Environ 10 % des cigarettes fumées dans l’UE proviennent soit d’une usine illégale soit de la contrebande. Les efforts des Etats membres pour lutter contre ce fléau sont aujourd’hui trop « éparpillés », selon la Cour des comptes européenne.

Le commerce illicite de tabac en Europe sape les politiques de santé publique et prive l’Union européenne (UE) de milliards d’euros de recettes fiscales chaque année, a averti mardi 8 septembre la Cour des comptes européenne.

Dans un rapport, assorti de recommandations à la Commission européenne, cette autorité relève que ce commerce parallèle prend de l’ampleur et que des sites clandestins de fabrication de cigarettes ont désormais été découverts dans presque tous les Etats membres de l’UE.

« Selon les estimations de la Commission, les pertes annuelles pour les budgets de l’UE et de ses Etats membres se chiffrent à 13 milliards d’euros », ajoute l’auditeur externe de l’Union, citant un chiffre de 2023. Mais il précise qu’il est difficile d’avoir une estimation vraiment fiable de l’impact de ces activités criminelles. « La Commission ne dispose pas de données complètes lui permettant d’estimer la taille du marché, sa structure et son impact économique », est-il souligné dans ce rapport.

Manque de coopération transfrontalière

Aucune législation de l’UE n’impose aux Etats membres de collecter des données complètes sur ce commerce illicite. Elles ne sont fournies que sur une base volontaire. Les efforts des Etats membres pour lutter contre ce fléau sont aujourd’hui trop « éparpillés », sans coordination efficace, selon le rapport. Au niveau européen, les compétences sont « morcelées » entre différents organismes : Europol, l’agence antifraude OLAF, la direction générale de la fiscalité et de l’union douanière (DG TAXUD, département de la Commission européenne), celle de la santé, etc.

« Le partage d’informations est irrégulier. La coopération transfrontalière présente encore d’importantes lacunes, tandis que les organisations criminelles passent les frontières chaque jour », a déclaré Petri Sarvamaa, de la Cour des comptes européenne, en présentant le rapport.

Preuve des grandes capacités de nuisance des criminels, un site clandestin permettant de fabriquer un million de cigarettes « par heure et par machine » a été démantelé en 2025 en Belgique. Cinquante personnes y travaillaient, mentionne le rapport. La Belgique est le pays de l’UE qui a déclaré le plus grand nombre d’installations démantelées en 2023 et 2024 (près de 100 au total).

Outre la production, le commerce illicite recouvre aussi la contrebande, qui consiste à traverser une frontière pour profiter des différences de prix et de taxes et vendre un produit avec une marge bénéficiaire. The families of more than 600 workers believed to be trapped in a vast network of mud-filled tunnels along Nepal’s Trishuli River are clinging to hope their loved ones can be found alive.

Rescuers continued battling to reach them on Monday, using explosives to blast into the hillside before pumping air into the Trishuli-3A site – fearing a critical window to reach survivors is closing.

« I wish we could find him. I wish he would come home, » Anushila Bhandari, wife of Aurus Bhandari, a 33-year-old engineer missing on a project site, told BBC Nepali.

It comes as the death toll from the flood disaster on the Nepal-Tibet border reached 939, according to the country’s disaster management authority.

The agency also revised its estimate of the number of missing to 3,925, of whom 592 are foreign nationals.

Roughly one in seven missing people are believed to be workers at the hydropower plants. Nepalese Prime Minister Balendra Shah said on Monday that 279 people had been rescued from the sites.

The rescue operation is being spearheaded by an international team made up of Chinese and Nepalese military personnel, while experts from India, Korea and Australia are also involved.

Australian engineer Arnold Dix, who has been helping Nepalese authorities with the underground search operations remotely, said rescuers had been struggling to find the tunnels.

« The actual signature of them has gone – everything is just missing. It looks like a lunar landscape, » he told BBC Radio 4’s World at One.

Once rescuers knew where the power stations were, Dix said they could then decide the best way to access them, which typically involves digging and « blasting boulders ».

