<p>French Prime Minister François Bayrou has lost a confidence vote of MPs, ending his nine months in office during a period of chaos in the country&rsquo;s parliament, the National Assembly.</p>

<p>Bayrou, 74, was the fourth prime minister in two years under President Emmanuel Macron, whose second term is office has been overshadowed by political instability.</p>



<p>The outgoing PM&rsquo;s minority government called for €44bn (£38bn) of budget cuts to tackle France&rsquo;s mounting public debt. It has now effectively collapsed.</p>



<p>The BBC looks at what led to his removal by MPsand what could happen next.</p>



<p>Ahead of the no-confidence vote, Bayrou spoke on Monday afternoon in the National Assembly, France’s lower house of Parliament, where he told lawmakers that the economy faced serious risks because of its deep indebtedness. He then fielded questions from parliamentarians, before the vote took place.</p>



<p class="has-medium-font-size"><strong>Here’s what you need to know:</strong></p>

<h2 class="wp-block-heading" id="what-could-happen-next">What could happen next?</h2>



<p>For several weeks, lawmakers had made it clear they would vote against Bayrou’s state-slashing budget. Opposition parties from the far left to the far right hold 330 seats in the 577-seat National Assembly – so Monday’s ouster was widely expected.</p>



<p>After Monday’s vote, Bayrou’s government has collapsed. However, he will stay in office until President Emmanuel Macron decides what to do next. Unfortunately for the president, France lacks a consensus figure to replace Bayrou.</p>



<p>Macron is faced with uniquely hard choices – appoint another prime minister in the hope that he or she can pass an unpopular budget, call new elections to try to re-establish a parliamentary majority, or stand down himself, something he has refused to do before his term ends in 2027.</p>



<p>With the arithmetic in Parliament unchanged, picking a new premier risks simply repeating the events from last year when Bayrou succeeded Michel Barnier.</p>



<p>A fiscal conservative, Macron is unlikely to appoint a premier who advocates for higher state spending. But after the government recently tried to cut deals on the right of the political spectrum, some wonder if Macron might try something new.</p>



<p>According to Stefano Palombarini,&nbsp;assistant professor of economics at the University of Paris VIII, “the two previous appointments, Barnier and Bayrou, both failed. He [Macron] lost a lot of credibility in that process, and if he tries a similarly centrist approach, he’d lose even more.”</p>



<p>Palombarini told Al Jazeera that “in this context, it would make the scenario of a relative opening towards the left possible. Some Macronist, Socialist and Green politicians say they’re ready for compromises to form a government that lasts until 2027.”</p>



<h2 class="wp-block-heading" id="does-this-mean-there-is-a-clear-political-path">Does this mean there is a clear political path?</h2>



<p>Not really.</p>



<p>According to an opinion poll this month for Le Figaro Magazine by the Verian Group, just 15 percent of the electorate has confidence in Macron, down 6 percentage points since July. However, the president has consistently ruled out resigning from office.</p>



<p>Separate surveys by Ifop, Elabe and Toluna Harris Interactive indicated that 56 to 69 percent of French people want snap parliamentary elections, indicating growing dissatisfaction with current party politics in a country run by minority cabinets since 2022.</p>



<p>For Palombarini, “there’s general political malaise [in France] and also dissatisfaction specifically with Macron. So overall, opinion polls are actually quite stable.” Indeed, the latest polls show no material change in voting intentions over the past year.</p>



<p>This means there is no certainty that a new prime minister would be safe from a similar fate as Bayrou.</p>



<h2 class="wp-block-heading" id="what-are-the-origins-of-this-crisis">What are the origins of this crisis?</h2>



<p>At the heart of France’s political paralysis is Macron’s risky decision to call snap parliamentary elections last year. That came after he was re-elected in 2022.</p>



<p>Macron’s gamble in June 2024 was an effort to shore up support for the political centre. But French voters edged towards the extremes, leaving Macron with a weakened minority government and limiting his ability to pass legislation.</p>



<p>The vote resulted in a hung Parliament split between three groups. A left alliance won the most seats, but fell far short of a majority. The far-right National Rally won the most votes, but also doesn’t have a majority. Macron’s centrist coalition lost seats, but still forms a significant third bloc.</p>



<p>This parliamentary shake-up has made France hard to govern. Divisions have shown up most clearly around spending.</p>



