<p>Un journaliste d&rsquo;investigation français qui a <a href="https://www.theguardian.com/football/2020/apr/30/haiti-fa-president-accused-of-sexually-abusing-young-female-footballers" target="_blank" rel="noreferrer noopener">révélé des accusations d&rsquo;abus sexuels</a> à l&rsquo;encontre d&rsquo;Yves Jean-Bart, l&rsquo;ancien président de la Fédération haïtienne de football, fait face à une poursuite pour diffamation de la part de Jean-Bart, a déclaré Human Rights Watch aujourd&rsquo;hui.</p>



<p>Le journaliste, Romain Molina, a&nbsp;<a href="https://www.theguardian.com/football/2021/jan/11/ruler-of-the-ranch-the-rise-and-fall-of-yves-jean-bart-haitis-king-of-football" target="_blank" rel="noreferrer noopener">documenté des abus contre des joueuses mineures</a>&nbsp;dans la Fédération haïtienne de football sous la direction de Jean-Bart, et il a soutenu des victimes en Haïti et&nbsp;<a href="https://www.theguardian.com/football/2022/mar/05/from-afghanistan-to-zimbabwe-sexual-abuse-allegations-in-football-around-the-world" target="_blank" rel="noreferrer noopener">dans le monde</a>. Les articles du journaliste sont parus dans le quotidien britannique&nbsp;<em>The</em>&nbsp;<em>Guardian</em>&nbsp;et dans des vidéos YouTube. <p>« <em>L&rsquo;objectif de Romain Molina était de défendre les faibles contre les puissants</em> », a déclaré Minky Worden, directrice de la division des Initiatives mondiales à Human Rights Watch. « <em>Il est profondément troublant de voir les dirigeants de la Fédération haïtienne de football utiliser les tribunaux français pour tenter d&rsquo;étouffer la liberté de la presse et de faire taire les survivantes et les journalistes.</em> »</p>



<p>En mai 2020, Yves Jean-Bart, alors encore président de la Fédération haïtienne de football, a porté plainte auprès d&rsquo;un tribunal de Paris, accusant Molina de diffamation.</p>



<p>En novembre 2020, la FIFA, l&rsquo;instance dirigeante du football international, a banni Jean-Bart à vie à la suite de sa propre enquête sur les abus sexuels, qualifiant l&rsquo;exploitation sexuelle sous son règne au sein de la fédération d’«&nbsp;<em><a href="https://www.theguardian.com/football/2021/jan/13/inexcusable-a-disgrace-fifas-damning-verdict-on-yves-jean-bart" target="_blank" rel="noreferrer noopener">inexcusable, une honte</a></em>&nbsp;».</p>



<p>En février 2023, le Tribunal arbitral du sport a annulé à tort la suspension à vie ainsi que d&rsquo;autres sanctions imposées à Jean-Bart par la FIFA. Le 20 mars, la FIFA a annoncé qu&rsquo;elle ferait appel de la décision, en raison de « <em><a href="https://www.theguardian.com/football/2023/mar/20/fifa-appeals-cas-decision-on-jean-bart-because-of-substantial-flaws-in-verdict?CMP=share_btn_tw" target="_blank" rel="noreferrer noopener">vices de procédure et de fond très graves</a></em> ».</p>



<p>Human Rights Watch a interrogé de manière indépendante plus d&rsquo;une douzaine de survivantes et de témoins de sexe masculin et féminin au sein de la fédération haïtienne, et a reçu des témoignages de victimes selon lesquels le président de la fédération avait <a href="https://www.equaltimes.org/il-est-urgent-de-delivrer-un#.ZBlJXXbMLb0" target="_blank" rel="noreferrer noopener">harcelé sexuellement</a> et contraint de jeunes joueuses à avoir des relations sexuelles avec lui.</p>