« There’s boulders bigger than houses – I’ve never seen that before in my life. It’s just an extraordinary operation, » the former head of the International Tunnelling Association said.

He said he still has some hope for those trapped underground, given the protection the subterranean environment might have offered from the deluge above.

Today, millions of people across Europe will get the chance to experience their first total solar eclipse in 27 years.

Starting at 15:34 GMT, the brightness of the daylight hours will gradually be interrupted as the moon begins to block the sun, eventually turning day into sudden night for about two minutes along the path of totality.

So which countries will see it? How do solar eclipses occur? Where and how can you watch it safely? In this visual explainer, Al Jazeera unpacks everything you need to know.

What time is the solar eclipse?

The time of the eclipse depends on where you are because the moon’s shadow will move across Earth’s surface from the Arctic towards Europe.

Here is how today’s eclipse will unfold:

• 15:34 GMT: The partial eclipse begins at the first location on Earth.
• 16:58 GMT: The total solar eclipse begins at the first location.
• 17:46 GMT: The eclipse reaches its maximum with totality lasting about two minutes and 18 seconds near the centre of its path.

• About 18:27 GMT: Totality reaches Spain.

Which countries will see the eclipse?

The path of totality, which is when the moon orbits in front of the sun and blocks its entire surface facing Earth, will cross northern Russia, Greenland and Iceland before sweeping across Spain and a small part of Portugal, bringing almost total darkness to about 15 million people.

A partial eclipse will be visible across much of Western Europe, parts of Northwest Africa, most of Canada and part of the northern United States. Overall, about 980 million people, nearly one in eight worldwide, might see the sun at least partly covered depending on weather conditions.

People living close to the epicentre of an Ebola outbreak which has killed 131 people have told BBC News of their fear, as a World Health Organization (WHO) representative warned cases may be spreading faster than originally thought.

An Ebola outbreak in the Democratic Republic of Congo has been declared a public health emergency of international concern, by the World Health Organization (WHO).

The latest outbreak is challenging because it involves a rare strain of Ebola for which there is no vaccine, and cases have been found in an area affected by conflict.

One man in the Democratic Republic of Congo’s Ituri province, the epicentre of the outbreak, said infected people were dying « very fast », and added: « Ebola has tortured us. »

Officials said more than 513 cases were suspected in DR Congo as of Tuesday, while one person has died in neighbouring Uganda.

The WHO’s Dr Anne Ancia told the BBC that the more the agency investigates the outbreak, the clearer it becomes cases have spread to other areas.

Modelling by the London-based MRC Centre for Global Infectious Disease Analysis released on Monday suggested there had been « substantial » under-detection, and that it could not rule out there had already been more than 1,000 cases.

The study suggested that the current outbreak is « larger than currently ascertained » and that its « true magnitude remains uncertain ».

A man who spoke to BBC News and identified himself as Bigboy said people are « really scared » and doing what they can to protect themselves.

He said locals are taking precautions such as washing hands with clean water, but added that he wished they could get access to other protective supplies such as face masks.

Another Ituri local, Alfred Giza, said people in the community are aware of the threat and waiting to receive face masks to protect themselves, but that he would not know what to do if a family member or friend contracted the disease.

The Red Cross warned that Ebola can escalate quickly if cases are not identified early, communities lack information and health systems are overwhelmed, adding that « we are seeing all those conditions » in the current outbreak.

On Tuesday, DR Congo President Félix Tshisekedi called for « calm » and urged Congolese citizens to remain vigilant, after holding a crisis meeting on Monday evening.

WHO chief Tedros Adhanom Ghebreyesus, who declared the outbreak an international emergency last week, said he was « deeply concerned about the scale and speed of the epidemic ».

It is feared the outbreak may have been ongoing for several weeks before it was first detected on 24 April.

There is no vaccine for the strain of Ebola virus fuelling the latest rise in cases, but the WHO is evaluating whether other drugs may provide protection.

Speaking to BBC Newsday, Ancia said DR Congo’s Ituri province was a « very unsecured area with lots of movement of population », making it difficult for the agency to investigate and help control the disease.