<h2 class="wp-block-heading" id="how-does-the-budget-fit-into-it">How does the budget fit into it?</h2>



<p>The immediate reason for Bayrou’s fall is his budget proposal for next year. His unpopular 44-billion-euro ($51bn) deficit-reduction plan, including freezing most welfare spending and scrapping two public holidays, has been widely rejected by parliamentarians.</p>



<p>On August 25, Jordan Bardella, head of the National Rally, said his party would “never vote in favour of a government whose decisions are making the French suffer”. Bayrou in effect has announced “the end of his government”, Bardella said.</p>



<p>The French budget deficit is now nearly 169 billion euros ($198bn), or 5.8 percent of its gross domestic product (GDP), well above the 3 percent limit set by the European Union for countries using the euro.</p>



<p>Bayrou is trying to lower the government’s borrowing to 4.6 percent of gross domestic product (GDP) in 2026 and to 2.8 percent by 2029. In turn, that would lower the overall debt-to-GDP ratio to 117.2 percent in 2029, compared with 125.3 percent if no changes are made.</p>



<p>Bayrou recently said young people will be saddled with years of debt payments “for the sake of the comfort of boomers” if France fails to tackle its fiscal pressures. Born in 1951, Bayrou himself qualifies as a baby boomer, the generation born in the years soon after World War II.</p>



<p>But any attempt to curtail social benefits is politically difficult in France, as made clear by conflicts in 2023 over Macron’s decision to raise the retirement age to 64 from 62.</p>



<p>Still, investors worry that France’s persistent deficits will cause ever higher debt ratios and undermine its credit score.</p>



<h2 class="wp-block-heading" id="is-more-gridlock-expected">Is more gridlock expected?</h2>



<p>A series of street demonstrations known as “Block Everything” is expected this week, followed by union-led hospital and rail strikes in the second half of September.</p>



<p>In 2018 and 2023, France witnessed what became known as the “gilets jaunes”, or&nbsp;<a href="https://www.aljazeera.com/news/2018/12/4/the-yellow-vest-movement-explained">yellow vest</a>. anti-government protests against various domestic policies overseen by Macron, who will want to avoid a repeat this time, analysts said.</p>



<p>“Macron’s policies since 2017 have been very unpopular. If there were legislative elections tomorrow, a Macronist government would not get elected,” Palombarini said.</p>



<p>But with the president rejecting the idea that he might resign early, “he is likely to continue to enjoy power of the office for a few more years”, Palombarini added.</p>



<p>Beyond that there are also voices – from the far left this time – calling for Macron&rsquo;s resignation. That is most unlikely to happen.</p>

<h2 class="wp-block-heading">Who could replace Bayrou?</h2>



<p>Pressure will be on Macron to name a successor from the left. The last two prime ministers were from the right and centre, and a left alliance came out numerically top in the 2024 election.</p>



<p><strong>Olivier Faure</strong>, the leader of the Socialist Party, would be one possibility. The 57-year-old has a group of 66 deputies in the National Assembly.</p>



<p>Two other possibilities from the left are&nbsp;<strong>former PM Bernard Cazeneuve</strong>, and the veteran&nbsp;<strong>ex-minister Pierre Moscovici</strong>, currently head of the Cour des Comptes, the official accounting office.</p>



<p>If Macron decides to stick with the centre and right, his first choice would probably be&nbsp;<strong>Sebastien Lecornu, 39</strong>, the current defence minister who is a member of Macron&rsquo;s Renaissance party and said to be close to the president.</p>



<p>Another conservative whose name has been mentioned is the current minister of labour and health,&nbsp;<strong>Catherine Vautrin</strong>.</p>



<p>Two other possibilities from inside government are&nbsp;<strong>Interior Minister Bruno Retailleau</strong>, who now leads the Republicans, and&nbsp;<strong>Justice Minister Gérald Darmanin</strong>.</p>



<p>But with all eyes on the 2027 presidential election, would these heavyweights want the electoral kiss-of-death which is to be Macron&rsquo;s next PM?</p>

