Cette enquête essentielle de l’autrice australienne Anna Funder est rééditée en français par les éditions Héloïse D’Ormesson. « Stasiland » avait d’abord été publié en 2002 en Australie, puis dans 25 pays. Mais en Allemagne, le manuscrit avait été rejeté par 23 éditeurs, avant d’être difficilement distribué dans les années 2000.

L’histoire : jeune journaliste australienne, Anna Funder retourne à Berlin, après la chute du Mur, en 1996. Elle est frappée par la rapidité avec laquelle le Mur a physiquement disparu des rues de la capitale réunifiée, et par la muséification presque instantanée de l’histoire de l’ex-Allemagne de l’Est. Elle se met alors en quête de paroles de victimes ordinaires de la Stasi, et va également tomber sur d’anciens espions, dont elle va recueillir aussi les témoignages hallucinants. Stasiland, d’Anna Funder, traduit de l’anglais (Australie) par Mireille Vignol, est paru le 9 novembre 2023 aux éditions Héloïse d’Ormesson (365 pages, 22€).

« Recherche anciens de la Stasi »

Lors de son premier séjour en Allemagne de l’Ouest, dans les années 1980, Anna Funder avait été intriguée par ce qui se passait de l’autre côté du Mur. Très peu d’informations traversaient alors le rideau de fer, et la jeune étudiante invente un mot valise comme la langue allemande en raffole, intraduisible, pour exprimer ce qu’elle ressent : celui de « romance-horreur ». La romance, c’est ce rêve d’un monde meilleur que les communistes allemands ont voulu bâtir sur les cendres de leur passé nazi. L’horreur, c’est ce qu’ils ont fait en son nom. 

En 1996, elle se rend au « Ruden Ecke », l’immeuble au coin rond, à Leipzig. C’est l’ancien siège de la Stasi, la terrible police secrète allemande, où elle espère retrouver des témoignages de victimes. L’immeuble a été transformé en musée dès 1994, cinq ans seulement après la chute du Mur. Elle place également une petite annonce dans les journaux locaux : « recherche anciens de la Stasi et collaborateurs officieux pour recueillir témoignages. Publication en anglais, anonymat et discrétion garantis ». Elle ne se doute pas alors qu’elle va recevoir de nombreux coups de fil, tous plus improbables les uns que les autres, qui vont la mener jusqu’aux plus hautes sphères de l’Etat. 

Côté victimes, les témoignages sont difficiles à obtenir, ils arriveront au compte-goutte, et surtout, elle en découvrira la face cachée en recueillant une parole enfouie dans la honte d’un passé que d’aucuns souhaiteraient d’abord oublier. Car victimes et anciens bourreaux se recroisent parfois dans la nouvelle Allemagne, qui a mis sous le tapis tout ce qui pouvait rappeler ce passé douloureux, désormais muséifié, comme vitrifié dans le folklore. 

Il y a ainsi le personnage (mais doit-on écrire personnage ?) de Miriam, qui avait 16 ans en 1968. Cette année-là, c’est le printemps de Prague de l’autre côté de la frontière. Avec une copine, elle colle quelques affiches inoffensives. Trop subversives pour la RDA. « Accusée juvénile numéro 725, comprenez que vos activités auraient pu déclencher la troisième guerre mondiale (…) Ils étaient tous fous, mais c’est elle qu’on mettait sous les verrous. » Placée en cellule d’isolement par la Stasi pendant un mois, Miriam craque et décide qu’elle ne revivra cela pour rien au monde : elle tente le tout pour le tout pour passer à l’Ouest. Elle échoue et cette décision va détruire sa vie. En 1996, Miriam espère toujours que les « femmes-puzzle » vont reconstituer l’histoire de la mort en détention de son compagnon. Les « femmes-puzzle », ce sont ces petites mains qui s’occupent des archives de la Stasi. En 1990, 15 000 sacs ont été découverts. Ils renferment des dossiers broyés ou déchirés à la main, des index, des photos et des cassettes ou des films. À l’allure où ces documents sont recollés, trois cent cinquante ans seraient nécessaires pour tout reconstituer mais Miriam s’accroche à cet espoir, qu’Anna n’ose briser. 