She continued: « The more we are investigating this outbreak, the more we realise that it has already disseminated at least a little bit across border and also in other provinces. »

The outbreak has spread to the province of South Kivu, where the population has been affected by a humanitarian crisis for many years, she added.

There has also been a case in eastern DR Congo’s biggest city, Goma, which has a population of around 850,000 people and under the control of Rwandan-backed rebels.

High levels of insecurity in several provinces mean people move around often, increasing the risk and spread of the virus, she said.

Several African countries are taking precautions by tightening border screenings and preparing health facilities. Neighbouring Rwanda has also closed its borders with DR Congo. Uganda has told people to avoid hugging and shaking hands.

An American citizen, believed to be missionary group doctor Peter Stafford, is being evacuated from DR Congo after developing symptoms over the weekend.

Germany’s health ministry told the BBC a US citizen was being taken to the country for treatment.

The US Centers for Disease Control and Prevention (CDC) said it was working to evacuate at least six other Americans who were exposed.

WHO and other agencies are working with governments and communities to try to stop the spread of the virus, urging residents to follow preventative measures and report to the nearest health facility if they experience any symptoms.

What is Ebola and how does it spread?

Ebola is caused by a virus and initially causes symptoms similar to the flu, with fever, headache and tiredness.

As the disease progresses, vomiting and diarrhoea develop and it can lead to organ failure. Some, but not all, patients develop internal and external bleeding.

The virus spreads from one person to another by contact with infected bodily fluids such as blood or vomit.

The Bundibugyo strain fuelling this rise in cases is rare, and has previously only caused two outbreaks, when it killed about a third of those infected.

Between 2014 and 2016, more than 28,600 people were infected by Ebola in West Africa, the largest outbreak of the virus since its discovery in 1976.

It was caused by the Zaire strain, for which there is an approved vaccine.

The disease spread to a number of countries in West Africa and beyond, including Guinea, Sierra Leone, the US, UK and Italy, killing 11,325 people.

He had previously issued a deadline of 6 April for Iran to make a deal. In a new post on his Truth Social platform, Trump writes: « Tuesday, 8:00 P.M. Eastern Time! »

That’s 03:30 Tehran time on Wednesday (01:00 BST).

It’s not clear what Trump’s social media post is referring to. The BBC has asked the White House to clarify.

Four people have been injured in Haifa, northern Israel, after a rocket strike, the country’s emergency service Magen David Adom says.

It says this includes « an approximately 82-year-old man in serious condition who was injured by a heavy object, and 3 casualties in mild condition with shrapnel and blast injuries ».

Military trains ‘endlessly’ for rescue missions, former US commander says

Gen Frank McKenzie, a retired former commander of US Central Command, tells CBS Face the Nation that the rescue of the airman in Iran is something the US military trains “endlessly” for.

“Every time we send air crew over enemy territory, we have detailed elaborate plans to go get them,” he says.

McKenzie says this rescue operation left the airman in a “position where they can hide until you can get to them, all that seemed to work out very well”.

The retired general says “we did in fact lose a couple of aircraft in that mission”, but it’s a loss you take « any day » in such a situation.

He says it is a “hard lesson” for Iran that it was “not able to find the missing air crewman” before the US rescuers.

Israeli medics say 14 wounded in Iranian missile attack

Israel’s emergency services say the wounded included an 11-year-old girl in a missile strike near Tel Aviv that the military blamed on Iran.

In the central city of Bnei Brak, near Tel Aviv, the Magen David Adom emergency service said it had treated and evacuated to hospital 14 wounded people, adding that the girl is in critical condition with shrapnel injuries.

It said a 13-year-old boy and a 36-year-old woman, also with shrapnel injuries, were in moderate condition, while a further 11 casualties were in mild condition.

Hezbollah says it downed Israeli drone, attacked warplane

Hezbollah has been announcing a flurry of attacks on Israeli army personnel and positions today. In recent hours, it said, its fighters attacked a newly established Israeli artillery emplacement in the town of Rabaa Thalathin with missiles.

It added that its fighters shot down an Israeli enemy drone with a surface-to-air missile in the skies over the town of Ainata, and “confronted” an Israeli warplane in the skies over the town of Bflay.