<p>Le président a à nouveau abordé le sujet lors de la conférence de presse de clôture du 19e sommet de la Francophonie, samedi à Paris,&nbsp;<em>“dans une référence apparente aux États-Unis, de loin le plus grand fournisseur d’armes d’Israël”</em>,&nbsp;<a class="" target="_blank" href="https://www.washingtonpost.com/world/2024/10/05/israel-iran-lebanon-hezbollah-war-news-gaza/#link-HBCRKFVSRNHUPETYTXOMYHOUAM" rel="noreferrer noopener">note le&nbsp;<strong>Washington Post</strong>.</a></p>



<p>“<em>Si on appelle&nbsp;à un&nbsp;cessez-le-feu, la cohérence&nbsp;c’est de ne pas fournir les armes de la guerre. Et je pense que ceux qui (les) fournissent ne peuvent pas chaque jour appeler à nos côtés au cessez-le-feu et continuer de les approvisionner”,&nbsp;</em>a-t-il estimé.</p>



<h2 class="wp-block-heading">Propos “excessifs” de Nétanyahou</h2>



<p>Ces déclarations ont&nbsp;<em>“irrité”</em>&nbsp;le Premier ministre israélien Benyamin Nétanyahou,&nbsp;<em>“qui a en substance dit à Macron&nbsp;‘Honte à vous’ et laissé entendre à toutes les autres puissances occidentales”</em>&nbsp;que de tels propos étaient&nbsp;<em>“absolument inacceptables”</em>,&nbsp;<a class="" target="_blank" href="https://www.aljazeera.com/news/liveblog/2024/10/6/live-israel-carries-out-very-violent-bombing-campaign-on-beirut" rel="noreferrer noopener">relève&nbsp;<strong>Al-Jazeera</strong>.</a></p>



<p><em>“Alors qu’Israël combat les forces de la barbarie dirigées par l’Iran, tous les pays civilisés devraient se tenir fermement aux côtés”&nbsp;</em>de l’État hébreu, a déclaré M. Nétanyahou dans un message vidéo.&nbsp;<em>“Pourtant, le président Macron et d’autres dirigeants occidentaux appellent maintenant à des embargos sur les armes contre Israël. Ils devraient avoir honte”.</em></p>

<p>Les autorités britanniques ont souligné&nbsp;<em>“qu’il ne s’agissait pas d’un embargo sur les armes contre Israël”</em>, précise le quotidien, mais que le pays&nbsp;<em>“cesserait de livrer environ trente types d’armes en raison de préoccupations concernant les victimes civiles à Gaza”</em>.</p>

Interpellé sur un possible retour au septennat en France, le chef de l’État a qualifié de <em>“funeste connerie”</em> la limitation du nombre de mandats présidentiels, selon les participants à la rencontre. À Bruxelles, <a class="" href="https://www.politico.eu/article/emmanuel-macron-two-term-limit-france-presidency-bullshit/" target="_blank" rel="noreferrer noopener"><strong>Politico</strong> constate sans détour que</a> par cette disposition constitutionnelle, c’est d’abord le même Macron qui se trouve empêché de pouvoir se représenter en 2027.</p>

<p>Plus au sud, du côté de la presse africaine, où le sujet est d’une actualité brûlante, l’idée a provoqué quelque amusement. <a class="" href="https://ledjely.com/2023/08/31/france-emmanuel-macron-critique-la-limitation-des-mandats/" target="_blank" rel="noreferrer noopener">Comme au sein de la rédaction du<strong> Djely</strong></a><strong>,</strong> à Conakry, où l’on peine à croire à la véracité de l’information. Si elle était confirmée, écrit le site guinéen, la phrase provoquerait <em>“forcément des réactions en Afrique, en pleine tourmente liée à la succession des coups d’État militaires”.</em></p>



<p class="has-white-color has-black-background-color has-text-color has-background">“Tenir de tels propos, alors que ce même mercredi avait lieu un coup d’État au Gabon, en partie justifié par le troisième mandat d’Ali Bongo, cela paraîtrait quelque peu anachronique de la part du numéro un français.”</p>



<p>L’opposition du même Macron au troisième mandat d’Alpha Condé en Guinée <em>“serait encore plus incompréhensible rétroactivement”, </em>estime<em> Le Djely.</em> L’ancien président a été renversé par un coup d’État militaire mené par Mamady Doumbouya en septembre 2021.</p>