<p>Le journaliste du <em>Guardian</em>, Romain Molina, ainsi que le <a href="https://fifpro.org/fr/soutenir-les-joueurs/un-lieu-de-travail-sur/droits-de-l-homme/fifpro-pays-tribute-to-the-strength-and-courage-of-players-who-secure-lifetime-ban-of-federation-president/" target="_blank" rel="noreferrer noopener">syndicat des joueurs de football FIFPro</a> et Human Rights Watch, ont procuré à la FIFA un grand nombre de preuves de violations systémiques des droits humains dans le football haïtien, notamment la confiscation des passeports de certaines joueuses – un indicateur de la traite des êtres humains – des <a href="https://www.equaltimes.org/il-est-urgent-de-delivrer-un#.ZBlMaXbMLb0" target="_blank" rel="noreferrer noopener">violations des droits du travai</a>l, le conditionnement des enfants athlètes à des fins sexuelles, ainsi que des menaces de mort à l’encontre de témoins et de survivantes.</p>



<p>Suite aux reportages du <em>Guardian</em>, Yves Jean-Bart a critiqué Romain Molina ainsi que d&rsquo;autres journalistes et enquêteurs des droits humains pour avoir dénoncé ses crimes. Des journalistes et des témoins n&rsquo;ont pas seulement fait l&rsquo;objet de menaces de poursuites. Human Rights Watch a documenté qu&rsquo;en août 2020, des hommes armés ont recherché un témoin d&rsquo;abus sur son lieu de travail, dont le domicile a ensuite été criblé de balles et saccagé. Human Rights Watch a depuis documenté de multiples menaces à l&rsquo;encontre de témoins, de victimes d&rsquo;abus et de membres de leur famille.</p>



<p>Plusieurs joueurs ont fait part à Human Rights Watch d&rsquo;abus commis sous la direction de Jean-Bart, notamment du fait qu&rsquo;il a favorisé un climat d&rsquo;exploitation sexuelle pour les jeunes joueuses. Au moins trois autres vice-présidents de la fédération haïtienne ont été suspendus ou <a href="https://www.theguardian.com/football/2021/jul/23/former-head-of-referees-at-haitian-fa-banned-for-life-by-fifa-over-sexual-abuse-rosnick-grant" target="_blank" rel="noreferrer noopener">bann</a>i<a href="https://www.theguardian.com/football/2021/jul/23/former-head-of-referees-at-haitian-fa-banned-for-life-by-fifa-over-sexual-abuse-rosnick-grant" target="_blank" rel="noreferrer noopener">s à vie</a> pour abus sexuels. Une ancienne joueuse nationale a déclaré à Human Rights Watch : « <em>Ma chance de jouer à l&rsquo;étranger dépendait du fait que je couche ou non avec le président</em>. »</p>



<p>«&nbsp;<em>Un grand nombre de victimes d&rsquo;abus sexuels en Haïti étaient d&rsquo;anciens enfants athlètes et membres de l&rsquo;équipe nationale de jeunes qui vivront avec un traumatisme pour le reste de leur vie</em>&nbsp;», a déclaré Minky Worden. «&nbsp;<em>La FIFA a la responsabilité et le devoir de protéger les athlètes et les enfants dans toutes ses opérations, sur la base de sa&nbsp;<a href="https://digitalhub.fifa.com/m/1a876c66a3f0498d/original/kr05dqyhwr1uhqy2lh6r-pdf.pdf" target="_blank" rel="noreferrer noopener">politique en matière de droits humains</a>&nbsp;et de son programme&nbsp;<a href="https://www.fifa.com/social-impact/fifa-guardians#web-07" target="_blank" rel="noreferrer noopener">FIFA Guardians</a>, qui prévoit pour les dirigeants du football l’obligation de veiller à la protection des enfants</em>.&nbsp;»</p>



<p>Depuis plus de trois décennies, Human Rights Watch rend compte des violations des droits humains en Haïti, notamment la violence systémique basée sur le genre,. En 2011, Human Rights Watch a publié un rapport, « Personne ne se souvient de nous : Le droits des femmes et des filles à la santé et à la sécurité n’est pas protégé dans l’Haïti de l’après-séisme », qui documente la violence sexuelle et les difficultés d&rsquo;accès aux soins après un viol. Human Rights Watch plaide depuis longtemps pour la protection des victimes de violences sexuelles et sexistes, et a œuvré  directement avec des organisations haïtiennes de défense des droits des femmes ainsi que des droits humains, en vue de mettre fin aux abus et de garantir la justice pour les survivantes.</p>



