<h2 class="wp-block-heading">Stakes high for US vs Wales opener</h2>



<p class="wp-block-paragraph">The United States and Wales will head into a high-stakes World Cup clash on Monday that could decide one of Group B’s two qualifiers.</p>



<p class="wp-block-paragraph">The two teams have played each other only twice, both in friendlies. The match will take place at the Ahmad Bin Ali Stadium at 22:00 local time (19:00 GMT).</p>



<p class="wp-block-paragraph">Wales are playing in the World Cup finals for the first time in 64 years, while the US return after failing to qualify for the 2018 edition.</p>

<h2 class="wp-block-heading">Can an African team reach the World Cup 2022 semi-finals?</h2>



<p class="wp-block-paragraph">There has been an unmistakable glass ceiling over Africa at football World Cups.</p>



<p class="wp-block-paragraph">In reaching the quarter-finals in the 1990 World Cup, Cameroon set a benchmark that has not been bettered yet.</p>



<p class="wp-block-paragraph">Senegal and Ghana also reached the last eight, in 2002 and 2010 respectively, but the continent’s tale of the tape on the global stage has been one of relative underachievement.</p>

<p class="has-medium-font-size wp-block-paragraph">Le ministre du Travail du Qatar, Ali bin Samikh Al Marri <a href="https://www.france24.com/fr/sports/20221102-mondial-2022-le-qatar-rejette-la-cr%C3%A9ation-d-un-fond-pour-indemniser-les-ouvriers-de-ses-chantiers" target="_blank" rel="noreferrer noopener">a rejeté</a> aujourd’hui la création d’un fonds d’indemnisation pour les travailleurs migrants blessés ou tués.</p>



<p class="wp-block-paragraph">Par ce refus, Al Marri fait fi des critiques de plus en plus nombreuses qui mettent en cause le bilan du Qatar en matière de droit du travail et appuient les travailleurs migrants qui ont subi des abus alors qu’ils bâtissaient l’infrastructure qui permettra d’accueillir la Coupe du monde de football. Le ministre a préféré mettre l’accent sur les récentes réformes du travail entreprises par son pays et a exprimé ses doutes sur la faisabilité d’un tel fonds d’indemnisation.</p>



<p class="wp-block-paragraph">Si le Qatar a bien mis en place des réformes sensibles, les recherches de Human Rights Watch montrent qu’elles ont été tardives, de portée limitée ou peu appliquées : de nombreux ouvriers qui ont pris part aux travaux de construction des infrastructures de la Coupe du monde n’en ont pas bénéficié.</p>



<p class="wp-block-paragraph">De même, les autorités qataries, tout comme les pays d’origine des ouvriers disposent bien de données et d’informations relatives aux traitements subis par les travailleurs migrants, y compris sur leur éventuel décès. Un fonds d’indemnisation permettrait de renforcer les régimes actuels de réparation et de toucher davantage d’ouvriers, y compris ceux qui cherchent à se faire verser les salaires qui leur ont été volés. Il bénéficierait également aux familles des ouvriers qui sont morts dans des circonstances que les autorités qataries n’ont pas cherché à élucider, ce qui les aiderait à subvenir à leurs besoins et à scolariser leurs enfants.</p>



<p class="wp-block-paragraph">Quelle que soit la réponse du Qatar, il incombe à la Fédération internationale de football, la FIFA, d’agir, elle en a les moyens.</p>



<p class="wp-block-paragraph">À l’audience du Conseil de l’Europe consacrée au droit du travail au Qatar, qui s’est tenue le 13&nbsp;octobre dernier, le secrétaire général adjoint Alasdair Bell&nbsp;<a href="https://apnews.com/article/soccer-sports-business-migration-middle-east-95537abed461b61018003d812156e09b" target="_blank" rel="noreferrer noopener">a déclaré</a>&nbsp;que la FIFA était « <em>ouverte à la mise en place d’un dédommagement</em> ».</p>



<p class="wp-block-paragraph">Le groupe de travail de l’Union européenne des associations de football (UEFA) sur les droits des travailleurs au Qatar a rencontré la FIFA et l’a invitée à répondre aux appels à indemniser les travailleurs migrants avant la fin du mois d’octobre. En juin, la FIFA&nbsp;<a href="https://www.uefa.com/insideuefa/news/0276-1581118497d3-9d582f9c5e94-1000--uefa-working-group-returns-to-qatar-five-months-ahead-of-the-fi/" target="_blank" rel="noreferrer noopener">avait déjà déclaré</a>&nbsp;à l’UEFA « <em>réfléchir à des mécanismes de réparation</em> » en vue de lui répondre sous quelques semaines.</p>



<p class="wp-block-paragraph">Ces appels à dédommager les travailleurs migrants qui ont subi des violations de leurs droits alors qu’ils faisaient sortir de terre les infrastructures de la Coupe du monde sont sans précédent : même les fédérations de football, les sponsors, les dirigeants politiques, les joueurs et les supporters y joignent leurs voix. Des travailleurs migrants ont bravé les risques de représailles pour faire connaître les injustices dont ils ont été victimes.</p>



<p class="wp-block-paragraph">La FIFA a depuis longtemps abondé à des fonds spéciaux pour soutenir des projets faisant suite à la tenue de la Coupe du monde. Elle a par exemple alloué au moins 260&nbsp;millions de dollars étasuniens à d’anciens hôtes de la Coupe du monde comme l’Afrique du Sud (100&nbsp;millions de dollars), le Brésil (100&nbsp;millions de dollars) et la Russie (60&nbsp;millions de dollars).</p>