<p>La sortie du 30 août n’est nullement la première à ce sujet, rappelle <em>Politico</em>. En juin dernier, c’est le président de l’Assemblée nationale, Richard Ferrand, qui se laissait aller à une réflexion similaire, provoquant des critiques de la gauche comme de la droite, certains ayant même évoqué une dérive autoritaire du camp présidentiel.</p>

<p style="font-size:17px"><strong>Alors que  plusieurs manifestations ont récemment été interdites après l’homicide illégal de Nahel M., 17 ans, tué par balle par un policier, Amnesty International appelle les autorités françaises à réformer totalement le cadre réglementant l’usage des armes à feu et de la force meurtrière par les responsables de l’application des lois, à mettre un terme à l’attitude dangereuse de déni des autorités concernant les effets du racisme systémique dans le maintien de l’ordre et à respecter la liberté de réunion pacifique.</strong></p>



<p>L’organisation a lancé cet appel dans une déclaration rendue publique jeudi 13 juillet 2023. Amnesty International demande depuis longtemps la création d’un organe indépendant chargé d’enquêter sur les plaintes contre des membres des forces de l’ordre.</p>



<p>«&nbsp;Le tir mortel d’un policier sur Nahel&nbsp;M. –&nbsp;le plus récent d’une longue série d’homicides illégaux commis par la police lors de contrôles routiers&nbsp;– souligne l’urgence d’une refonte totale des règles françaises régissant l’utilisation des armes à feu par les responsables de l’application des lois, qui sont dangereusement imprécises et permissives&nbsp;», a déclaré Nils Muižnieks, directeur régional Europe d’Amnesty International.</p>



<p>« Les règles actuelles, qui ne sont conformes ni au droit international ni aux normes internationales, associées à l’absence constatée de longue date de mesures visant à mettre un terme au profilage ethnique et au racisme systémique et à garantir l’obligation de rendre des comptes pour les agent·e·s des forces de l’ordre qui ont recours à une force non nécessaire ou excessive, ont créé un climat d’impunité et de peur. »</p>



<p class="has-white-color has-black-background-color has-text-color has-background">La mort de Nahel M. souligne la nécessité de réformer les règles d’utilisation des armes à feu par la police et de mettre un terme au racisme systémique dans le maintien de l’ordre  </p>



<p>Les homicides commis par la police française contre des personnes au volant ou passagères d’un véhicule sont depuis longtemps une préoccupation relative aux droits humains. Des modifications du Code de la sécurité intérieure ont ajouté aux règles existantes sur l’usage des armes à feu dans un certain nombre de circonstances les notions d’«&nbsp;absolue nécessité&nbsp;» et de «&nbsp;stricte proportionnalité&nbsp;». Cela signifie que les responsables de l’application des lois ne doivent pas utiliser d’armes à feu s’ils ont la possibilité d’atteindre leur objectif légitime par d’autres moyens moins dangereux et que, quand ils font usage de leurs armes, ils ne doivent pas causer plus de dégâts que ceux qu’ils entendent empêcher en agissant ainsi. Cependant, ces règles ne limitent pas l’utilisation des armes à feu aux seuls cas où il existe un risque imminent de mort ou de blessure grave, et ne sont donc pas conformes au droit international relatif aux droits humains ni aux normes en la matière.</p>



<p>Depuis 2017, le nombre de cas de recours à la force meurtrière par des policiers à la suite d’un « refus d’obtempérer », c’est-à-dire un refus d’obéir à une injonction de la police d’arrêter le véhicule (généralement pour un contrôle d’identité ou en raison d’une petite infraction au Code de la route) a été multiplié par cinq. Les données du ministère de l’Intérieur montrent bien que le nombre d’utilisations d’armes à feu contre des personnes se trouvant dans des véhicules en mouvement <a href="https://www.interieur.gouv.fr/Publications/Rapports-de-l-IGPN/Rapport-annuel-d-activite-de-l-IGPN-2020" target="_blank" rel="noreferrer noopener">a fortement augmenté depuis 2017</a>. Or, le simple fait qu’une personne résiste à une arrestation ou tente de s’enfuir, sans mettre en danger la vie de quiconque, n’est pas une raison suffisante pour justifier l’utilisation d’une arme à feu.</p>



