<p class="wp-block-paragraph" style="font-size:18px"><strong>People living close to the epicentre of an Ebola outbreak which has killed 131 people have told BBC News of their fear, as a World Health Organization (WHO) representative warned cases may be spreading faster than originally thought.</strong></p>



<p class="wp-block-paragraph">An Ebola outbreak in the Democratic Republic of Congo has been declared a public health emergency of international concern, by the World Health Organization (WHO).</p>



<p class="wp-block-paragraph">The latest outbreak is challenging because it involves a rare strain of Ebola for which there is no vaccine, and cases have been found in an area affected by conflict.</p>



<p class="wp-block-paragraph">One man in the Democratic Republic of Congo&rsquo;s Ituri province, the epicentre of the outbreak, said infected people were dying « very fast », and added: « Ebola has tortured us. »</p>



<p class="wp-block-paragraph">Officials said more than 513 cases were suspected in DR Congo as of Tuesday, while one person has died in neighbouring Uganda.</p>



<p class="wp-block-paragraph">The WHO&rsquo;s Dr Anne Ancia told the BBC that the more the agency investigates the outbreak, the clearer it becomes cases have spread to other areas.</p>



<p class="wp-block-paragraph">Modelling by the London-based MRC Centre for Global Infectious Disease Analysis released on Monday suggested there had been « substantial » under-detection, and that it could not rule out there had already been more than 1,000 cases.</p>



<p class="wp-block-paragraph">The study suggested that the current outbreak is « larger than currently ascertained » and that its « true magnitude remains uncertain ».</p>



<p class="wp-block-paragraph">A man who spoke to BBC News and identified himself as Bigboy said people are « really scared » and doing what they can to protect themselves.</p>



<p class="wp-block-paragraph">He said locals are taking precautions such as washing hands with clean water, but added that he wished they could get access to other protective supplies such as face masks.</p>



<p class="wp-block-paragraph">Another Ituri local, Alfred Giza, said people in the community are aware of the threat and waiting to receive face masks to protect themselves, but that he would not know what to do if a family member or friend contracted the disease.</p>

<p class="wp-block-paragraph">The Red Cross warned that Ebola can escalate quickly if cases are not identified early, communities lack information and health systems are overwhelmed, adding that « we are seeing all those conditions » in the current outbreak.</p>



<p class="wp-block-paragraph">On Tuesday, DR Congo President Félix Tshisekedi called for « calm » and urged Congolese citizens to remain vigilant, after holding a crisis meeting on Monday evening.</p>



<p class="wp-block-paragraph">WHO chief Tedros Adhanom Ghebreyesus, who declared the outbreak an international emergency last week, said he was « deeply concerned about the scale and speed of the epidemic ».</p>



<p class="wp-block-paragraph">It is feared the outbreak may have been ongoing for several weeks before it was first detected on 24 April.</p>



<p class="wp-block-paragraph">There is no vaccine for the strain of Ebola virus fuelling the latest rise in cases, but the WHO is evaluating whether other drugs may provide protection.</p>



<p class="wp-block-paragraph">Speaking to BBC Newsday, Ancia said DR Congo&rsquo;s Ituri province was a « very unsecured area with lots of movement of population », making it difficult for the agency to investigate and help control the disease.</p>



<p class="wp-block-paragraph">She continued: « The more we are investigating this outbreak, the more we realise that it has already disseminated at least a little bit across border and also in other provinces. »</p>

<p class="wp-block-paragraph">The outbreak has spread to the province of South Kivu, where the population has been affected by a humanitarian crisis for many years, she added.</p>



<p class="wp-block-paragraph">There has also been a case in eastern DR Congo&rsquo;s biggest city, Goma, which has a population of around 850,000 people and under the control of Rwandan-backed rebels.</p>



<p class="wp-block-paragraph">High levels of insecurity in several provinces mean people move around often, increasing the risk and spread of the virus, she said.</p>



<p class="wp-block-paragraph">Several African countries are taking precautions by tightening border screenings and preparing health facilities. Neighbouring Rwanda has also closed its borders with DR Congo. Uganda has told people to avoid hugging and shaking hands.</p>



<p class="wp-block-paragraph">An American citizen, <a href="https://www.bbc.co.uk/news/articles/cjwpy2qww5do" target="_blank" rel="noreferrer noopener">believed to be missionary group doctor Peter Stafford</a>, is being evacuated from DR Congo after developing symptoms over the weekend.</p>



<p class="wp-block-paragraph">Germany&rsquo;s health ministry told the BBC a US citizen was being taken to the country for treatment.</p>



<p class="wp-block-paragraph">The US Centers for Disease Control and Prevention (CDC) said it was working to evacuate at least six other Americans who were exposed.</p>