<p class="wp-block-paragraph">Alors que le lancement de la Coupe du monde approche, la FIFA devrait s’engager dès à présent à indemniser chacun des ouvriers qui a souffert pour que cette compétition ait lieu.</p>

<p class="has-white-color has-vivid-green-cyan-background-color has-text-color has-background has-medium-font-size wp-block-paragraph">Former Fifa president Sepp Blatter says the decision to award the 2022 World Cup to Qatar was a « mistake ».</p>



<p class="wp-block-paragraph">Blatter, 86, was president of world football&rsquo;s governing body when Qatar was awarded the tournament in 2010.</p>



<p class="wp-block-paragraph">The Gulf state has been criticised for its stance on same-sex relationships, human rights record and treatment of migrant workers.</p>



<p class="wp-block-paragraph">Blatter said he was « right » to have said at the time that the tournament « should not go » to Qatar for 2022.</p>



<p class="wp-block-paragraph">The Swiss was speaking on upcoming BBC Radio 5 Live podcast series Power Play &#8211; The House of Sepp Blatter about the decision to award Qatar the World Cup.</p>



<p class="wp-block-paragraph">In an interview with Swiss newspaper <a href="https://www.tagesanzeiger.ch/katar-ist-ein-irrtum-die-wahl-war-schlecht-352210690053" target="_blank" rel="noreferrer noopener">Tages Anzeiger,</a> Blatter added Qatar is « too small of a country » to host the tournament and that « football and the World Cup are too big for it ».</p>



<p class="wp-block-paragraph">The Qatar World Cup, the first to be hosted in the Middle East in the tournament&rsquo;s 92-year-history and the first during the Northern Hemisphere winter, takes place from 20 November to 18 December.</p>



<p class="wp-block-paragraph">Fifa&rsquo;s executive committee voted 14-8 for Qatar to host the tournament ahead of the United States 12 years ago, at the same time Russia was awarded the 2018 event.</p>



<p class="wp-block-paragraph">Blatter says he voted for the United States and blames then-Uefa president Michel Platini for swinging the vote in Qatar&rsquo;s favour.</p>



<p class="wp-block-paragraph">« It was a bad choice and I was responsible for that as president at the time, » he said.</p>



<p class="wp-block-paragraph">« Thanks to the four votes of Platini and his [Uefa] team, the World Cup went to Qatar rather than the United States. It&rsquo;s the truth. »</p>



<p class="wp-block-paragraph">Blatter also said Fifa had adjusted the criteria used to select host countries in 2012 after concerns were raised about the treatment of migrant workers building World Cup stadiums in Qatar.</p>



<p class="wp-block-paragraph">« Since then, social considerations and human rights are taken into account, » he added.</p>

<p class="wp-block-paragraph">Blatter spent 17 years as Fifa president but was forced to step down in 2015 over allegations he unlawfully arranged a transfer of two million Swiss francs ($2.19m; £1.6m) to Platini, who was also forced to resign from his position at Fifa.</p>



<p class="wp-block-paragraph">He was originally banned from football by Fifa for eight years, later reduced to six, over the Platini payment. In March 2021 he then received an additional ban until 2028 for « various violations » of Fifa&rsquo;s code of ethics.</p>



<p class="wp-block-paragraph">Blatter and Platini were charged with fraud last November but were found not guilty at a trial in Switzerland in July.</p>



<p class="wp-block-paragraph">The decision to award the 2018 and 2022 World Cups to Russia and Qatar respectively has been dogged by accusations of widespread corruption, with two investigations launched by Swiss prosecutors and the US Department of Justice in 2015.</p>



<p class="wp-block-paragraph">Qatar and Russia have always denied any wrongdoing, and both were effectively cleared by Fifa&rsquo;s own investigation in 2017.</p>



<p class="wp-block-paragraph">Fifa <a href="https://www.bbc.co.uk/sport/football/63506951" target="_blank" rel="noreferrer noopener">recently wrote to competing nations</a> asking them to « now focus on the football » instead of the competition&rsquo;s controversial build-up.</p>



<p class="wp-block-paragraph">The Fifa letter was criticised by Human Rights Watch, Amnesty International and LGBTQ+ campaigners in England and Wales, while 10 European football associations &#8211; including those of England and Wales &#8211; said « human rights are universal and apply everywhere ».</p>



<p class="wp-block-paragraph">There is concern about how LGBTQ+ people are treated in Qatar, where same-sex relationships and the promotion of same-sex relationships are criminalised, with punishments ranging from fines to the death sentence.</p>



<p class="wp-block-paragraph">Amnesty International says that since 2010, <a href="https://www.amnesty.org/en/documents/mde22/4966/2021/en/" target="_blank" rel="noreferrer noopener">hundreds of thousands of migrant workers</a> have faced human rights abuses while employed to build wider infrastructure necessary to host the tournament.</p>



<p class="wp-block-paragraph">Peaceful protests have been planned by some players, while England&rsquo;s Harry Kane and nine other captains of European teams will be wearing &lsquo;One Love&rsquo; armbands. to promote diversity and inclusion.</p>



<p class="wp-block-paragraph">Denmark will wear « toned-down » shirts to protest against Qatar, with kit provider Hummel saying it « does not wish to be visible » in a tournament it claims « has cost thousands of lives », while Australia&rsquo;s squad have released a video urging Qatar to abolish its laws on same-sex relationships.</p>
