Les armes se sont tues vendredi à Gaza et en Israël, quelques heures après l’entrée en vigueur d’un cessez-le-feu. Le Premier ministre israélien a parlé d’un « succès exceptionnel » contre le Hamas alors que le mouvement palestinien a évoqué « l’euphorie de la victoire ».

L’opération israélienne contre le mouvement islamiste palestinien avait été lancée après des échauffourées à Jérusalem il y a onze jours, puis des tirs de roquettes du Hamas.

« Nous avons atteint les objectifs », a affirmé le Premier ministre israélien Benjamin Netanyahu, en commentant l’offensive militaire israélienne contre le territoire palestinien pauvre et exigu de Gaza contrôlé par le Hamas depuis 2007 et où vivent quelque deux millions de Palestiniens.

A l’annonce du cessez-le-feu, des milliers de Palestiniens ont célébré dans la nuit à Gaza la fin des bombardements israéliens, de même qu’en Cisjordanie et à Jérusalem-Est occupées. « C’est l’euphorie de la victoire », a lancé devant les manifestants Khalil al-Hayya, un ténor du Hamas dans l’enclave soumise à un blocus israélien depuis près de 15 ans.

La trêve est entrée en vigueur à 02h00 locales, à la suite d’efforts intenses des Etats-Unis et de l’Egypte principalement. Joe Biden a estimé qu’elle était « une vraie opportunité » d’avancer vers la paix, et exprimé sa « sincère reconnaissance » à l’Egypte, qui a conclu de précédents accords de trêve avec les deux protagonistes.

Deux délégations égyptiennes doivent être envoyées en Israël et dans les Territoires palestiniens « pour surveiller » le respect du cessez-le-feu, selon des sources diplomatiques égyptiennes. Et le chef de la diplomatie Antony Blinken doit se rendre au Moyen-Orient « dans les prochains jours ».

La communauté internationale, appelant à une solution « durable » au conflit, s’est globalement réjouie vendredi du cessez-le-feu entré en vigueur dans la nuit.

DFAE: il faut régler les « causes profondes »

La Suisse a également salué le cessez-le-feu, mais appelé les parties à « se pencher sérieusement sur les causes profondes du conflit ». « Il est temps de mettre un terme à ces cycles de violence dont les populations civiles palestiniennes et israéliennes n’ont que trop souffert », a affirmé le Département fédéral des affaires étrangères (DFAE) dans un communiqué.

The United States has provided Israel with the military means and diplomatic cover it needs to defeat Hamas in Gaza, while devastating the livelihood of more than two million Palestinians, in what qualify as war crimes.

The Biden administration has covered for Israel at the United Nations and lied about it. Its denial of having obstructed a mere statement by the UN Security Council (UNSC) calling for a ceasefire, makes it look foolish, disingenuous and weak.

Washington has stood alone among the members of the council in its opposition to consensus on a ceasefire, not once, not twice, but three times in the past few days.

The White House spokesperson insisted that the US is pursuing an “effective” approach of “quiet, intensive, diplomacy”, but as it turns out, President Joe Biden has been merely buying Israel time to get on with “finishing the job”.

According to a New York Times report, the US president told Israeli Prime Minister Benjamin Netanyahu that he might not be able to deter growing international and domestic pressure for much longer, with the mounting death and destruction caused by days of pounding Gaza.

When Biden finally asked Netanyahu to start winding down the war, the arrogant Israeli premier rebuffed him, insisting instead on taking his time to realise his objectives in the war, come what may.

Israel has concluded from the previous three Gaza offensives that it could no longer accept a “strategic tie” with Hamas; that its military victory must be quick, real and resounding; that Palestinians and other regional nemeses must learn that they cannot achieve by force what they failed to achieve through diplomacy; and that Israel will do what it must to win, regardless of how long or how much the world whines.

On that basis, Israel is making an example of Gaza, sadistically destroying its administrative, municipal and economic infrastructure, including electricity, water and sewerage systems, setting it back years if not decades.

The images from Gaza speak louder than words.

Netanyahu is making Gaza suffer in a cynical ploy to satisfy his vengeful ultra-nationalist base and continue to maintain his grip on power.

If he loses his premiership, he is likely to end up in jail, like his predecessor Ehud Olmert, on any one of the three serious charges he now faces in court – fraud, breach of trust and accepting bribes.

Netanyahu was in dire straits only days before his fascist allies began to run amok in occupied East Jerusalem, terrorising its residents. He had failed yet again to form a coalition government and was finally forced to stand trial after repeated postponements.