<p>«&nbsp;Trop de gens –&nbsp;en particulier des hommes noirs ou arabes&nbsp;– ont été tués par balle par la police française dans de telles circonstances. La population est légitimement en colère et la question “Combien de Nahel n’ont pas été filmés&nbsp;?” ne peut rester en suspens&nbsp;», a déclaré Nils Muižnieks.</p>



<p>«&nbsp;Les autorités doivent non seulement rendre justice à Nahel et réformer les règles d’utilisation des armes à feu par la police, mais aussi prendre de véritables mesures pour combattre le racisme systémique dans le maintien de l’ordre en France.&nbsp;»</p>



<p><strong>Complément d’information</strong></p>



<p>Le principe&nbsp;9 des Principes de base des Nations unies sur le recours à la force et l’utilisation des armes à feu par les responsables de l’application des lois dispose&nbsp;: «&nbsp;Les responsables de l’application des lois ne doivent pas faire usage d’armes à feu contre des personnes, sauf en cas de légitime défense ou pour défendre des tiers contre une menace imminente de mort ou de blessure grave […] ils ne recourront intentionnellement à l’usage meurtrier d’armes à feu que si cela est absolument inévitable pour protéger des vies humaines.&nbsp;»</p>



<p>Dans une déclaration en date du 7&nbsp;juillet 2023, le Comité pour l’élimination de la discrimination raciale [ONU] s’est dit «&nbsp;profondément préoccupé par la pratique persistante du profilage racial combinée à l’usage excessif de la force dans l’application de la loi, en particulier par la police, contre les membres de groupes minoritaires, notamment les personnes d’origine africaine et arabe, qui se traduit fréquemment par des meurtres récurrents, de façon disproportionnée, dans une quasi-impunité&nbsp;».</p>



<p>Les autorités françaises ont <a href="https://www.diplomatie.gouv.fr/fr/politique-etrangere-de-la-france/la-france-et-les-nations-unies/evenements-et-actualites-lies-aux-nations-unies/article/declaration-du-comite-pour-l-elimination-de-la-discrimination-raciale-08-07-23" target="_blank" rel="noreferrer noopener">répondu</a> en réaffirmant que « toute accusation de racisme ou de discrimination systémique par les forces de l’ordre en France est infondée ».</p>



<p>Amnesty International France fait partie d’une coalition de groupes de défense des droits humains qui a engagé en 2021 une <a href="https://www.amnesty.org/fr/latest/press-release/2021/07/france-class-action-lawsuit-against-ethnic-profiling-filed-over-systemic-racial-discrimination" target="_blank" rel="noreferrer noopener">action de groupe</a> contre l’inaction de l’État français face au profilage ethnique et à la discrimination raciale systémique. <p>The killing of 17-year-old Nahel M. during a police traffic stop this week was a depressingly familiar addition to France’s list of police brutality cases. But when the UN called on the government to address racial discrimination in its police force, the official reaction was just as familiar and depressing for France’s minorities.</p>

<p>The family of Nahel M, a 17-year-old of Algerian and Moroccan descent who was shot by a police officer during a traffic stop on Tuesday, held a private funeral at a mosque in Nanterre, a Paris suburb.</p>



<p>We are concerned by the killing of a 17-year-old of North African descent by police in France,” UN human rights office spokeswoman Ravina Shamdasani told a press briefing in Geneva.</p>



<p>« This is a moment for the country to seriously address the deep issues of racism and discrimination in law enforcement, » she added.</p>



<p>Shamdasani’s comments echoed innumerable statements released over the past few years by international rights groups, such as <a href="https://www.amnesty.org/en/latest/press-release/2021/07/france-class-action-lawsuit-against-ethnic-profiling-filed-over-systemic-racial-discrimination/" target="_blank" rel="noreferrer noopener">Amnesty International</a> and <a href="https://www.hrw.org/report/2012/01/26/root-humiliation/abusive-identity-checks-france" target="_blank" rel="noreferrer noopener">Human Rights Watch</a>, calling on the French state to address “<a href="https://www.amnesty.org/en/latest/news/2021/01/france-systemic-police-discrimination-requires-reforms/" target="_blank" rel="noreferrer noopener">systematic discrimination</a>” particularly “the use of ethnic profiling” during identity checks.</p>



<p>If the UN human rights office believed the police killing of the teenager of Algerian descent, named Nahel M., could be the “moment” for an official French reckoning, it proved to be mistaken.</p>