<p>Human Rights Watch a travaillé avec un partenaire haïtien de longue date, le Réseau National de Défense des Droits Humains (<a href="https://web.rnddh.org/a-propos/qui-sommes-nous-que-faisons-nous/" target="_blank" rel="noreferrer noopener">RNDDH</a>), qui a&nbsp;<a href="https://web.rnddh.org/allegations-de-violences-sexuelles-davortements-forces-et-de-marchandages-sexuels-a-lacademie-camp-nou-le-rnddh-exige-une-enquete-judiciaire-serieuse/" target="_blank" rel="noreferrer noopener">publié son propre rapport</a>&nbsp;sur des allégations d&rsquo;abus sexuels au sein de la fédération de football d&rsquo;Haïti. Le rapport du RNDDH sur les abus sexuels dans la fédération haïtienne a constaté qu&rsquo;entre autres abus, Yves Jean-Bart a eu un enfant avec une athlète féminine.</p>



<p>Human Rights Watch a également mené un entretien avec une victime de l&rsquo;ancien ministre des Sports d&rsquo;Haïti, Evans Lescouflair, qui a <a href="https://apnews.com/article/arrests-haiti-sexual-abuse-dominican-republic-2a9e34e48cd72cf7633d197269f141ec" target="_blank" rel="noreferrer noopener">été arrêté par Interpol</a> en juillet 2022, alors qu’il cherchait à échapper à la justice haïtienne. Il est <a href="https://www.theguardian.com/football/2022/mar/26/former-haitian-sports-minister-evans-lescouflair-accused-of-raping-children" target="_blank" rel="noreferrer noopener">accusé</a> d&rsquo;avoir violé à plusieurs reprises une étudiante de 11 ans. Lescouflair était également un haut responsable du football haïtien et il a été président d&rsquo;un club de football de jeunes.</p>



<p>« <em>L&rsquo;impunité pour les abus sexuels est depuis longtemps une norme inacceptable dans la fédération haïtienne de football</em> », a conclu Minky Worden. « <em>Maintenant, Jean-Bart essaie d’associer le système judiciaire français à ses efforts pernicieux pour étouffer la liberté de la presse et faire taire les victimes d&rsquo;abus sexuels</em>. »</p>

<p>Russian forces have significantly stepped up attacks in eastern Ukraine and are trying to break through defences near Kreminna, says the Ukrainian governor of Luhansk.</p>

<h2 class="wp-block-heading">Czech Republic to repair damaged Ukrainian armoured vehicles</h2>



<p>The Ukrainian army’s armoured vehicles will be repaired in the Czech Republic, the Czech Defence Ministry said.</p>



<p>The ministry said that state-owned company VOP CZ signed a memorandum of understanding with Ukraine’s government arms manufacturer Ukroboronprom on the repairs on Monday.</p>



<p>“The memorandum … contains a specific plan and timetable for the repairs or securing of spare parts,” said Ales Vytecka, director of the Czech government’s AMOS agency for military cooperation, who co-signed the memorandum.</p>



<p>The Czech Republic has been one of the top weapons providers to Kyiv among NATO allies, supplying Ukraine with armoured personnel carriers, tanks or howitzers.</p>



<h2 class="wp-block-heading">Russia may take legal action over Nord Stream investigation</h2>



<p>Russia might take political or legal action in response to a report alleging that the US was involved in the sabotage of the Nord Stream pipelines last year, the TASS news agency reported, citing a foreign ministry official.</p>



<p>In a blog post, Pulitzer Prize-winning American investigative journalist Seymour Hersh cited an unidentified source as saying US navy divers had planted explosives on the pipelines in the Baltic Sea on the orders of President Joe Biden.</p>



<p>The White House dismissed the report as “utterly false and complete fiction”, and Norway, which is investigating the explosions, said the allegations were “nonsense”.</p>

<p>Mr Zelensky said Germany and France had the potential to be « game-changers » in the war. The sooner Ukraine received heavy, long-range weapons and modern planes, « the quicker this Russian aggression will end », he explained.</p>



<p>Although President Macron has previously signalled some openness to providing fighter jets, Mr Scholz has not.</p>



<p>The French leader vowed Ukraine could count on his support, with France « determined to help Ukraine to victory and the re-establishment of its legitimate rights ». Chancellor Scholz added: « The position is unchanged: Russia must not win this war. »</p>