<p class="wp-block-paragraph">WHO and other agencies are working with governments and communities to try to stop the spread of the virus, urging residents to follow preventative measures and report to the nearest health facility if they experience any symptoms.</p>



<h2 class="wp-block-heading" style="font-size:18px"><strong>What is Ebola and how does it spread?</strong></h2>

<p class="wp-block-paragraph">Ebola is caused by a virus and initially causes symptoms similar to the flu, with fever, headache and tiredness.</p>



<p class="wp-block-paragraph">As the disease progresses, vomiting and diarrhoea develop and it can lead to organ failure. Some, but not all, patients develop internal and external bleeding.</p>



<p class="wp-block-paragraph">The virus spreads from one person to another by contact with infected bodily fluids such as blood or vomit.</p>



<p class="wp-block-paragraph">The Bundibugyo strain fuelling this rise in cases is rare, and has previously only caused two outbreaks, when it killed about a third of those infected.</p>



<p class="wp-block-paragraph">Between 2014 and 2016, more than 28,600 people were infected by Ebola in West Africa, the largest outbreak of the virus since its discovery in 1976.</p>



<p class="wp-block-paragraph">It was caused by the Zaire strain, for which there is an approved vaccine.</p>



<p class="wp-block-paragraph">The disease spread to a number of countries in West Africa and beyond, including Guinea, Sierra Leone, the US, UK and Italy, killing 11,325 people.</p>

<p class="wp-block-paragraph">Le plan de 38 pages, consulté par le quotidien américain, envisage le déplacement « volontaire » des quelque deux millions d&rsquo;habitants de Gaza vers d&rsquo;autres pays ou dans des zones sécurisées à l&rsquo;intérieur du territoire dévasté par près de deux ans de guerre, le temps de sa reconstruction.</p>



<p class="wp-block-paragraph">Ceux qui accepteraient de partir recevraient 5000 dollars en cash ainsi qu&rsquo;une aide couvrant quatre ans de loyer et un an de nourriture, selon ce plan. Les propriétaires terriens se verraient quant à eux offrir des « jetons numériques », à utiliser pour financer une nouvelle vie ailleurs ou à échanger contre un appartement dans l&rsquo;une des six à huit nouvelles « villes intelligentes et alimentées par l&rsquo;IA » devant être construites à Gaza.</p>



<p class="wp-block-paragraph">Des usines de voitures électriques, des centres de données ou des hôtels y seraient financés par des investissements publics et privés. Le territoire palestinien serait placé le temps de la reconstruction sous l&rsquo;administration d&rsquo;une entité baptisée Gaza Reconstitution, Economic Acceleration and Transformation Trust, ou GREAT Trust. Le plan prévoit que cet organisme gouverne pendant dix ans avant de laisser la place à une « entité palestinienne réformée et déradicalisée ».</p>



<p class="has-medium-font-size wp-block-paragraph"><strong>« Riviera du Moyen-Orient »</strong></p>



<p class="wp-block-paragraph">Il a été élaboré selon le Washington Post par certains des Israéliens à l&rsquo;origine de la Fondation humanitaire de Gaza (GHF), une organisation privée soutenue par Israël et les Etats-Unis, créée pour distribuer l&rsquo;aide alimentaire et au centre de nombreuses critiques. Sollicité par l&rsquo;AFP, le département d&rsquo;Etat américain n&rsquo;a pas répondu dans l&rsquo;immédiat.</p>



<p class="wp-block-paragraph">Donald Trump avait lancé en février l&rsquo;idée d&rsquo;une prise de contrôle de la bande de Gaza par les Etats-Unis pour en faire la « Riviera du Moyen-Orient », une fois vidée de ses habitants qui pourraient selon lui être déplacés vers l&rsquo;Egypte et la Jordanie. Salué par l&rsquo;extrême droite israélienne, ce plan a été rejeté par les pays arabes et la plupart des pays occidentaux, l&rsquo;ONU mettant de son côté en garde contre un « nettoyage ethnique » à Gaza.</p>



<p class="wp-block-paragraph">La guerre à Gaza a été déclenchée par l&rsquo;attaque du Hamas en Israël du 7 octobre 2023, qui a entraîné la mort de 1219 personnes côté israélien, en majorité des civils, selon un décompte de l&rsquo;AFP basé sur des données officielles. La campagne de représailles d&rsquo;Israël a fait au moins 63&rsquo;459 morts à Gaza, en majorité des civils, selon le ministère de la Santé du Hamas, dont les chiffres sont jugés fiables par l&rsquo;ONU.</p>



<p class="wp-block-paragraph"><strong>« Gaza n&rsquo;est pas à vendre », répond un membre du Hamas</strong></p>



