War powers legislation talks reignite as Democrats push back on Trump’s justification for ‘preemptive’ strikes on Iran.

As the US and Israeli militaries expand their strikes on Iran, the administration of US President Donald Trump has alternated its justification for the war between preventing immediate attacks and countering the long-term existential threat of a nuclear Tehran.

This was on full display on Monday, with Trump and Pentagon chief Pete Hegseth appearing to make the case that the culmination of Iran’s regional policies in the 47 years since the Islamic revolution, coupled with the future of its ballistic and nuclear programmes, represented an immediate threat to the US.

US Secretary of State Marco Rubio, meanwhile, argued that Washington’s close ally Israel was planning to attack Iran. In which event, the administration expected Iran to strike US assets, therefore justifying launching a preemptive attack, he said.

To date, the administration has offered little clear evidence to support any of its claims, according to advocates and analysts, as well as Democratic lawmakers who have recently attended classified briefings.

“The reality is, they’ve put forth very little evidence, and that’s a huge problem,” Emma Belcher, the president of Ploughshares, a group that advocates for denuclearisation, told Al Jazeera.

“It says, one: They don’t think they need to [make the case] for the war; that they won’t necessarily be held to account for it,” Belcher said. “But it also says to me that the evidence quite possibly isn’t there, and that they want to avoid particular scrutiny.”

Republicans have largely coalesced around the administration’s messaging, even as Democrats have pledged to force votes on war powers legislation to assert constitutional authority over the president’s military action.

Still, the administration remains in a tenuous political position as Trump’s Republican Party stares down midterm elections in November. Early public polling indicates little outright support from the US public, even as Trump’s Make America Great Again (MAGA) base has been staid in its response.

But the more days that pass, and the more US service members are killed, the more likely that Trump will be confronted with the contradictions to his past anti-interventionist promises.

“The longer it goes on and the more costly it is in terms of lives… the more the lack of evidence becomes an albatross around the neck of the administration – one that it will have to account for come November,” according to Benjamin Radd, a senior fellow at the UCLA Burkle Center’s international relations department.

A kaleidoscope of claims

Speaking from the White House on Monday, Trump praised the “obliteration of Iran’s nuclear programme” in US strikes last June. But moments later, he claimed that efforts to rebuild that programme, coupled with Iran’s ballistic missile programme, represented a menace to the US.

“An Iranian regime armed with long-range missiles and nuclear weapons would be an intolerable threat to the Middle East, but also to the American people,” Trump said. “Our country itself would be under threat, and it was very nearly under threat.”

Trump also said that, if not for US and Israeli attacks, Iran “would soon have had missiles capable of reaching our beautiful America”.

Daryl Kimball, the executive director of the Washington, DC-based Arms Control Association (ACA) said any claims of immediate or middle-term threats posed by Iran in terms of their ballistic and nuclear power are not supported by available evidence.

That is significant, as such “imminent threats” are required for a president justify attacks on foreign countries under both US domestic law and international law, save for approval from Congress.

Israeli Prime Minister Benjamin Netanyahu claimed there were “growing signs” that Khamenei was killed in the joint US-Israeli strikes, which were launched early on Saturday.

The Reuters news agency, citing an unnamed senior Israeli official, reported that Khamenei’s body has ⁠been located.

But Iran’s Tasnim and Mehr news agencies reported Khamenei remained “steadfast and firm in commanding the field”.

In what appeared to be a response to the claims, the head of public relations at Khamenei’s office accused the country’s enemies of “mental warfare”.

“The enemy is resorting to mental warfare, all should be aware,” the public relations official was quoted as saying by Iranian state media.

Reporting from Tehran, Al Jazeera’s Tohid Asadi said there has so far been no official confirmation from Tehran.

He noted that Iranian Foreign Minister Abbas Araghchi told NBC News earlier that “as far as I know” Iran’s Supreme Leader, as well as other top Iranian officials remained in good health.

Saturday’s strikes on Iran targeted 24 provinces, killing at least 201 people, according to Iranian media reports, citing the Red Crescent.