<p>Because of the 11-month long Russian invasion, Mr Zelensky rarely leaves his own country and a senior Ukrainian official said that the purpose of his trip was to obtain results.</p>



<p>He argues that fighter jets and long-range missiles are important in addition to the Leopard 2 tanks that Western nations have recently committed to supplying. While Mr Zelensky said he had discussed the issue of combat planes in Paris, he warned there was « very little time » to provide much-needed weaponry.</p>



<p>The Dutch prime minister said that many sensitive issues had to be discussed before a decision could be made on supplying fighter jets. « The pros and cons &#8211; you have to make absolutely sure that you are not getting into an Article Five direct confrontation between Nato and Russia, » Mr Rutte told the BBC.</p>



<p>Moscow has repeatably warned the West against weapons deliveries since the war began, frequently threatening to retaliate against what it calls « provocations ».</p>



<p>Asked by reporters in Moscow about the growing debate over sending warplanes to Ukraine, Kremlin spokesman Dmitry Peskov said Russia saw it as evidence of the growing involvement of the UK, France and Germany in the conflict.</p>



<p>« We regret this and state that such actions of these countries lead to the escalation of tension around this conflict, prolong it and make it more painful and torturous for Ukraine, » said Mr Peskov.</p>



<p>Chancellor Scholz agreed only recently to allow German Leopard tanks and has warned against getting involved in a « public bidding war » of weapons systems for Ukraine.</p>

<p>Mr Zelensky had earlier addressed a joint session of the UK Parliament in Westminster Hall, underlining his plea for fighter jets: « Freedom will win &#8211; we know Russia will lose. »</p>



<p>Downing Street said UK Defence Secretary Ben Wallace was investigating what aircraft could potentially be offered, but emphasised this was « a long-term solution » and that training pilots could take years.</p>

<p class="has-medium-font-size">Canada&rsquo;s parole board will review its decision to release one of the men suspected of carrying out a deadly stabbing attack in Saskatchewan.</p>



<p>Parole documents of Myles Sanderson, 32, show he has 59 prior convictions as well as a history of violence.</p>



<p>He was released in February while serving a four-year sentence.</p>



<p>« I want to know the reasons behind the decision, » Public Safety Minister Marco Mendicino said. « I&rsquo;m extremely concerned by what occurred here. »</p>



<p>The hunt for Myles Sanderson is in its fourth day following the stabbing attack on Sunday that left 10 people dead and 18 others injured. Ten victims remain in hospital, three of them in critical condition.</p>



<p>The other suspect, his 31-year-old brother Damien Sanderson, was found dead by police on Monday at the James Smith Cree Nation, a close-knit indigenous community in central Saskatchewan. The discovery brought the death toll to 10.</p>



<p>At an emotional news conference on Wednesday, relatives of the victims spoke of the « horror » of the attack that has stunned the country. They were among the first relatives to come forward and speak about their loss.</p>



<p>« We are broken, but we&rsquo;re not defeated, » said Mark Arcand, chief of the Saskatoon Tribal Council and brother of Bonnie Goodvoice-Burns. Bonnie, 48, and her son Gregory Burns, 28, were both killed.</p>



<p>Bonnie « took care of everybody » and was « a true matriarch », her brother said, adding that Gregory loved his family and had two children with a third on the way.</p>



<p>With a smile, Chief Arcand said he « didn&rsquo;t like » being in a room with Bonnie and her husband Brian, « because all they would do was laugh at us and joke ».</p>



<p>He recalled the horror he felt after hearing the news of the attack, driving alone for two hours to reach his sister and her family at James Smith Cree Nation. Bonnie and Gregory were among nine victims that lived in the community.</p>



<p>« One of the most traumatising things was the visual scene that day, » he said.</p>



<p>Bonnie was a « hero », he said, adding that she had died protecting her three young sons. One of the children was stabbed but survived.</p>



<p>« These two young boys woke up to screaming not being able to help, » he said. « One of the young boys was hiding behind a high chair watching the whole thing happen. »</p>



<p>He continued: « I&rsquo;m just a kid from the reserve. We didn&rsquo;t want this, we didn&rsquo;t ask for this. »</p>