Il y a aussi Julia, qui n’a jamais pris de décision, au contraire. Et qui, malgré l’attachement de sa famille – ou son indifférence – à l’Allemagne de l’Est, n’échappe pas au broyage de cet Etat totalitaire. Elle ne saura jamais vraiment pourquoi elle ne réussit pas ses études malgré son esprit brillant, pourquoi elle n’obtient pas de travail – malgré un taux de chômage officiellement inexistant. Des vies misérablement brisées par la paranoïa d’un Etat où tout le monde surveillait tout le monde. Et il y en a bien d’autres, comme cette femme dont le bébé est sauvé dans un hôpital de Berlin-Ouest, mais qu’elle ne pourra retrouver qu’à ses cinq ans, car entretemps le Mur a été construit. 

Après la chute du Mur, les médias allemands ont qualifié l’Allemagne de l’Est d’Etat « le plus étroitement surveillé de tous les temps ». La Stasi, explique Anna Funder, comptait 97 000 employés, et 173 000 indicateurs disséminés dans la population. À titre de comparaison, dans l’Allemagne du III^e Reich il y avait un agent de surveillance pour 2000 habitants. L’URSS de Staline comptait un membre du KGB ou informateur pour 5830 habitants. En RDA, une personne sur soixante-trois était agent ou indicateur de la Stasi. En comptant les indicateurs occasionnels, on arrive à une proportion d’une personne qui en surveillait six et demi… Au siège de la Stasi, 15 000 fonctionnaires venaient travailler chaque jour. 

La douloureuse absurdité d’un Etat totalitaire

Parmi eux, Anna Funder reçoit un jour cette réponse d’un ancien : « Comprenez bien que pour certains d’entre nous, il est très difficile d’obtenir des emplois dans la nouvelle Allemagne. Nous sommes victimes de discriminations et d’arnaques sans vergogne dans ce… ce Kapitalismus. Mais nous apprenons vite, c’est pour ça que je vous demande combien vous êtes prête à payer pour mon histoire. » Après réflexion, la journaliste refuse : « Pourquoi récompenser une nouvelle fois un mouchard ? » Paradoxalement, raconte-t-elle, les hommes de la Stasi ont été nettement moins touchés que les autres par le chômage qui a ravagé l’Allemagne de l’Est depuis la chute du Mur. Beaucoup ont trouvé du travail dans les assurances, le télémarketing ou l’immobilier. Rien de cela n’existait en RDA. Mais de fait, la Stasi les avait formés à l’art de convaincre les gens d’agir contre leur intérêt. 

Quoiqu’il en soit, pas un seul des tortionnaires de l’ancienne RDA n’a été traduit en justice. Ce qui explique peut-être pourquoi le livre d’Anna Funder a eu autant de mal à être traduit et publié en Allemagne dans les années 2000. Son enquête est d’autant plus distanciée qu’elle émane d’une journaliste australienne, donc totalement étrangère à l’histoire de l’Allemagne sur un plan personnel, et donc d’autant plus à même d’avoir un regard neuf sur cette histoire récente. Mais justement, une folle humanité en ressort, du fait de la proximité qu’elle établit avec ses témoins. La justesse de son propos et son second degré (omniprésent et indispensable face à l’absurdité quotidienne) ressortent des témoignages et de ses observations et rendent le livre d’une acuité rare. D’ailleurs, il a reçu de nombreuses récompenses dans les années 2000 lors de sa parution, dont celle du « Livre de l’année » par le journal britannique « The Guardian », à juste titre. Sa réédition en français donnera aux lecteurs hexagonaux l’occasion de se plonger dans l’histoire de la RDA. Une histoire de totalitarisme emblématique du monde d’Orwell qu’il n’est jamais bon d’oublier totalement, tant ses mécanismes peuvent toujours réapparaître sous d’autres formes.