But, lo and behold, as soon as the escalation got under way, his opponents failed to form a government, and as the escalation worsened, his chances to remain in office improved dramatically, with smaller right-wing parties like Yamina rallying behind him.

One has to wonder if any of this is in the US national interest.

The short answer is no, none of it. Nada. Zilch.

Indeed, the ensuing grave humanitarian crisis and the deepening hatred for Israel and its enablers in the region and beyond is damaging to US credibility and national interest.

This is especially true when the Biden administration claims to put human rights at the centre of its foreign policy, while its spoiled brat of a client takes advantage of its sympathy and support to commit war crimes.

Even the much-touted war on the Islamist movement, Hamas, is not in the US best interest, not when it destabilises the region, and not when the alternative is a negotiated settlement that could achieve peace and security – peace for Israel and security for the Palestinians – based on freedom and justice.https://094ee0c6b645bae036b07b696e17dc16.safeframe.googlesyndication.com/safeframe/1-0-38/html/container.html

Unlike other pan-Islamic groups that threatened the US and Western security, Hamas is a national liberation movement with religious undertones, and like countless liberation movements, it uses force to achieve its objectives.

Like it or hate it, Hamas has consistently limited the scope of its activities and objectives to freeing Palestine from Israeli colonialism, and it has long entrusted the negotiations to the Palestine Liberation Organization.

For its part, Washington has negotiated an agreement with the Islamist Taliban, which it has also long accused of terrorism and which proved far more radical and less compromising than Hamas, in order to bring peace to Afghanistan.

All of which begs the question: Why is the Biden administration doing Netanyahu’s dirty bidding, instead of helping to reach a similar agreement in Palestine?

Netanyahu’s answer is simple: “America is a thing you can move very easily, move it in the right direction.” This is what he said in 2001, while assuring Israeli settlers that Israel could destroy the Palestinian Authority and continue with illegal settlement building, regardless of the US position.

With the Democrats’ razor-thin majority in the Senate, Biden cannot afford to alienate a single pro-Israel Democrat if he is to pass his ambitious legislative agenda, not when the Republicans are blindly following Netanyahu.

Israel could also count on the overwhelming backing it enjoys in Congress and in the US in general, which is so substantial that Netanyahu aptly called it, “absurd”. Paradoxically, the two senators leading the effort for an immediate ceasefire, Bernie Sanders and Jon Ossoff, are Jewish.

More disturbingly, Netanyahu’s views reflect a general “disdain” among Israelis for Americans, whom they reckon are “inherently dupable people”, according to a report in the Jewish American publication, The Forward.

Over the years, the US has provided Israel with close to $150bn in direct assistance only, and in return they are rewarded with insult, for Israelis basically think the Americans, who long showered them with money and weapons, are suckers.

But then, these are the same Israelis who willingly made an infamous, cheating, deceiving, liar their country’s longest serving prime minister, heading not one, not two, but five governments – and counting.

It is no coincidence that, after engaging five US administrations over a quarter of a century, Netanyahu behaves so arrogantly towards US leaders. Not only has he gotten away with almost anything, even things contrary to US interests, he has also been rewarded for it.

Netanyahu called US President Bill Clinton “radically pro Palestinian”, even though the US president helped improve Israel’s regional and international standing in the 1990s, when foreign investment skyrocketed, the economy prospered, and trade increased while illegal settlement expanded.

Netanyahu’s chutzpah is best illustrated by his humiliation of US President Barack Obama, lecturing him on the Middle East, denouncing him on the Iran deal and his opposition to settlements, and snubbing him in his talk directly to the Congress.

And Obama’s defeatism is best illustrated by his absurd rush in the last months of his presidency to reward Netanyahu with a $38bn military aid package.

Such military assistance may have been justifiable during the Cold War, but today rich Israel is no longer a strategic asset; it is a strategic liability for the US. Israel may have served US strategy in the past, but that strategy proved bad for the US and the Middle East.

At any rate, if that was not weird enough, Netanyahu stalled, insisting on $45bn, before finally signing on it. Wait, there is more.

Shortly after signing the deal, Netanyahu lashed out at the Obama-Biden administration for abstaining during a UNSC vote on Israel’s illegal settlements that Washington long opposed, calling it a “shameful anti-Israeli ploy”.