<p>Four days after the stabbing spree, there are still more questions than answers.</p>



<p>It is unclear whether Myles Sanderson acted alone or with assistance, including from his brother Damien. It is unclear why Wes Petterson, and elderly man who lived in Weldon, 30km (18 miles) away, was killed.</p>



<p>Police have said they believe some victims were targeted, but have not offered any information about a possible motive.</p>



<p>It is also unknown where in the province &#8211; or in the country &#8211; Myles Sanderson is now.</p>



<p>These questions have fuelled intense speculation about the events throughout Saskatchewan &#8211; conjecture that was addressed by Chief Arcand directly on Wednesday.</p>



<p>« Don&rsquo;t listen to rumours, innuendos, » he said. « Please don&rsquo;t assume. »</p>



<p>Parole documents show Myles Sanderson has a decades-long criminal record, including 59 criminal convictions since he was 18, including assault, threats, and robbery. The files also indicate his childhood was marred by violence, substance abuse and other trauma.</p>



<p>The parole board in February said he would « not present an undue risk » and that his release would « contribute to the protection of society » by facilitating his rehabilitation. He has been unlawfully at large since May of this year.</p>



<p>It also noted that he had taken steps towards rehabilitation during an earlier release, including participation in cultural ceremonies, staying sober and getting a job.</p>



<p>« I am assured that the Parole Board of Canada will be undertaking an investigation of the decision, » Mr Mendicino told reporters on Tuesday evening.</p>



<p>« There will be an appropriate time and a place to review policy and resourcing and we need to embrace that review, we need to be transparent with Canadians to make sure that this kind of thing never happens again, » he said.</p>



<p>Myles Sanderson now faces multiple charges, including first-degree murder.</p>

<p>« En cas de maintien de la ligne très clairement agressive de nos collègues occidentaux, nous allons prendre des mesures militaires et techniques adéquates de représailles », a déclaré Vladimir Poutine lors d&rsquo;une intervention devant les cadres de l&rsquo;armée russe et du ministère de la Défense.</p>



<p>Pour le chef du Kremlin, les Etats-Unis et l&rsquo;Otan renforcent leur présence aux frontières russes en armant l&rsquo;Ukraine, en la soutenant politiquement, en y menant des manoeuvres et en déployant des forces en mer Noire. « On est sur le pas de notre porte, nous ne pouvons pas reculer », a lancé le président russe.</p>



<p>Les Occidentaux accusent au contraire Moscou de velléités agressives, soulignant que l&rsquo;armée russe a massé des dizaines de milliers de soldats à la frontière avec l&rsquo;Ukraine, pays dont la Russie a déjà annexé une partie du territoire.</p>



<h3 class="wp-block-heading">Appel à des garanties occidentales</h3>



<p>Vladimir Poutine a réclamé une fois encore que Washington et l&rsquo;Otan donnent à la Russie des garanties en signant des traités interdisant tout élargissement futur de l&rsquo;Alliance atlantique.</p>



<p>Il a assuré ne pas vouloir d&rsquo;un « conflit armé, d&rsquo;une effusion de sang » et préférer une « solution politico-diplomatique ».</p>



<h3 class="wp-block-heading">Méfiance de mise vis-à-vis de Washington</h3>



<p>Mais il a également jugé que, même si les Américains cédaient à ses demandes, la méfiance resterait de mise: « On ne peut croire en aucune garantie juridique, car les Etats-Unis sortent des accords internationaux qui ne les intéressent plus. »</p>



<p>La Russie a présenté la semaine passée deux traités, l&rsquo;un destiné aux Etats-Unis et l&rsquo;autre à l&rsquo;Otan, résumant ses exigences pour une désescalade des tensions autour de l&rsquo;Ukraine.</p>



<p>Ces textes ont été jugés inacceptables par plusieurs membres de l&rsquo;Alliance car ils interdisent l&rsquo;élargissement de l&rsquo;Otan et limitent les déploiements et la coopération militaire occidentale en Europe de l&rsquo;Est et en ex-URSS, sans imposer de mesures similaires à la Russie.</p>



<p>Néanmoins, Washington a dit être ouvert à des discussions, mais doit encore détailler sa réponse.</p>