La mise en scène aurait pu être plus percutante encore si les deux protagonistes du jour avaient pu se rendre sur place, à Akkuyu, dans le sud de la Turquie sur les bords de la Méditerranée : les présidents Recep Tayyip Erdogan et Vladimir Poutine ont inauguré ensemble, à distance, jeudi 27 avril, la première centrale nucléaire turque construite avec le soutien financier et la technologie russes. Tandis que le maître du Kremlin avait évité de faire le voyage, en pleine guerre en Ukraine, son homologue turc est lui aussi intervenu de loin, en raison des troubles intestinaux qui l’ont obligé à interrompre brièvement sa campagne en vue des élections présidentielle et législatives du 14 mai.

Il n’empêche, l’apparition virtuelle des deux autocrates au beau milieu des débats électoraux, alors que les réacteurs de la centrale sont encore loin d’être opérationnels, donne une idée des enjeux géopolitiques du scrutin.

« Une victoire d’Erdogan serait une victoire pour Poutine », considère Marc Pierini, chercheur associé à Carnegie Europe et ancien ambassadeur de l’Union européenne (UE) à Ankara. A contrario, la défaite du président sortant face au chef de file de l’opposition, Kemal Kiliçdaroglu, ferait les affaires des Occidentaux, à commencer par celles des Européens. A Bruxelles, Paris ou Berlin, comme à Washington, la discrétion est de mise afin de ne pas susciter la colère du dirigeant sortant en interférant dans la joute électorale.

Cependant, l’hypothèse d’une alternance à Ankara, longtemps illusoire, est désormais prise au sérieux, voire secrètement souhaitée, en dépit de doutes persistants sur la bonne tenue du scrutin, ainsi que sur la réaction du dirigeant islamo-conservateur en cas de revers dans les urnes. La crise économique, la gestion chaotique du récent tremblement de terre dans le sud-est du pays et la lassitude d’une partie de l’électorat envers un pouvoir de plus en plus autoritaire donnent espoir à la coalition d’opposition conduite par le leader du Parti républicain du peuple (CHP, kémaliste).

S’il n’entend pas sacrifier les liens économiques avec la Russie ni renoncer à la centrale d’Akkuyu, Kemal Kiliçdaroglu se dit soucieux de « normaliser » ses relations avec ses partenaires occidentaux. La promesse pourrait aller de soi pour tout dirigeant d’un pays membre de l’OTAN et candidat à l’UE, engagé dans de laborieuses négociations d’adhésion – suspendues depuis 2018. Elle n’a pourtant rien d’une évidence après la double décennie au pouvoir d’Erdogan, tant ce dernier a mis à l’épreuve les relations avec ses homologues occidentaux, allant jusqu’à qualifier l’ex-chancelière allemande Angela Merkel de « nazie », ou à s’interroger sur la « santé mentale » d’Emmanuel Macron.

L’hypothèse d’une alternance à Ankara, longtemps illusoire, est désormais prise au sérieux par les Occidentaux, explique, dans sa chronique, Philippe Ricard, journaliste au « Monde ».

Flying bottles and firecrackers, injured first responders and videos of violence — the New Year’s Eve riots in Berlin and other cities across Germany has prompted a heated debate not only about a possible ban on fireworks, but also the root causes of the riots, Germany’s allegedly failed integration policy, racist stereotypes and punishments of the rioters.

« We have a big problem in major German cities with certain young men with an immigrant background who despise our state, commit acts of violence and are hardly reached by education and integration programs, » federal Interior Minister Nancy Faeser told the Funke Mediengruppe (Funke media group) on Wednesday (January 4), 

Young perpetrators would have to face swift and clear consequences under criminal law, the politician said. However, Faeser warned against stirring up racist resentment, saying « those who exploit the necessary debate in order to exclude do not solve the problem, but intensify it. »

Instead of using the attacks on police and firefighters as a reason for an integration debate, the federal government’s integration and anti-racism commissioner believes the focus should be on young men as perpetrators. « What we need is an honest debate about youth violence, » Reem Alabali-Radovan told the dpa news agency on Wednesday. After all, she said, it is « mainly about young men who experience violence in a group. »

« We must judge perpetrators by their actions, not by their presumed origins, as some are now doing, » Alabali-Radovan added.