Netanyahu said in his address that many “senior figures” had been “eliminated” in the wave of military strikes targeting senior leaders as Trump called for the government to be toppled.

Israel, he said, had killed “commanders in the Revolutionary Guards and senior officials in the nuclear programme”. “And we will continue,” he said.

Le président américain Donald Trump a annoncé samedi que les Etats-Unis ont lancé des « opérations de combat majeures » contre l’Iran. Des frappes sont menées dans le cadre d’une opération conjointe avec Israël, ont rapporté des médias américains.

L’armée israélienne dit avoir détecté des tirs de missiles d’Iran vers Israël. Selon le ministère de la Défense israélien, « une attaque de missiles et de drones contre l’Etat d’Israël et sa population civile est attendue dans un avenir immédiat », et un « état d’urgence spécial et immédiat » est instauré dans tout le pays.

Plus tôt dans la journée, le ministère de la Défense israélien a déclaré avoir lancé une « frappe préventive » sur l’Iran alors que les sirènes d’alerte retentissent à Jérusalem et que les habitants du pays sont prévenus sur leurs téléphones d’une « alerte extrêmement grave ».

Deux fortes détonations ont été entendues samedi matin à Téhéran par des journalistes de l’AFP, quelque temps après que deux panaches d’une épaisse fumée ont commencé à s’élever dans le centre et l’est de la capitale iranienne. US President Donald Trump said « nothing definitive » was agreed but that he had « insisted » talks with Iran continue during a meeting with Israeli Prime Minister Benjamin Netanyahu on Wednesday.

The two leaders met at the White House as tensions continue to rise across the Middle East and negotiations intensify over curbing Iran’s nuclear weapons programme.

Netanyahu was expected to press Trump to pursue a deal that would not only halt Iran’s uranium enrichment, but cut its ballistic missile programme and support for proxy groups like Hamas and Hezbollah.

Iran has suggested it is ready to limit its nuclear programme in return for sanctions relief, but has rejected the other demands.

Ahead of the White House meeting, Iranian President Masoud Pezeshkian warned his country would « not yield to their excessive demands ».

Netanyahu’s visit marks his sixth trip to the US since Trump’s return to office – more than any other world leader. The Israeli Prime Minister was brought in through a side entrance for the closed-door meeting on Wednesday.

In a post on Truth Social afterwards, Trump said the meeting between the leaders had been « very good ».

« There was nothing definitive reached other than I insisted that negotiations with Iran continue to see whether or not a deal can be consummated, » he said.

He added a deal was his « preference » but if one could not be reached « we will just have to see what the outcome will be ».

Netanyahu’s office said the leaders had discussed « the security needs of the State of Israel in the context of the negotiations » and agreed to continue their « close coordination and relationship ».

A close Trump ally, Netanyahu has long argued that Iran represents an existential security threat to Israel and has pushed the US to curb Tehran’s influence in the region.

« The prime minister believes that any negotiations must include limiting ballistic missiles and ending support for the Iranian axis, » Netanyahu’s office said in a statement ahead of his trip.

After arriving in Washington on Tuesday, Netanyahu met Trump’s special envoy Steve Witkoff and son-in-law Jared Kushner. The pair « provided an update on the first round of negotiations they held with Iran last Friday », according to the prime minister’s office.

Netanyahu’s visit comes as the US increases its military presence in the Middle East, with Trump warning Tehran of strikes if it fails to reach a deal on its nuclear programme and to stop killing protesters.

On Tuesday, the president said that he was « thinking » about sending a second aircraft carrier strike group to the Middle East.

The USS Abraham Lincoln carrier strike group was sent to the region last month after Trump threatened to strike Iran to stop a government crackdown on mass protests in which thousands of people were killed.

« We have an armada that is heading there and another one might be going, » Trump said in an interview with Axios. He said Iran « wants to make a deal very badly », adding that a diplomatic solution remained possible.

Trump told Fox Business that a good deal would mean « no nuclear weapons, no missiles ».