<h3 class="wp-block-heading">L&rsquo;Otan propose une réunion rapide avec la Russie</h3>



<p>L&rsquo;Otan va proposer la réunion du Conseil Otan-Russie dès que possible en 2022 dans le but d&rsquo;un dialogue « sérieux » avec Moscou, dans le contexte de tensions diplomatiques lié à la crise ukrainienne, a déclaré mardi le secrétaire général de l&rsquo;Alliance atlantique.</p>



<p>« Nous restons prêts à un dialogue sérieux avec la Russie », a dit Jens Stoltenberg lors d&rsquo;une conférence de presse à Bruxelles.</p>



<p>Le Conseil Otan-Russie est une instance de consultation créée en 2002 dans le but de faciliter les contacts entre l&rsquo;alliance militaire occidentale et Moscou. Sa dernière réunion remonte à juillet 2019, en dépit des appels répétés de l&rsquo;Otan à reprendre les échanges dans ce format.</p>



<h3 class="wp-block-heading">Pays nordiques « inquiets » de l&rsquo;activité russe</h3>



<p>Les pays nordiques (certains membres de l&rsquo;Otan, d&rsquo;autres pas) ont exprimé mardi leur « grande inquiétude » face à l&rsquo;activité militaire russe aux portes de l&rsquo;Ukraine et répété leur attachement à l&rsquo;intégrité territoriale de ce pays.</p>



<p>« Les pays nordiques continuent de soutenir fermement l&rsquo;intégrité territoriale, la souveraineté et le droit de l&rsquo;Ukraine de décider de sa propre politique étrangère et de sécurité sans ingérence extérieure », ont indiqué les ministres de la Défense norvégien, suédois, danois, finlandais et islandais dans une déclaration conjointe.</p>

<p class="has-medium-font-size"><strong>The US Supreme Court has ruled that abortion providers can sue to challenge a controversial Texas abortion law.</strong></p>



<p>The law, known as SB8, gives people the right to sue doctors who perform an abortion past six weeks, before most women know they are pregnant.</p>



<p>In its ruling, however, the court said that the law can remain in effect, leaving it in place.</p>



<p>Doctors, women&rsquo;s rights groups and the Biden administration have heavily criticised the law.</p>



<p>The divisive law &#8211; which came into effect on 1 September &#8211; bans abortion after what some refer to as a foetal heartbeat. The law makes an exception for cases of medical emergency, but not for rape or incest.</p>



<p>The American College of Obstetricians and Gynaecologists says that at six weeks a foetus has not yet developed a heartbeat, but rather an « electronically induced » flickering of tissues that will become the heart.</p>



<p>The Texas law is enforced by giving individuals &#8211; from Texas or elsewhere &#8211; the right to sue doctors who perform an abortion past the six-week mark.</p>



<p>At issue at the Supreme Court was whether two groups &#8211; Texas abortion providers and the federal government &#8211; can sue to block the law.</p>



<p class="has-white-color has-black-background-color has-text-color has-background has-medium-font-size">Friday&rsquo;s 8-1 ruling means that lawsuits from the providers can proceed. With the decision, the ruling will head back to the district court.</p>



<p>Once back in the district court, the providers will now be able to file for a stay of enforcement and ultimately challenge the law&rsquo;s constitutionality.</p>



<p>In the meantime, the law will stay in place. In a separate order, the Supreme Court dismissed a separate challenge brought by the Biden administration.</p>



<p>In a written dissent, Justice Sonia Sotomayor agreed with allowing the lawsuits to move forward but was critical of leaving the law in place, saying that « the court should have put an end to this madness months ago, before SB8 went into effect ».</p>



<p>The ban has led to a steep drop in abortions, experts say.</p>



<p>Research from the Texas Policy Evaluation Project found that abortions in the state fell by nearly 50% after the law went into effect, leading to an influx of patients seeking abortion care in neighbouring states.</p>



<h2 class="wp-block-heading">What has been the reaction?</h2>



<p>The abortion provider who brought the case, Whole Woman&rsquo;s Health, called the Supreme Court ruling a victory « on very narrow grounds ».</p>