There was no immediate comment from the Israeli army on any of these claims.

Death toll continues to climb in Lebanon during Israeli invasion

Officials in Lebanon say more than 1,200 people have been killed over the past four weeks.

The toll includes 124 children with more than 3,500 people wounded, the Health Ministry said in a statement.

On Saturday and Sunday alone, 49 people were killed including 10 rescue workers and three journalists.

Fears continue to rise of more deaths after Israeli Prime Minister Benjamin Netanyahu said Israel is “determined to fundamentally change the situation in the north”.

Hezbollah “still has residual capability to fire rockets at us”, he said.

Iran has ‘appetite for negotiations’ but also apprehension

Iran is eager to have talks and some sort of negotiations but on its own terms, says Mehran Kamrava, director of the Iranian studies unit at the Arab Center for Research and Policy Studies.

“There is appetite, but there is also apprehension,” he told Al Jazeera, adding that Tehran is concerned that in a few months, the Americans, or more likely the Israelis, would attack again.

In terms of guarantees, “what the Iranians want to do in addition to some sort of internationally sanctioned document is they want to make sure that the pain that they inflict on the United States and on America’s regional allies are deep enough, that they are painful enough that the Americans and the Israelis will think twice next time when they want to attack Iran.”

Over the past several weeks, the Iranians along with the US and Israel have been willing to cross successive red lines.

They have attacked oil and energy installations and strikes in the Middle East have become increasingly accurate, Kamrava said. They have also caused “major damage in military bases in Saudi Arabia, so that is another source of leverage”, he added.

The global rights group says erosion of health, safety in Gaza ‘a deliberate act of war targeting women and girls’.

Palestinian women in the Gaza Strip have been “denied the conditions needed to live and to give life safely” by Israel amid its genocidal war on the enclave, according to Amnesty International, a global rights group.

Amnesty warned on Tuesday that women and girls in Gaza have been pushed “to the brink” as the Israeli war has spurred a series of hardships, from mass displacement to the destruction of the local healthcare system.

Pregnant women, as well as those who need treatment for cancer and other illnesses, have been particularly hard-hit by the lack of adequate health services in the territory, Amnesty said in a statement.

“This systematic erosion of their rights to health, safety, dignity and a future is not an unfortunate by-product of war; it is a deliberate act of war targeting women and girls,” the group said.

“It is also the foreseeable consequence of Israel’s calculated policies and practices of multiple mass displacement, deliberate restrictions on basic and essential items, as well as humanitarian relief, and two years of relentless bombardment that have devastated Gaza’s health system and decimated entire families.”

More than 72,000 Palestinians have been killed since Israel’s war on Gaza began in October 2023.

Israeli attacks have continued despite a US-brokered “ceasefire” that came into effect in October of last year, killing more than 600 people, according to the latest figures from the Palestinian Ministry of Health in Gaza.

Israel also continues to impede the steady flow of humanitarian aid deliveries to Gaza, where hundreds of thousands of people remain displaced across the Strip due to the Israeli bombardment.

Last week, the United Nations humanitarian office (OCHA) said the health sector in Gaza remains “under significant constraints” as a result of the restrictions on medical supplies and equipment, as well as fuel.

“Sexual and reproductive health services remain severely disrupted due to damaged infrastructure, shortages of essential medicines and supplies and limited referral capacity,” OCHA said, noting that as many as 180 women give birth daily in Gaza.

“Severe bed shortages mean women undergoing major procedures, including Caesarean sections, are often discharged within hours and return to overcrowded displacement settings, increasing risks of complications and infection,” the agency said.

Maternal, neonatal health problems

That was echoed by Amnesty, which said on Tuesday that medical workers in Gaza reported “an exponential increase in maternal and neonatal health conditions over the past 29 months” as a result of Israel’s genocide.

That includes pre-term births, low-weight babies and babies suffering from respiratory conditions, malnutrition of pregnant women, and postpartum depression, the rights group said.

“Displacement conditions have led to infectious diseases,” Dr Nasser Bulbol, a neonatologist at Al Helou Hospital hospital in Gaza City, told Amnesty, noting that there has been an increase in high-risk pregnancies due to conditions in the Strip.