And then came Donald Trump, the gift that kept on giving concession after concession to Netanyahu. Among others, Trump recognised Israeli annexation of Jerusalem and the Syrian Golan Heights, as well as hundreds of illegal settlements in the occupied Palestinian territories.

It was no coincidence that Netanyahu made clear his support for Trump during the elections, but after becoming president, Biden resumed the relationship with the ungrateful premier, as if nothing had happened and even provided him with the diplomatic cover to fight his ugly war.

As Netanyahu plunged Palestine into another dark and tragic chapter of violence, and rejected Biden’s appeals to de-escalate the violence in order to reach a ceasefire, the Biden administration is rewarding him with a $735m arms sale that includes precision-guided weapons.

Expect Netanyahu to ask for more in return for de-escalation, including more money and arms, and an invitation to Washington before Israel’s fifth elections in two years.

Addressing the General Assembly, Antonio Guterres appealed to all sides to put down their arms and promised to launch an aid appeal for funding.

The fighting in the Middle East must stop immediately, United Nations Secretary-General Antonio Guterres said at a UN General Assembly meeting on Thursday, as he urged Israel and the Palestinians to call an immediate ceasefire and pledged to launch a full humanitarian appeal for funding.

“The past ten days have witnessed a dangerous and horrific surge in deadly violence in the occupied Palestinian territory, particularly Gaza, and in Israel,” Guterres told the meeting called by the Organisation of Islamic Cooperation and the Arab Group.

“I am deeply shocked by the continued air and artillery bombardment by the Israeli defence forces in Gaza,” the UN chief added.

“Horrified” by reports that nine members of one family were killed in al-Shati refugee camp, Guterres also emphasised: “If there is a hell on earth, it is the lives of children in Gaza.”

He said he was also extremely concerned about the destruction of media offices and the killing of a journalist in Gaza, stressing that journalists have a right to conduct their work.

According to the UN, the bombing has claimed the lives of 208 Palestinians, including 60 children, and injured thousands more. The firing of rockets by Hamas towards Israel has resulted in 12 fatalities including two children, and hundreds of injuries.

The hostilities have caused serious damage to critical infrastructure in Gaza, including roads and electricity lines, Guterres said. Crossings have been closed and power shortages are affecting water supplies. Hundreds of homes have been destroyed. Air strikes have also damaged several hospitals, which were already overburdened by the coronavirus pandemic.

Over 50,000 Palestinians in Gaza have fled their homes and many are seeking shelter at schools run by the United Nations Relief Works Agency for Palestine Refugees in the Near East (UNRWA), where access to water and food is limited, Guterres said.

Aid agencies must be able to carry out their mission, he continued, noting that the UN’s Central Emergency Response Fund and Humanitarian Coordinator plan to send $14m for the occupied Palestinian territories.

“Access for humanitarian goods is paramount. Attacks by militant groups on areas surrounding crossing points are unacceptable,” the UN chief stressed.

Guterres called on Israel to allow unhindered access for humanitarian aid – including food, fuel and medical supplies – into Gaza. He also expressed concern for the rockets fired from Gaza, which have reached as far as Tel Aviv and its suburbs and Ben Gurion Airport and have claimed civilian lives.

“There is no justification, including counterterrorism or self-defence, for the abdication by the parties to the conflict of their obligations under international humanitarian law,” Guterres added.

He urged Israeli authorities to abide by the laws governing armed conflict, including the proportionate use of force and called on them to exercise maximum restraint in their military operations.

He further urged Hamas and other armed groups to stop the indiscriminate launching of rockets and mortars from highly populated civilian neighbourhoods into civilian population centres in Israel, in clear violation of international humanitarian law. Densely populated civilian areas must not be used for military purposes, Guterres stressed.

The UN chief expressed deep concern over the continuation of violent clashes between Israeli security forces and Palestinians across the occupied West Bank, including East Jerusalem, and urged Israel to cease demolitions and evictions in the occupied Palestinian territory.

Guterres said he is working with Egypt, Jordan and Qatar to encourage all sides to halt the violence and is also engaging with all parties to the conflict, including Hamas, to secure an end to hostilities.

The United Nations supports a two-state solution on the basis of the 1967 lines, with Jerusalem as capital of both Israel and Palestine.

Les forces israéliennes ont fait preuve d’un mépris choquant à l’égard des vies civiles palestiniennes en menant une série de raids aériens contre des habitations, tuant parfois des familles entières, dont des enfants, et provoquant des destructions injustifiées de biens à caractère civil, lors d’attaques qui pourraient s’apparenter à des crimes de guerre ou à des crimes contre l’humanité, a déclaré Amnesty International lundi 17 mai 2021.