What happened on New Year’s Eve?

In the night of New Year’s Day, police officers and firefighters on duty in several cities were attacked, including with fireworks. In Germany’s most populous state North Rhine-Westphalia, some 250 mostly young people were temporarily detained, around half of them German citizens.

In Berlin, 41 police officers on duty were reportedly injured. According to a spokesman for the authorities, one policeman who suffered severe burns has since been released from hospital. 145 people were arrested by the police in connection with the riots in the German capital.

According to a police report, the alleged perpetrators in Berlin were almost all male and of 18 different nationalities. 45 of the suspects were German citizens, followed by 27 Afghan nationals and 21 Syrians. All suspects have since been released.

Moreover, about two-thirds of the 145 arrested are under 25 years old, according to police. Of those, 27 suspects are still minors, police said Wednesday (January 4).

Andreas Zick, head of the Institute for Interdisciplinary Research on Conflict and Violence at Bielefeld University, warned against blaming people with a migration background. « The fact that New Year’s Eve was so violent is part of an increase in violence throughout society, » he told Redaktionsnetzwerk Deutschland (RND).

‘Society-wide’ problem

Echoing Zick’s comments, political scientist Hans Vorländer said repeated outbreaks of violence including attacks on police or firefighters was « a problem of violence in society as a whole, » he told news agency dpa.

According to Vorländer, who is a member of the German Council of Experts on Integration and Migration (SVR), this problem exists not only in neighborhoods with a high proportion of people with a migration background, but has also occurred, for example, around the COVID-19 demonstrations, at right-wing extremist marches and in the violent soccer fan scene.

Problems arise above all, Vorländer added, with young men and in a certain environment, where « there are problems of accommodation, where the level of education is low » and a « widespread street culture of showing off, where the desire for recognition, even through acts of violence, is prevalent. »

Ulrich Wagner, a social psychologist, said that alcohol often plays a role, as well as a mood between cheerfulness and aggression, which then turns as a mixture of « attack and joke » against the rescue forces. At the same time, Wagner pointed to an overall downward trend in violence. However, he added that specific forms of violence — such as those directed at emergency personnel at the recent turn of the year — are on the rise.

Psychologist and migration expert Ahmad Mansour said the topic is also about youth culture. The suspects were people who wanted to understand and live out their masculinity in such a way that they were also prepared to use violence, he told tagesschau24. « It was pure lust for violence, » Mansour said, « but it also has to do with patriarchal structures that lead to these people perceiving our rule of law, our police, our rescue forces as something weak that is allowed to be attacked. »

Mansour further said that many mosques were part of the problem. « Of course, these riots on New Year’s Eve have nothing to do with Islam, » he told news outlet Tagesspiegel. However, many mosque associations repeatedly conveyed values « that contradict our fundamental values. »

« If I keep making parents afraid of equality and freedom of opinion and reject the values of this society, then I cannot credibly say the day after tomorrow that they should raise their children without violence, » he said.

What did emergency forces say?

Some responders also joined the debate in the wake of the New Year’s Eve riots. A Twitter user named Martin who says he’s a member of his local voluntary fire brigade, lamented an « increasing aggressiveness, impatience and incomprehension » during operations when people feel restricted by first responders.

« People’s aggression has increased since the #AfD has been dumping their filth all over the media and no, it’s not just migrants and foreigners, » he said, referring to Germany’s far-right Alternative for Germany party. « The aggression/impatience comes from all sectors of society, » he tweeted, adding that « in this respect, we do not have a specific problem with people of a certain origin (apart from hot spots), but a problem for society as a whole. »

Baris Coban, a fireman on the scene in Berlin on New Year’s Eve described how he and his colleagues were being attacked with stones, bottles and firecrackers by « young adults, » most of whom supposedly had a migration background. « I’m saying that despite having a migration background myself, » he told RBB24. « I’ve been fighting prejudices all my life. » Coban further said he and his colleagues had to stop extinguishing a burning coach and leave the scene to protect themselves.