“And most women come here under stress, trauma and uncertainty, having suffered multiple displacements, lost loved ones, unable to obtain the nutritious food they require.”

A 22-year-old Palestinian woman originally from the Jabalia refugee camp in northern Gaza said she weighed only 43 kilogrammes (94 pounds) when she gave birth to a son in mid-January.

“My baby was born with lung infection in both lungs; he spent several days in the intensive care unit and now is a bit better, but still cannot breathe properly on his own and is in an incubator,” said the woman, who is displaced and living in southern Gaza’s al-Mawasi area.

“I am afraid he will get sicker because I live in a tent by the sea, and it has been very cold, and there is no way to keep warm. I also have another baby aged 18 months, and he too has been sick from the cold,” she told the rights group.

Despite displacement, Gaza families strive to create joy this Ramadan, navigating grief, scarcity, and fragile peace.

At the Bureij refugee area in central Gaza, Maisoon al-Barbarawi welcomes the Islamic holy month of Ramadan in her tent.

Simple decorations hang from its worn ceiling, alongside colourful drawings on the fabric walls, prepared by camp residents to mark the arrival of the blessed month.

“We brought you decorations and a small lantern,” Maisoon tells her nine-year-old son, Hasan, smiling with an exhaustion tinged with joy at her ability to buy him a Ramadan lantern.

“My means are limited, but what matters is that the children feel happy,” Maisoon tells Al Jazeera, expressing cautious optimism about the month’s arrival.

“I wanted these decorations to be a way out of the atmosphere of grief and sadness that has accompanied us over the past two years during the war.”

Maisoon, known to everyone as Umm Mohammed, is 52 years old and a mother of two children.

“My older son is 15, and the younger is nine years. They are the most precious things I have.”

“Every day they are safe is a day worth gratitude and joy,” she says with pride mixed with fear, referring to the terror that has accompanied her throughout the war at the thought of losing them.

Like other Palestinians in Gaza, what distinguishes this Ramadan is the relative calm that has come with the current ceasefire, compared with the previous two years, when Israel’s genocidal war on Gaza, which has killed more than 70,000 Palestinians, was at its peak.

“The situation is not completely calm,” Maisoon explains. Everyone knows the war hasn’t truly stopped; shelling still happens from time to time. But compared to the height of the war, things are less intense.”

Maisoon participates in camp administration activities, helping prepare bread and arrange dates and water for distribution, minutes before the call to prayer on the first day of Ramadan.

“This is the third Ramadan we’ve spent in displacement. We lost our homes, our families, and many loved ones.”

“But here in the camp, we have neighbours and friends who share the same pain and suffering, and we all want to support one another socially.”

Maisoon lost her home in southeastern Gaza at the beginning of the war and was forced to flee with her husband, Hassouna, and their children, moving between camps before eventually settling in Bureij under what she describes as “very bad conditions”.

“We are trying to create life and joy out of nothing. Ramadan and Eid come and go, but our situation remains the same,” she says after a brief pause.

‘Wounded from within’

Maisoon’s words fluctuate between optimism and fear, but she insists that Ramadan is “a blessing”, despite everything around her.

On the first day of Ramadan, she had not yet decided what she would cook for her family, as her limited means would only allow for a modest meal.

But she had already prepared her prayers and wishes before breaking her fast.

“I will pray that the war never returns. That is my daily prayer: that things calm down completely and that the army withdraw from our land,” she says, pointing to bullet holes in her tent caused by gunfire from an Israeli quadcopter drone days earlier.

Fear of the war’s return during Ramadan is not unique to Maisoon, but is shared by many across the Gaza Strip, who worry about a renewed escalation, similar to last year when fighting resumed on March 19, 2025, coinciding with the second week of Ramadan.

That renewed war was accompanied by the closure of crossings and a ban on food aid entering the enclave, triggering a severe food crisis and humanitarian famine that lasted until last September.

“People these days keep talking about stocking up. They tell us: store flour, store food… the war is coming back,” Maisoun says anxiously.