<p class="wp-block-paragraph">« Gaza n&rsquo;est pas à vendre », a déclaré Bassem Naïm, membre du bureau politique du Hamas, sur les réseaux sociaux, en affirmant que le territoire est « une partie intégrante de la grande patrie palestinienne ». Il a souligné le « refus du Hamas et de notre peuple » de ce plan.</p>



<p class="wp-block-paragraph">« Le Hamas rejette tous ces plans qui déplacent notre peuple et maintiennent l&rsquo;occupant sur nos terres », a déclaré un autre responsable du Hamas sous couvert de l&rsquo;anonymat.</p>

<p class="wp-block-paragraph">Carl Skau, deputy director of the UN World Food Programme, said only a fraction of supplies needed have been able to enter the Strip &#8211; and nine out of 10 people cannot eat every day.</p>



<p class="wp-block-paragraph">Conditions in Gaza have made deliveries « almost impossible », Mr Skau said.</p>

<p class="wp-block-paragraph">Israel says it must continue air strikes on Gaza to eliminate Hamas and bring Israeli hostages home.</p>



<p class="wp-block-paragraph">Israel Defence Forces spokesman Lt Col Richard Hecht told the BBC on Saturday that « any death and pain to a civilian is painful, but we don&rsquo;t have an alternative ».</p>



<p class="wp-block-paragraph">« We are doing everything we can to get as much as possible inside the Gaza Strip, » he said.</p>



<p class="wp-block-paragraph">Herzi Halevi, chief of staff of the IDF, was filmed telling soldiers the army has to « press harder » because « we&rsquo;re seeing terrorists surrendering&#8230; a sign their network is collapsing ».</p>



<p class="wp-block-paragraph">Meanwhile, the Biden administration has used an emergency law to bypass Congress and authorise the sale of some 14,000 rounds of tank ammunition worth more than $106m (£85m) to Israel.</p>



<p class="wp-block-paragraph">Movement in and out of Gaza has been heavily restricted since 7 October, when Hamas fighters broke through Israel&rsquo;s heavily-guarded perimeter fence &#8211; killing 1,200 people and taking 240 hostages.</p>



<p class="wp-block-paragraph">In response, Israel closed its borders with Gaza and began launching air strikes on the territory, restricting aid deliveries which Gazans heavily relied on.</p>



<p class="wp-block-paragraph">The Hamas-run health ministry says Israel has killed more than 17,700 Gazans in its retaliatory campaign, including more than 7,000 children.</p>



<p class="wp-block-paragraph">Only the Rafah crossing bordering Egypt has been open, allowing limited quantities of aid to reach Gaza. This week Israel agreed to open the Kerem Shalom crossing from Israel into Gaza in the next few days &#8211; but only for the inspection of aid lorries. The trucks would then go to Rafah to cross into Gaza.</p>



<p class="wp-block-paragraph">Mr Skau said nothing had prepared him for the « fear, the chaos, and the despair » he and his WFP team encountered during their trip to Gaza this week.</p>



<p class="wp-block-paragraph">They witnessed « confusion at warehouses, distribution points with thousands of desperate hungry people, supermarkets with bare shelves, and overcrowded shelters with bursting bathrooms, » he said.</p>



<p class="wp-block-paragraph">International pressure and a temporary seven-day ceasefire last month had allowed some badly-needed aid to enter the Gaza Strip, but the WFP insists a second border crossing is now needed to meet demand.</p>



<p class="wp-block-paragraph">Nine out of 10 families in some areas are spending « a full day and night without any food at all », according to Mr Skau.</p>



<p class="wp-block-paragraph">People in Khan Younis in the south of Gaza, a city now surrounded on two fronts by Israeli tanks, say the situation there is dire.</p>



<p class="wp-block-paragraph">Dr Ahmed Moghrabi, head of the plastic surgery and burns unit in the city&rsquo;s only remaining health facility, Nasser hospital, fought back tears as he spoke to the BBC about the lack of food.</p>



<p class="wp-block-paragraph">« I have a daughter, three years old, always she ask me (for) some sweets, some apple, some fruits. I can&rsquo;t provide. I feel helpless, » he said.</p>



<p class="wp-block-paragraph">« There is not enough food, there is not enough food, only rice, only rice can you believe? We eat once, once a day, only. »</p>



<p class="wp-block-paragraph">Khan Younis has been the focus of heavy air strikes in recent days and the boss of Nasser hospital there said his team had « lost control » over the numbers of dead and wounded arriving at the facility.</p>



<p class="wp-block-paragraph">Israel says Hamas leaders are hiding in Khan Younis, possibly in an underground network of tunnels, and that it is fighting house to house and « shaft to shaft » to destroy the group&rsquo;s military capabilities.</p>