<p>Shortly after the press conference in Geneva, the French foreign ministry released a statement rejecting the UN’s accusation of racism among its police.&nbsp;« Any accusation of racism or systemic discrimination in the police force in France is totally unfounded, » the foreign ministry said.</p>



<p>Race is a thorny issue in France, a nation that has become multi-ethnic since World War II and the subsequent decolonisation of several African and Asian countries.</p>



<p>The atrocities committed during World War II – including the complicity of the Vichy regime in deporting French Jews to Nazi concentration camps – continue to haunt the issue of ethnic and racial identity in France. The post-war state that emerged from the ashes of World War II is officially colour blind, grants equality to all its citizens, and tends to address social inequalities using class or geographic criteria.</p>



<p>But in the geographic neighbourhoods that experience the worst of police brutality and discrimination, that argument fails to persuade ethnically diverse residents.</p>



<p>Violent clashes continued on Friday night, despite the deployment of some 45,000 police officers backed by light armoured vehicles, and a similar number of police will again be on the street on Saturday night, according to the interior ministry.</p>



<p>The ministry said on Twitter that 1,311 people had been arrested overnight, compared with 875 the previous night, although it added the violence was “lower in intensity”.</p>



<p>Justice Minister Eric Dupont-Moretti said 30 percent of detainees were under 18.</p>



<p>Looting and rioting took place in the cities of Lyon, Marseille and Grenoble with bands of youths pillaging shops, setting fires and pelting officers with projectiles.</p>



<p>Finance minister Bruno Le Maire said more than 700 shops supermarkets, restaurants and bank branches had been “ransacked, looted and sometimes even burnt to the ground since Tuesday”.</p>



<p>Rioters in Marseille, France’s second-largest city, looted a gun store and stole hunting rifles but no ammunition, police said.</p>



<p>Marseille’s Mayor Benoit Payan called on the government to send extra troops to tackle “pillaging and violence” after three police officers were slightly wounded on Saturday.</p>



<p>Events including two concerts at the Stade de France on the outskirts of Paris were cancelled, while LVMH-owned fashion house Celine cancelled its 2024 menswear show on Sunday, according to Women’s Wear Daily.</p>



<p>Tour de France organisers said they were ready to adapt to any situation when the cycle race enters the country on Monday from Spain.</p>



<p>Violence also erupted in some French overseas territories, where a 54-year-old died late Thursday&nbsp;after being hit by a stray bullet in French Guiana.</p>



<p>On the small Indian Ocean island of Reunion, protesters set rubbish bins ablaze, threw projectiles at police, and damaged cars and buildings, officials said. Some 150 police officers were deployed there on Friday night.</p>

<p>Premier et unique président de la V<sup>e</sup> République à ne pas se présenter à sa réélection, <em>“il aura été, en effet, comme un dirigeant qui aurait accédé au pouvoir par hasard”,</em> écrit le <em>Financial Times.</em> François Hollande a certes connu depuis quelques réhabilitations. Sur son attitude vis-à-vis de la Russie de Vladimir Poutine, par exemple, à laquelle il avait refusé de livrer des porte-hélicoptères après l’invasion de la Crimée, en 2014.</p>



<h2 class="wp-block-heading">Une crise dangereuse</h2>



<p>Mais l’entretien accordé au quotidien britannique se concentre autant sur son passé de chef de l’État que sur le présent et l’avenir du pays. <em>“La France, </em>commente-t-il<em>, traverse une crise dangereuse.”</em> Après des mois de mobilisation contre une réforme des retraites finalement adoptée au 49.3, avec une Assemblée nationale sans majorité, le ras-le-bol pourrait-il pousser Marine Le Pen vers l’Élysée ? <em>“C’est une analyse paresseuse”, </em>estime Hollande<em>. </em>L’ancien locataire de l’Élysée n’écarte pas cette possibilité, mais il semble aussi croire encore possible un retour du traditionnel clivage entre la droite et la gauche. <em>“Hollande estime que le macronisme est à bout de souffle.” </em>Et il n’épargne pas son créateur, qui lui a succédé à l’Élysée.<a href="https://www.courrierinternational.com/article/vu-de-suisse-apres-les-retraites-que-restera-t-il-du-macronisme"></a></p>