“Last Ramadan was famine and war at the same time. I spent all my money during the previous famine.”

“My little son used to pray for death because he craved food. Can you imagine?”

Bitter memories

Gaza enters this year’s Ramadan under a “ceasefire” that began on October 10, 2025.

That truce remains fragile, but reports from the World Food Programme (WFP) and the UN Office for the Coordination of Humanitarian Affairs (OCHA) indicate a relative improvement in the availability of certain food items, compared with periods of severe escalation and closures.

Commercial activity has partially resumed, and aid has entered at a steadier pace, though the flow remains inconsistent and subject to restrictions and logistical obstacles.

Despite a broader range of goods appearing in markets, prices remain high, and purchasing power is severely weakened, with large segments of the population still reliant on humanitarian assistance to meet basic needs.

Many Palestinians in Gaza continue to rely on aid organisations to eat.

Hanan al-Attar is one of them. She received a food parcel from a relief organisation on the first day of Ramadan.

Opening the package with a broad smile, she celebrates its contents while her grandchildren gather around her.

“This is fava beans, halva, dates, tahini, oil, lentils, beans, spreadable cheese, mortadella, mashallah, an excellent parcel,” Hanan tells her daughter standing nearby.

“This will be perfect for tomorrow’s suhoor,” she says, referring to the predawn meal before Muslims begin fasting for the day.

Hanan, 55, is a mother of eight who fled to Deir el-Balah a year ago from Beit Lahiya in northern Gaza, one of the hardest-hit places by Israel during the war.

She tells Al Jazeera that she will have to depend on whatever aid arrives to sustain her during Ramadan, due to her difficult economic situation.

“Today, thank God, we received assistance. This will ease my worry about what we will break our fast with,” says Hanan, who shares a tent with 15 family members, including children and grandchildren.

Smiling, she admits she secretly set aside a small amount of money to prepare a tray of potatoes with minced meat and rice for the first iftar.

“I saved a small amount to buy a kilo of meat tomorrow. Fasting requires protein,” she says in a low voice, noting that preparing a meal now depends entirely on what is available that same day, as storage conditions are nearly nonexistent.

“As you can see, there is no electricity, no infrastructure, no refrigerators to store vegetables or meat if we buy them.”

“We purchase what we need day by day so the food does not spoil.”

Yet the other side of Ramadan for Hanan is measured not by preparation but by those absent from the table.

Tears fill her eyes as she mentions her two sons in their late twenties who were killed in a strike last year, one leaving behind a daughter not yet two years old.

“This is the first Ramadan after the martyrdom of my sons Abdullah and Mohammed,” she says through tears.

“You feel the emptiness. It’s hard. When the family gathers and members are missing, you feel deep pain.”

Cooking in the tent: Fire, wind, and plastic

Still, Hanan’s sorrow is briefly interrupted by the practicalities of preparing the cooking space.

“Unfortunately, Ramadan hasn’t changed our reality. We’ve been cooking over open fire for two years. The wind blows out the flame, and my son tries to shield it with plastic.”

She relies on firewood due to prolonged shortages of cooking gas.

“I managed to fill an eight-kilo gas cylinder two months ago and refused to use it until Ramadan,” she says, pulling out the hidden cylinder.

“Gas is like treasure for us. I planned to save it for suhoor or something quick. It would be difficult to light a fire at dawn.”

“In the end, everything passes. What matters is that we remain together in health and safety, and that we do not live through famine or war again,” she adds, her voice shifting to prayers for peace.

The memory of famine further deepens her anxiety.

She repeats the word “difficult” as she recalls the months when prices soared and food disappeared after last Ramadan.

She describes grinding lentils to replace flour and mixing them with pasta or rice to feed as many family members as possible.

To make the bread stretch, she cut it into smaller portions.

“I make it smaller, so it’s enough for everyone.”

And yet, her final wish, repeated like a prayer, echoes what many in Gaza seek this Ramadan: nothing more than “goodness and peace”, and a return home from displacement.

“May this Ramadan be one of goodness and peace for everyone… and may we return to our homes and our land.”