<p>Its decision to leave SB8 in place, despite allowing challenges to go forward, was « unjust, cruel and inhumane », the group&rsquo;s CEO Amy Hagstrom Miller said.</p>



<p>« Our staff are heartbroken, scared and discouraged ».</p>



<p>Texas Right to Life, an anti-abortion organisation that supports SB8, praised the Supreme Court for showing « judicial restraint » and dismissing the Biden administration&rsquo;s legal challenge and vowed to « fight for this policy in the lower courts ». The group celebrated the law remaining in place but expressed frustration that the ruling allowed lawsuits to proceed.</p>



<h2 class="wp-block-heading">What other abortion cases are there?</h2>



<p>In December, the Supreme Court heard a separate case regarding a Mississippi law that bans abortions after the first 15 weeks.</p>



<p>Anti-abortion activists consider the Mississippi case as among their best opportunities to overturn Roe v Wade, a landmark Supreme Court case that legalised abortions across the country.</p>



<p>The 1973 decision gave women the constitutional right to abortions during their first 12-week trimester of pregnancy.</p>



<p>A ruling in Mississippi case could mean that individual states can decide on the legality of abortions in their own jurisdictions.</p>



<p>An end to Roe v Wade « is overwhelmingly the most likely outcome » according to Jessie Hill, a reproductive rights law professor at Case Western Reserve University in Ohio.</p>



<p>« I think the writing is on the wall here, » Ms Hill said. « The decision about Texas only adds to that perception. It was not a very favourable decision to the clinics. »</p>



<p>A ruling in the Mississippi case could mean that individual states can decide on the legality of abortions in their own jurisdictions.</p>



<p>In addition to Texas and Mississippi, several states &#8211; including Idaho, Oklahoma and South Carolina &#8211; have passed six-week ban bills so far this year. All have so far been stalled by legal challenges and haven&rsquo;t been put into effect.</p>

C&rsquo;est ce qu&rsquo;a déclaré à la BBC le secrétaire d&rsquo;Etat chargé de l&rsquo;Intérieur britannique, Damian Hinds. Selon lui, la question sera finalisée « dans les prochaines semaines ».</p>



<p>Le sujet avait provoqué dernièrement de vives tensions entre Londres et Paris. Lors d&rsquo;un déplacement samedi dans le Nord, le ministre français de l&rsquo;Intérieur Gérald Darmanin avait demandé au gouvernement britannique d&rsquo;honorer son engagement &#8211; pris en juillet &#8211; de payer à la France 62,7 millions d&rsquo;euros en 2021-2022.</p>



<p>Argent qui doit servir à financer le renforcement des forces de l&rsquo;ordre françaises sur les côtes et lutter contre les passeurs, comme l&rsquo;explique Pierre Henri Dumont, député Les Républicains du Pas-de-Calais : « <em>La question est de savoir comment on fait pour arrêter ces traversées. Cela demande plus de contrôles, ce qui est déjà le cas au niveau du port et du tunnel sous la manche. Cela demande plus de personnes et de matériels sur les plages, et c&rsquo;est en cela qu&rsquo;il est absolument nécessaire que le Royaume-Uni débloque les fonds pour financer l&rsquo;ensemble des matériels technologiques : les caméras</em><em>thermiques, les dronesthermiques__, les moyens de déplacements motorisés et rapides dans les dunes, pour pouvoir arrêter les départs</em>« </p>



<p>Les traversées illégales de la Manche sont dernièrement reparties à la hausse. Dimanche, 342 personnes ont été secourues au large du détroit du Pas-de-Calais, dont deux en état d&rsquo;hypothermie avancée et un blessé. Vendredi et Samedi, ce sont 1115 personnes qui avait été secourues ou interceptées par les Britanniques.</p>



<p>Le Royaume-Uni attire depuis longtemps les migrants, pour des questions de langue tout d&rsquo;abord et de bonne santé économique, mais aussi car le pays a tendance a moins expulser les migrants en situation illégale que de nombreux pays européens.</p>



<p>Le gouvernement britannique a commencé à faire adopter un projet de loi, controversé, qui réforme le système d’asile et prévoit de durcir les sanctions, notamment pour les passeurs.</p>