<p>Gerald Darmanin said such a large number of police wounded was extremely rare, adding that 291 people had been arrested during the unrest.</p>



<p>Hundreds of thousands have been taking part in May Day demonstrations against President Emmanuel Macron&rsquo;s reforms.</p>

<p>Des étudiants français installés dans le pays comptent parmi ceux qui ont mis sur pied ces actions. Ils font partie de collectifs d&rsquo;activistes écologistes, libertaires ou anticapitalistes. Certains sont membres du groupe écologiste Extinction Rebellion. Ces derniers ont bénéficié de l&rsquo;appui de collectifs locaux, dont le groupe « Coalition autonome d&rsquo;Amsterdam ». Le jeune homme qui a réussi à traverser mercredi matin le dispositif de sécurité avant d&rsquo;être maîtrisé par la police est d&rsquo;ailleurs néerlandais, selon la police locale. Il a été arrêté pour « trouble à l&rsquo;ordre public et menace », tout comme une autre manifestante.</p>

<p style="font-size:17px">Are old recipes the only way forward for Lebanon? This is what French President Emmanuel Macron and his Middle East team at the Palais de l’Elysee believe. It is mainly why they chose to endorse and support Sleiman Frangieh as the next president of Lebanon. Frangieh is also the candidate chosen by Hezbollah. The presidency vacancy is now entering its sixth month. And so has the paralysis of the country’s institutional processes, whatever that really means in Lebanon.</p>



<p>The objective for Macron is to be able to bring about a solution that would also be interpreted as a diplomatic win for French foreign policy. Indeed, Paris has put its promise and weight behind finding a solution to Lebanon’s problems and to supporting its people. Unfortunately, Lebanese or Levant politics have a habit of humbling global leaders. When foreigners ask me about the involvement of foreigners in local Lebanese politics, I answer that he or she can come in as a global leader but become straight away a simple mukhtar getting lost in meaningless, often artificial details.</p>



<p>The fact is that the current solution, even if Frangieh is voted in by the parliament, will only be a band-aid. There is nothing that will change in the country’s affairs; only more debt and digging the hole deeper. They usually say that if you are digging a hole the first thing is to stop digging, and if your enemy is digging a hole do not stop him. The Frangieh presidency is, in the long-term, Lebanon continuing to dig its own hole.</p>



<p>France is pushing for this solution as it is the only possible fix and to give back representation to the presidency. From the French point of view, this vacancy is also creating a worry within the Lebanese Christian community of losing its political voice. And so, by allowing this election, these worries are being addressed. The choice of Frangieh is also about his friendship with the Syrian President Bashar Assad, as a way of rebalancing the political order. And so, it is to move from Aoun, who was fully under the control of Hezbollah, to Frangieh, who is a balance between Syria and Iran. Talk about a political win for Christians and the Lebanese people.</p>

<p>Hezbollah is also keen to see this rebalancing act, as despite its military control of the country it still needs a certain level of order, and it is no longer capable of achieving this. It is a new fuse to support its continued objectives. Yet is there an alternative who could be voted for? France knows that Hezbollah is the ultimate decision maker&nbsp;and&nbsp;would never accept a candidate it cannot control from any political block. And Gebran Basil until recently was a no-go for all. Some now mention the army chief, a reminiscence of the Syrian occupation days with the same background as Emile Lahoud and Michel Suleiman. This rhymes with the return of Assad on the regional scene.</p>

<p>And so perhaps the best palliative solution is Frangieh. Yet, one thing that should be known and understood is that all the promises made by Hezbollah and its allies for this to happen are completely worthless. And they will reverse everything if they feel the need or it serves their interest. Therefore, shouldn’t we discuss a new political system instead of making old recipes?</p>



<p>Indeed, the current system is broken. Why continue? Why not build something new now? Why not create a new Lebanon? There is no doubt that the discussion on federalism brings shivers to many but what is the protection they are getting today? With all due respect, do Christians feel safe? Do Sunnis? Or even Shiites under the oppression of Hezbollah? The answer is no and no again.</p>



<p>This is why France should not focus on finding an easy fix for the Lebanese presidency. Instead, it should support the birth of a new Lebanon. Even if Macron fails in such a mission, he will at least bring forward new hope. Unfortunately, a Frangieh presidency will not. Lebanon does not need to fill a position; it needs to be reinvented through federalism.</p>