L’organisation a recueilli des informations sur quatre attaques meurtrières lancées sans avertissement par Israël contre des habitations, et appelle la Cour pénale internationale (CPI) à enquêter de toute urgence sur ces attaques. Le bilan continue de s’alourdir dans la bande de Gaza, où au moins 198 Palestinien·ne·s, dont 58 enfants, ont été tués et plus de 1 220 autres blessés. En Israël, 10 personnes, dont deux enfants, ont été tuées et au moins 27 autres blessées par des attaques palestiniennes.

« Nous constatons avec horreur qu’Israël lance de plus en plus systématiquement des attaques aériennes contre des immeubles et des maisons d’habitation de la bande de Gaza. Dans certains cas, des familles entières ont été ensevelies sous les décombres de leur logement. Dans les exemples décrits ci-dessous, rien n’a été fait pour prévenir les civil·e·s avant l’attaque afin qu’ils puissent se sauver. Or, en vertu du droit international humanitaire, toutes les parties doivent faire la distinction entre les cibles militaires et les biens de caractère civil, et ne diriger leurs attaques que sur des objectifs militaires. Lorsqu’elles mènent des attaques, elles doivent prendre toutes les précautions possibles pour limiter au minimum les dommages civils », a déclaré Saleh Higazi, directeur adjoint pour le Moyen-Orient et l’Afrique du Nord à Amnesty International.

« Même si l’armée israélienne n’a fourni aucune explication sur les cibles militaires qu’elle visait dans ces attaques, il est difficile d’imaginer comment des bombardements d’habitations remplies de familles civiles, menés sans avertissement préalable, pourraient être considérés comme des attaques proportionnées aux termes du droit international humanitaire. Quand on utilise dans des zones habitées des armes explosives puissantes, comme des bombes larguées depuis des avions, dont l’explosion se propage sur un rayon de plusieurs centaines de mètres, on ne peut ignorer qu’elles feront de nombreuses victimes civiles.

« En procédant de façon éhontée et sans avertissement à ces attaques meurtrières contre des habitations, Israël a témoigné d’un mépris impitoyable pour la vie des civil·e·s palestiniens, qui souffrent déjà de la sanction collective que constitue le blocus israélien imposé à Gaza depuis 2007. »

L’armée israélienne affirme qu’elle n’attaque que des cibles militaires et justifie à ce titre ses frappes contre des habitations. Cependant, des personnes vivant sur place ont indiqué à Amnesty International qu’aucun combattant ni objectif militaire ne se trouvait dans les parages au moment des attaques en question.

« Les attaques délibérées contre des personnes, des biens et des infrastructures civils sont des crimes de guerre, de même que les attaques menées de façon disproportionnée. La CPI a une enquête en cours sur la situation en Palestine et doit mener de toute urgence des investigations sur ces attaques susceptibles de constituer des crimes de guerre. Les États doivent aussi envisager d’exercer leur compétence universelle à l’égard des responsables de crimes de guerre. L’impunité ne fait qu’alimenter la pratique systématique des attaques illégales donnant lieu à un bain de sang parmi la population civile, que nous avons dénoncée à maintes reprises lors de précédentes offensives militaires israéliennes contre Gaza », a déclaré Saleh Higazi.

Le Centre Al Mezan pour les droits humains, une organisation de défense des droits humains basée à Gaza, indique qu’au moins 152 habitations ont été détruites à Gaza depuis le 11 mai 2021. Selon le ministère palestinien des Travaux publics et du Logement à Gaza, les frappes israéliennes ont détruit 94 bâtiments, comprenant 461 logements et locaux commerciaux, tandis que 285 autres logements ont été gravement endommagés et rendus inhabitables.

D’après le Bureau de la coordination des affaires humanitaires des Nations unies (OCHA), plus de 2 500 personnes se sont retrouvées sans domicile à la suite de la destruction de leur logement et plus de 38 000 personnes ont été déplacées à l’intérieur de la bande de Gaza et ont trouvé refuge dans 48 écoles gérées par l’Office de secours et de travaux des Nations unies pour les réfugiés de Palestine dans le Proche-Orient (UNRWA).