In a speech at a rally in Tehran on Wednesday marking the 47th anniversary of Iran’s Islamic revolution, Pezeshkian said: « Our Iran will not yield in the face of aggression, but we are continuing dialogue with all our strength with neighbouring countries in order to establish peace and tranquillity in the region. »

The Iranian president also reiterated that his country was « not seeking to acquire nuclear weapons ». « We have stated this repeatedly and are ready for any verification, » he added.

Israeli officials have also said their country reserves the right to take military action against Iran if it does not reach a nuclear agreement with the US.

Netanyahu is under pressure from far-right allies in his government to use his ties to Trump to push for a wide-ranging US-Iran deal that meets the Israeli government’s security concerns, experts say.

« Israel is concerned that in the haste to get a deal with Iran, the president might embrace a deal that doesn’t address Iran’s missile programme or support for proxy groups, or that allows it to have some remnant of its nuclear programme, » said Daniel Byman, a professor at Georgetown University’s School of Foreign Service.

« One worry Israel and other allies have about the US under Trump is that he wants a deal more than he wants a particular outcome, » added Byman.

Analysts say Iran’s leaders are in a weaker position now after the mass protests and a 12-day air campaign by the US and Israel last year, during which Iranian nuclear and military sites were bombed.

« The Iranian regime today is really vulnerable, » said Mohammed Hafez, a professor at the Naval Postgraduate School and expert on Middle Eastern politics. « The US and Israel feel they hold all the cards, Iran is on its back foot, and they can make these maximalist demands. »

Leurs méthodes jugées brutales, ainsi que la mort de Renee Good et Alex Pretti, deux manifestants qui s’opposaient à leur présence, tués par balles par des agents fédéraux à Minneapolis, ont provoqué une vive émotion dans le pays.

Donald Trump a annoncé une « petite désescalade » à Minneapolis après l’arrivée mardi de son conseiller dépêché pour désamorcer les tensions autour de l’opération anti-immigration ayant conduit à la mort de deux manifestants. Tous deux ont été tués par balles par des agents fédéraux.

« Ce n’est pas un retrait, c’est un petit changement », a toutefois averti le président américain dans une interview sur Fox News. Son envoyé Tom Homan a pris mardi le relais du chef de la police aux frontières Greg Bovino, qui devait quitter Minneapolis avec une partie des 3000 agents fédéraux déployés depuis plusieurs semaines.

Principal responsable de la politique d’expulsions massives de migrants voulue par Donald Trump, Tom Homan, considéré comme moins agressif dans sa communication, a échangé mardi avec les deux grandes figures démocrates de l’Etat, le gouverneur Tim Walz et le maire de Minneapolis, Jacob Frey.

D’après des communiqués de leurs équipes, les deux dirigeants démocrates ont répété vouloir voir partir les agents fédéraux et obtenir des enquêtes « impartiales » sur les évènements impliquant ces policiers. Ces échanges vont se poursuivre, ont-ils indiqué.

Concernant Alex Pretti, infirmier de 37 ans abattu par des agents fédéraux lors d’une manifestation samedi, le président américain a dit vouloir « une enquête honorable et très honnête » et s’est engagé à « surveiller ça de près ».

Donald Trump a jugé ce décès « très triste » et a refusé de qualifier la victime d' »assassin », contrairement à son conseiller Stephen Miller. Ce dernier a toutefois changé de ton. Il a déclaré mardi que la mort d’Alex Pretti pouvait résulter d’un manquement au « protocole » des agents fédéraux qui l’ont tué. Stephen Miller avait pourtant très vite pris la défense des membres de la police aux frontières qui ont abattu le trentenaire, en le traitant d' »assassin en puissance. »

The trade deal between India and the European Union is as much about geopolitics as it’s about intercontinental business relations.

The EU is already India’s largest partner with trade in goods reaching $142.3bn (£104.07bn) in 2024, amounting to 11.5% of the South Asian nation’s total trade. India is the EU’s ninth largest trading partner.

These are impressive numbers and reflect strong relations. And yet, trade talks were stuck for two decades.