<p>If the critics fear secession, then work to make federalism work. I look at it simply; today the political system is built on the fear of the other and this allows for militias to trade with a protection currency. It is nothing short of an institutionalized racketeering political system. Also, it allows them to trade between each other for gains. It is dirty transactional politics. The only way to change this is to make all the communities feel safe and shift toward local representation and decision-making. Then, trades between militias disappear. And this is what federalism delivers. Even Hezbollah will find it suitable.</p>



<p>Others will argue that the consequence of this transformation would be a new civil war. They preach the “better the devil you know” mentality. My conviction is that in fact the palliative solution is the path to civil war. A profound change is the only way to avoid it. It is highly likely Lebanon will apply an old palliative recipe — one that just treats symptoms but not the true disease. Whether or not Frangieh makes it to the Baabda Palace, it will make no difference. Lebanon will continue to die slowly and we will soon have to worry not just about a presidential vacancy but about much worse.</p>

Six years on, it is the popular revolts against Mr Macron’s own policies which have taken centre-stage.</p>



<p>Recent months have seen some of the largest protests in the history of the Fifth Republic, as Mr Macron has sought to push through a deeply unpopular plan to raise the retirement age from 62 to 64. On Monday, his government survived a related parliamentary motion of no confidence by the skin of its teeth. This followed the president’s controversial – though constitutional – decision to use executive powers to get his way, bypassing a vote in the national assembly that he thought he might lose.</p>



<p>Among his own MPs, the manoeuvre provoked public <a href="https://www.lemonde.fr/en/politics/article/2023/03/19/pension-reform-parliament-override-did-not-go-down-well-with-some-macron-allies_6019915_5.html" target="_blank" rel="noreferrer noopener">misgivings</a>. Elsewhere, even allowing for the usual political game-playing, the response was authentically furious. One MP from the centre-right party Les Républicains – which Mr Macron’s minority government needs onside to achieve majorities – accused the president of acting in an “isolated, narcissistic way, impervious to French people’s lives”.</p>

<p>In this respect, the president could be said to have form. In 2018, his high-handed approach helped transform provincial protests against a fuel tax into the&nbsp;<a href="https://www.france24.com/en/europe/20220401-will-france-s-yellow-vests-come-back-to-haunt-macron-on-election-day">wider</a>&nbsp;<em>gilets jaunes</em>&nbsp;revolt against elites. A penitent Mr Macron embarked on a nationwide “listening tour”. Then, when his Renaissance party lost its majority last June, he again promised a more consensual approach. But less than a year into his second term – amid widespread anxiety about falling living standards – he has reverted to&nbsp;<a href="https://www.politico.eu/article/emmanuel-macron-jupiter-model-unlikely-to-stand-test-of-time-leadership-parliamentary-majority/">Jupiterean</a>&nbsp;type, defying the wishes of the&nbsp;<a href="https://www.france24.com/en/france/20230316-macron-s-controversial-pension-reform-to-be-put-to-vote-in-parliament">two-thirds</a>&nbsp;of the French population who oppose his reforms, and circumventing the democratic niceties of winning a debate in parliament.</p>



<p>For a smart president, this seems like strangely dumb politics. The protests and strikes may eventually fade, although more are planned and the sense of popular outrage is real. But Mr Macron’s reputation as an arrogant technocrat with little regard for social movements or civic sentiment is surely sealed. His prime minister, Élisabeth Borne, now appears to be a busted flush along with her government, but seems determined to stay in post. The president’s second term risks becoming a long and acrimonious goodbye, with little achieved.</p>



<p>An independent government body has <a href="https://www.france24.com/en/france/20230109-macron-s-pension-reform-necessary-changes-to-an-unsustainable-system" target="_blank" rel="noreferrer noopener">judged</a> that the pension system’s deficits are manageable for the foreseeable future, making it hard to understand why Mr Macron decided to take such a confrontational approach. Amid record levels of abstention at elections, the rise of online conspiracy theories and the all but accomplished normalisation of the far right, Mr Macron’s resort to government by decree has done nothing to ease the trust deficit in French politics. Marine Le Pen and the far right may well be the principal beneficiaries of that. Having presented himself as the right man to modernise the country, Mr Macron increasingly looks like a politician out of touch with the needs of the times.</p>
