselves among the civilian population and operating in and around medical facilities.

Ms Farsakh also said ambulances were « facing significant challenges to reach wounded people and transport them to hospitals », adding that they were now being told to take critical cases to Deir al-Balah, in central Gaza.

And she warned that Al-Amal and the nearby Nasser Medical Complex – the largest of the 14 hospitals still partly working in Gaza – were « overwhelmed and overcrowded ».

Dr Haytham Ahmad, who works in Nasser’s emergency department, told the BBC that multiple amputations were being performed, and that in some cases, patients were not being given anaesthetic because of a shortage of supplies.

« These cases have severe crush injuries and there is just some skin and muscle still connected. We try to use limited anaesthetic in this situation, » he said.

A World Health Organization spokesman said Nasser was « now basically besieged » and that there was « no way in and out » for its 400 patients, as well as the medical staff treating them and displaced civilians.

Gaza’s health ministry alleged that Israeli forces had fired « heavily on the upper floors of the specialised surgery building and the emergency building » of the hospital.

One video filmed by a Palestinian journalist appeared to show gunfire hitting the hospital’s western corner, while in another clip smoke is seen rising from an area to the south.

The IDF told AFP news agency that it was « not aware of the event ».

Image caption,Some residents of Khan Younis were able to flee along the coastal road to Rafah

Later, UN Secretary General António Guterres said the humanitarian situation in Gaza was « appalling » and that the entire population was « enduring destruction at a scale and speed without parallel in recent history ».

He also once again appealed for an immediate humanitarian ceasefire.

Qatar’s foreign ministry spokesman said it was « engaging in serious discussions with both sides » on a potential deal, and a Palestinian official told the BBC that a Hamas delegation had arrived in Cairo on Tuesday morning to « discuss new proposals » with Egypt’s intelligence minister.

Israel has not denied that it has proposed a two-month truce, involving the release of hostages and Palestinian prisoners. But there are reports that has already been rejected by Hamas, which demands a permanent ceasefire.

Carl Skau, deputy director of the UN World Food Programme, said only a fraction of supplies needed have been able to enter the Strip – and nine out of 10 people cannot eat every day.

Conditions in Gaza have made deliveries « almost impossible », Mr Skau said.

Israel says it must continue air strikes on Gaza to eliminate Hamas and bring Israeli hostages home.

Israel Defence Forces spokesman Lt Col Richard Hecht told the BBC on Saturday that « any death and pain to a civilian is painful, but we don’t have an alternative ».

« We are doing everything we can to get as much as possible inside the Gaza Strip, » he said.

Herzi Halevi, chief of staff of the IDF, was filmed telling soldiers the army has to « press harder » because « we’re seeing terrorists surrendering… a sign their network is collapsing ».

Meanwhile, the Biden administration has used an emergency law to bypass Congress and authorise the sale of some 14,000 rounds of tank ammunition worth more than $106m (£85m) to Israel.

Movement in and out of Gaza has been heavily restricted since 7 October, when Hamas fighters broke through Israel’s heavily-guarded perimeter fence – killing 1,200 people and taking 240 hostages.

In response, Israel closed its borders with Gaza and began launching air strikes on the territory, restricting aid deliveries which Gazans heavily relied on.

The Hamas-run health ministry says Israel has killed more than 17,700 Gazans in its retaliatory campaign, including more than 7,000 children.

Only the Rafah crossing bordering Egypt has been open, allowing limited quantities of aid to reach Gaza. This week Israel agreed to open the Kerem Shalom crossing from Israel into Gaza in the next few days – but only for the inspection of aid lorries. The trucks would then go to Rafah to cross into Gaza.

Mr Skau said nothing had prepared him for the « fear, the chaos, and the despair » he and his WFP team encountered during their trip to Gaza this week.

They witnessed « confusion at warehouses, distribution points with thousands of desperate hungry people, supermarkets with bare shelves, and overcrowded shelters with bursting bathrooms, » he said.

International pressure and a temporary seven-day ceasefire last month had allowed some badly-needed aid to enter the Gaza Strip, but the WFP insists a second border crossing is now needed to meet demand.

Nine out of 10 families in some areas are spending « a full day and night without any food at all », according to Mr Skau.

People in Khan Younis in the south of Gaza, a city now surrounded on two fronts by Israeli tanks, say the situation there is dire.

Dr Ahmed Moghrabi, head of the plastic surgery and burns unit in the city’s only remaining health facility, Nasser hospital, fought back tears as he spoke to the BBC about the lack of food.

« I have a daughter, three years old, always she ask me (for) some sweets, some apple, some fruits. I can’t provide. I feel helpless, » he said.

« There is not enough food, there is not enough food, only rice, only rice can you believe? We eat once, once a day, only. »

Khan Younis has been the focus of heavy air strikes in recent days and the boss of Nasser hospital there said his team had « lost control » over the numbers of dead and wounded arriving at the facility.

Israel says Hamas leaders are hiding in Khan Younis, possibly in an underground network of tunnels, and that it is fighting house to house and « shaft to shaft » to destroy the group’s military capabilities.

Speaking on Saturday, the Palestinian president, Mahmoud Abbas, accused the United States of being complicit in war crimes, after it vetoed a UN Security Council resolution calling for an immediate ceasefire in Gaza.

Out of 15 of the Security Council members, 13 countries voted in favour of the resolution calling for a ceasefire. The UK abstained from the vote and the US was the only country to vote against the resolution.

Mr Abbas, the leader of the Palestinian Authority, said he held Washington responsible for « the bloodshed of Palestinian children, women, and elderly in Gaza at the hands of [Israeli] occupation forces ».

The US ambassador to the UN, Robert Wood, defended the veto, and said the resolution was calling for an « unsustainable ceasefire » which « would leave Hamas in place able to repeat what it did on October 7 ».

Israel’s Prime Minister, Benjamin Netanyahu, said on Saturday he appreciated the « correct stance » the US had taken at the security council.

A seven-day temporary ceasefire ended just over a week ago. Under the truce, 78 hostages were released by Hamas in exchange for 180 Palestinian prisoners held in Israeli jails.

There are still more than 100 hostages being held by Hamas in Gaza.

On Saturday, it was confirmed that Israeli hostage Sahar Baruch, 25, had been killed, his kibbutz and a hostages’ group said in a statement.

It comes after the armed wing of Hamas released a video on Friday which it said showed the bloody aftermath of a failed IDF operation to free an Israeli hostage.