That raises the question: what’s changed now? The answer lies in the fast-evolving geopolitical landscape and the unpredictability of the US administration under President Donald Trump.

The US leader has used tariffs as a bargaining chip in some negotiations but he has often used them to punish countries, including partners, which don’t agree with his worldview.

The US has imposed 50% tariffs on Indian goods, which include a 25% penalty for Delhi’s refusal to stop buying oil from Russia.

Some EU countries recently faced fresh tariff threats from Trump as the US president was put out by their refusal to accept his proposed takeover of Greenland. He later withdrew the threat, but experts say it did rattle the EU.

The EU and India are not alone in looking to hedge their bets when it comes to the US – the free trade agreement (FTA) in Delhi was secured amid a flurry of countries striking deals and patching things up as they try to cope with global unpredictability.

The EU-India pact – the seventh trade deal India has completed recently – comes after Brussels signed a trade accord with South American trade bloc Mercosur earlier this month after 25 years of negotiation. Experts say the Trump factor helped speed that up too, though it’s now facing legal challenges in Europe.

Canadian Prime Minister Mark Carney – who warned of a « rupture » in the post-war international order last week – is just back from a visit resetting ties in China which will boost trade ties, drawing Trump’s ire and fresh threats of 100% tariffs. Carney is also due to travel to India in the near future, with trade high on the agenda. UK Prime Minister Keir Starmer is heading to Beijing this week, accompanied by dozens of British business executives, following years of strained ties with China.

Against this backdrop, the India-EU trade deal, which is still subject to ratification, assumes greater geopolitical significance as it achieves more than just trade results – for both Brussels and Delhi.

It sends a message to Trump that global powers have started to look at ways to club together to protect themselves against his administration.

« One could argue that the Trump factor provided a very strong impetus to the deal because both India and the EU are facing shock US tariffs that they never expected, » said Michael Kugelman, senior fellow for South Asia at the Atlantic Council.

He added that Trump is a big reason why the EU and India have been able to overcome most of their differences and put issues they couldn’t resolve on the back-burner for future negotiations.

Indian Prime Minister Narendra Modi and President of the European Commission Ursula von der Leyen both called Tuesday’s agreement « the mother of all deals ».

« This is the tale of two giants – the world’s second and fourth largest economies – two giants who choose partnership in a true win-win fashion, a strong message that co-operation is the best answer to global challenges, » said von der Leyen, standing beside Modi after they exchanged agreements.

« By combining these strengths, we reduce strategic dependencies at a time when trade is increasingly weaponised… We are not only making our economies stronger – we are also delivering security for our people in an increasingly insecure world. »

Modi said the global order is in « great turmoil » and the trade deal would strengthen supply chains globally.

« This means it is not just a trade agreement. This is a new blueprint for shared prosperity, » he said.

The two leaders’ may or may not have intended the deal to annoy the Trump administration, but they appear to have done exactly that.

US Treasury Secretary Scott Bessent told ABC News on Sunday that the EU was « financing the war against themselves » by signing a trade deal with Delhi.

He was referring to India’s purchase of Russian crude, which US officials have often said was indirectly financing Moscow’s war in Ukraine. India has always denied this, saying the purchase of Russian oil secures energy needs of millions of its people.

The time-tested Delhi-Moscow relations are also the reason why India has been reluctant to abruptly cut business ties with Russia. It has long relied on Moscow for military hardware but today’s deal will help it build on already strong defence ties with France as it looks to diversify its defence imports portfolio with other European nations too.

The India deal also gives the EU access to another huge market and may help it reduce its reliance on China in the future.

« India will also look at this partnership as a way to counter China’s dominance in global trade, which it envisaged doing with the US. But it’s a different state of play right now. The EU likewise sees India as a useful country to partner within its own efforts to counter China, » Kugelman added.

But it’s worth remembering that behind the chest-thumping headlines, there is still plenty of work to do for both India and the EU. While negotiations around the deal have concluded, the formal signing of the agreement will take a long time..