<p class="wp-block-paragraph">Speaking on Saturday, the Palestinian president, Mahmoud Abbas, accused the United States of being complicit in war crimes, after it vetoed a UN Security Council resolution calling for an immediate ceasefire in Gaza.</p>



<p class="wp-block-paragraph">Out of 15 of the Security Council members, 13 countries voted in favour of the resolution calling for a ceasefire. The UK abstained from the vote and the US was the only country to vote against the resolution.</p>



<p class="wp-block-paragraph">Mr Abbas, the leader of the Palestinian Authority, said he held Washington responsible for « the bloodshed of Palestinian children, women, and elderly in Gaza at the hands of [Israeli] occupation forces ».</p>



<p class="wp-block-paragraph">The US ambassador to the UN, Robert Wood, defended the veto, and said the resolution was calling for an « unsustainable ceasefire » which « would leave Hamas in place able to repeat what it did on October 7 ».</p>



<p class="wp-block-paragraph">Israel&rsquo;s Prime Minister, Benjamin Netanyahu, said on Saturday he appreciated the « correct stance » the US had taken at the security council.</p>



<p class="wp-block-paragraph">A seven-day temporary ceasefire ended just over a week ago. Under the truce, 78 hostages were released by Hamas in exchange for 180 Palestinian prisoners held in Israeli jails.</p>



<p class="wp-block-paragraph">There are still more than 100 hostages being held by Hamas in Gaza.</p>



<p class="wp-block-paragraph">On Saturday, it was confirmed that Israeli hostage Sahar Baruch, 25, had been killed, his kibbutz and a hostages&rsquo; group said in a statement.</p>



<p class="wp-block-paragraph">It comes after the armed wing of Hamas released a video on Friday which it said showed the bloody aftermath of a failed IDF operation to free an Israeli hostage.</p>

<p class="wp-block-paragraph">Chaque année, le continent africain, le plus impacté, a subi en moyenne 32,5 jours d&rsquo;exposition « importante » aux particules nocives dues aux incendies entre 2010 et 2019, contre une journée par an environ pour l&rsquo;Europe et 23,1 jours pour l&rsquo;Amérique du Sud, conclut&nbsp;<a href="https://www.nature.com/articles/s41586-023-06398-6" target="_blank" rel="noreferrer noopener">l&rsquo;étude&nbsp;</a>publiée mercredi.</p>



<p class="wp-block-paragraph">Ces niveaux de pollution sont classés « importants » quand ils dépassent les limites de l&rsquo;OMS pour l&rsquo;ozone ou les particules fines PM2,5 (inférieures à 2,5 micromètres de diamètre) et quand la moitié au moins de la pollution provient de feux de forêt, de broussailles, de prairies, qu&rsquo;ils soient planifiés ou incontrôlés et même favorisés par le réchauffement climatique.</p>



<p class="wp-block-paragraph">Tous ces types d&rsquo;incendies engendrent des fumées chargées de cendres et de particules nocives qui peuvent se déplacer sur des milliers de kilomètres, traverser les océans et compromettre la santé de populations extrêmement éloignées des flammes.</p>



<h3 class="wp-block-heading">Culture sur brûlis en cause</h3>



<p class="wp-block-paragraph">Pour évaluer les concentrations quotidiennes mondiales de particules PM2,5 et d&rsquo;ozone attribuables aux feux de végétation sur la période 2000-2019, les chercheurs se sont appuyés sur des techniques d&rsquo;intelligence artificielle et de modélisation informatique.</p>



<p class="wp-block-paragraph">Selon leurs conclusions, les pays les plus touchés par cette pollution sont l&rsquo;Angola, la République démocratique du Congo, la Zambie, le Congo-Brazzaville et le Gabon, dans une région du monde où se pratique aussi beaucoup la culture sur brûlis.</p>



<p class="wp-block-paragraph">Derrière l&rsquo;Afrique centrale, ce sont l&rsquo;Asie du Sud-Est, l&rsquo;Amérique du Sud et la Sibérie qui ont connu les plus hauts taux de pollution due aux incendies sur la période 2000-2019.</p>



<h3 class="wp-block-heading">Plus de deux milliards de personnes exposées</h3>



<p class="wp-block-paragraph">Au total, entre 2010 et 2019, 2,18 milliards de personnes ont été exposées au moins une journée à un épisode de « pollution élevée » causé par les feux, soit 7% de plus que sur la décennie précédente, selon l&rsquo;étude.</p>



<p class="wp-block-paragraph">Dans les pays pauvres, cette pollution était ainsi environ quatre fois plus élevée que dans les pays riches sur la période, affirment les scientifiques. De nombreuses villes de pays riches ont cependant un air très pollué, au-dessus des normes de l&rsquo;OMS, la cause principale étant cette fois le trafic routier, le chauffage et les usines, des causes non étudiées dans cet article.</p>