Des tirs de roquettes effectués sans discernement par des groupes armés palestiniens vers des zones civiles israéliennes ont aussi fait des morts et des blessés parmi la population civile et endommagé des habitations et d’autres biens de caractère civil. Les roquettes tirées depuis Gaza vers Israël sont peu précises et leur utilisation viole le droit international humanitaire, qui interdit l’usage d’armes qui, de par leur conception, frappent sans discrimination. La CPI doit aussi mener une enquête pour crimes de guerre à propos de ces attaques.

Amnesty International a déjà publié par le passé des informations prouvant que l’armée israélienne menait une politique délibérée consistant à prendre pour cible des habitations civiles pendant le conflit de 2014.

Des attaques dévastatrices contre des habitations

Le 16 mai entre une heure et deux heures du matin, durant l’un des épisodes les plus intenses de bombardement depuis le début des affrontements, Israël a mené des frappes aériennes contre des habitations et des rues de la ville de Gaza. Ces attaques ont totalement détruit deux petits immeubles d’habitation appartenant aux familles Abu Al Ouf et Al Kolaq, faisant 30 morts, dont 11 enfants.

Les locaux du ministère du Travail de Gaza ont aussi été détruits dans ces attaques, qui ont par ailleurs bloqué la rue Al Wehda, l’une des principales routes d’accès à l’hôpital central de Gaza, Al Shifa.

Les familles qui vivaient dans le bâtiment de quatre étages appartenant à la famille Al Ouf, composé d’appartements et de boutiques, n’ont reçu aucune mise en garde préalable. Elles ont été ensevelies sous les décombres lors de l’attaque.

Ce mardi, les Palestiniens de Cisjordanie occupée, de Jérusalem, de Gaza et des villes situées à l’intérieur des frontières d’Israël lancent un mouvement inédit de grève générale pour protester contre les bombardements israéliens sur Gaza.

Cet appel à la grève générale de tous les Palestiniens est une action inédite. Car si on a déjà vu des grèves de la part des Palestiniens des Territoires occupés, dans les frontières d’Israël, une telle grève n’est pas courante et perturbera le quotidien en faisant pression sur les Israéliens.

Ce mouvement ne vient ni des partis politiques ni d’une quelconque organisation. Dans un communiqué, on peut lire qu’il s’agit d’une initiative de « la jeunesse palestinienne ». Elle a pour but de protester contre les bombardements de l’aviation israélienne sur Gaza, contre les expulsions forcées des familles de Sheikh Jarrah et contre les attaques de colons.

L’idée d’une grève unifiée constitue un levier pour une action nationale palestinienne conjointe. L’initiative a été bien accueillie par les partis et factions politiques palestiniennes. Elles ont publié des déclarations confirmant leur engagement. Un soutien jugé essentiel, surtout au moment, où, dans les rues, à Jérusalem comme en Cisjordanie, de nombreuses voix s’élèvent contre l’Autorité palestinienne.

Le pays connaît des manifestations sans précédent depuis le verdict du Tribunal constitutionnel, qui a proscrit jeudi dernier l’Interruption volontaire de grossesse (IVG) en cas de malformation grave du fœtus, la jugeant « incompatible » avec la Constitution.

Eclairs rouges symboles de la révolte

Et alors que de nombreuses nouvelles manifestations étaient prévues mercredi partout dans le pays, l’appel à la grève générale a été marqué notamment par des boutiques fermées affichant des éclairs rouges aux vitrines, symbole de la révolte des Polonaises.

Les maires de plusieurs grandes villes, dont Varsovie, ont apporté leur soutien aux grévistes en assurant qu’il y aurait un service minimum dans toutes les administrations.

A Cracovie, les employées d’un hôpital se sont arrêtées de travailler pendant une minute symbolique en début de matinée.

Appel à « défendre les églises »

Le week-end dernier, la révolte avait pris une nouvelle tournure avec des attaques physiques de manifestants contre des églises. Mardi soir, le vice-Premier ministre en charge de la Sécurité et président du parti ultra-conservateur Droit et Justice Jaroslaw Kaczynski a dénoncé mardi des « tentatives de détruire » son pays et appelé ses partisans à « défendre les églises » contre les manifestants favorables à l’avortement.

Quelques heures plus tôt, le Premier ministre Mateusz Morawiecki avait apporté son soutien à la décision de justice synonyme d’interdiction quasi-totale des interruptions volontaires de grossesse (IVG). Il avait en outre exhorté à mettre fin à « la barbarie » des manifestations de colère contre ce jugement.

Le mouvement La grève nationale des femmes, suivi sur Facebook par près de 400’000 personnes, réclame désormais la démission du gouvernement.