<h3 class="has-vivid-red-color has-text-color wp-block-heading"><strong>Israel says it will not co-operate with an investigation by the International Criminal Court (ICC) into possible war crimes in the occupied territories.</strong></h3>



<p style="font-size:17px">In a letter to the court, Israel says the ICC is « acting without authority » in carrying out the probe.</p>



<p style="font-size:17px">The ICC gave both Israel and the Palestinians, who instigated the action, until Friday to respond.</p>



<p style="font-size:17px">The issue threatens to further damage already strained relations between the two sides.</p>



<p style="font-size:17px">Last month, Israeli authorities cancelled the VIP travel pass of the Palestinian foreign minister on his return to the Israeli-occupied West Bank from talks with ICC Chief Prosecutor Fatou Bensouda, Palestinian officials said.</p>



<p style="font-size:17px">Based in The Hague, the ICC was set up in 2002 to bring to justice those responsible for the worst crimes &#8211; genocide, crimes against humanity, and war crimes. It has the power to act where a state is « unable or unwilling genuinely » to do so itself.</p>



<h3 class="has-vivid-red-color has-text-color wp-block-heading">Why is the court investigating Israel and the Palestinians?</h3>



<p style="font-size:17px">The ICC has a duty to explore whether there are sufficient grounds to open a probe when a new member joins, as the Palestinians did in January 2015.</p>



<p style="font-size:17px">Last month, Ms Bensouda announced that <a href="https://www.bbc.co.uk/news/world-middle-east-56249927" target="_blank" rel="noreferrer noopener">the court would proceed and investigate possible crimes committed by both Israelis and Palestinians</a> in the West Bank, Gaza and East Jerusalem since 13 June 2014.</p>

<p style="font-size:17px">The date &#8211; elected by the Palestinians &#8211; marks an Israeli operation against Palestinian militants and an intensification of violence which led to a 50-day war in July and August.</p>



<p style="font-size:17px">At least 2,251 Palestinians dead, including more than 1,462 civilians, according to the UN, and 11,231 others injured. On the Israeli side, 67 soldiers and six civilians were killed, with scores more wounded.</p>

<p style="font-size:17px">Ms Bensouda gave Israel and the Palestinians until Friday to let the ICC know whether they were conducting their own investigations into possible crimes in the occupied territories.</p>



<p style="font-size:17px">The Palestinian foreign ministry said it had informed the ICC of the « full co-operation&#8230; from the State of Palestine ».</p>

<p style="font-size:17px">« Israel absolutely rejects the claim that it has carried out war crimes, » the prime minister&rsquo;s office said in a statement. « Israel reiterates its unequivocal position according to which the court in The Hague lacks the authority to open an investigation against it.</p>



<p style="font-size:17px">« The unacceptable interference of the court lacks any legal basis and contravenes the goals for which it was established. »</p>



<p style="font-size:17px">Israel says the court has no jurisdiction over the territories in question, occupied by Israel since the 1967 Middle East war.</p>



<p style="font-size:17px">Israel is not a member of the ICC. It asserts that the Palestinians do not qualify as a sovereign state and so lack the right to join. The ICC has ruled it has a mandate to investigate the occupied territories and has accepted the Palestinians after they were granted non-member observer State status at the UN.</p>



<p style="font-size:17px">Israel also points out that the start date for probing alleged crimes excludes the kidnap and murder by Palestinian Hamas militants of three Israeli teenagers the previous day, which triggered the Israeli operation.</p>



<h3 class="has-vivid-red-color has-text-color wp-block-heading">What will happen next?</h3>



<p style="font-size:17px">The investigation will proceed without Israel&rsquo;s involvement. If Israel blocks ICC investigators on the ground, witness testimonies could be taken in other countries or at the The Hague in the Netherlands instead.</p>



<p style="font-size:17px">The case is expected to focus on three main areas: the Israel-Gaza war of 2014; violence along the Israel-Gaza border in 2018 amid Palestinian demonstrations backing the declared right of Palestinian refugees to return to ancestral homes in what is now Israel; and Israeli settlements in the occupied territories, considered illegal under international law &#8211; a point disputed by Israel.</p>



<p style="font-size:17px">The investigation puts both Israeli and Palestinian officials at risk of arrest if they travel abroad.</p>