Conservative politicians criticized for comments

Friedrich Merz, leader of the conservative Union party, told the Münchner Merkur newspaper, « The chaotic people, many of them with « migration backgrounds, » are challenging the state they despise with their rampage. »

Markus Söder, Prime Minister of the state of Bavaria, said that « Berlin is unfortunately developing into a chaos city — starting with politics, which can neither organize elections nor guarantee the safety of its citizens, » referring to last year’s flawed election that led to a re-election planned for February 12.

It was « of course without question that emergency forces must never, with any justification, in any situation be attacked, hindered in their mission, » Foreign Minister Annalena Baerbock said on the sidelines of her visit to Lisbon.

The legal policy spokesman for the Greens in the Bundestag, Helge Limburg, condemned the riots. He told the Tagesspiegel that the attempt by some conservative politicians to locate the problems primarily in Berlin was obviously an election campaign maneuver. Racist resentment was being served instead of solutions being presented, Limburg said.

Canan Bayram, a member of Parliament for the Green Party, complained that the discussion about the attacks on New Year’s Eve was serving « racist stereotypes ».

Jens Spahn, deputy parliamentary group leader of the center-right Christian Democratic Union party, blamed a failed integration policy in part for the escalation. « This is more about unregulated migration, failed integration and a lack of respect for the state rather than fireworks, » Spahn told the portal t-online.

‘Strong state,’ education, parents and mosques as levers

Political scientist Vorländer said counteracting outbreaks of violence like the one on New Year’s Eve didn’t require special projects but « strengthening the regular systems of school, work, housing » as well as law enforcement and justice.

« To stop the violence, » Germany’s commissioner for integration and anti-racism Reem Alabali-Radovan said on Twitter, « we need not only a strong state that shows a presence on the streets and sanctions crimes quickly and severely, but also an interlocking of social work and prevention in schools, as well as the police and the courts. »

Psychologist and migration expert Ahmad Mansour considers a solution to reducing violence to be working with parents. « Violence is not questioned at all as an educational method; they think that they can educate their children with violence. That’s why we have to have dialogues with the parents. »

Finally, Mansour and other psychologists said the onus is also on mosques, especially when it comes to promoting integration work.

Chez les dames, c’est Gotytom Gebreslase s’est imposée, offrant donc un doublé à son pays après la victoire de son compatriote Guye Adola chez les messieurs.Gebreslase a terminé en 2h 20 min 09 sec, devançant deux autres Ethiopiennes, Hiwot Gebrekidan (2h 21:23) et Helen Tola (2h 23:05).

Dixième, Martina Strähl a réussi à mettre la Suisse dans le top10 en 2h30 et 37 secondes!

No glitz, no big screens, no cold… in a modest yet triumphant virtual edition of the festival, dazzling debuts vied with the superb, low-key latest from Céline Sciamma

There’s something to be said for an online Berlin film festival. You don’t have to endure the winter bleakness of Potsdamer Platz, and you can watch a lot more, since you get a full 24 hours into which to cram each day’s crowded viewing menu. Naturally, everyone felt that Covid restrictions were tough luck for the festival’s directors, Carlo Chatrian and Mariette Rissenbeek, now in their second year; after 2020’s respectable but low-key debut, it seemed that they had been robbed of the chance to consolidate in style.

Yet, against all odds, they did precisely that. There were no red carpets, no press conferences, no glitz; all that, it’s hoped, will come in June, when the same programme returns with a planned live summer special. Meanwhile, virtual Berlin pinned me to my sofa with the most impressive selection in years. The competition (15 titles, only slightly smaller than usual) wasn’t packed with luminaries either. Instead, a mix of reputed directors, plus some new names, offered films of consistent, seriously watchable, sometimes dazzling quality.

One of the best competition titles, Maria Speth’s Mr Bachmann and His Class, is a no-frills documentary about Dieter Bachmann, a teacher in an industrial town in Germany, and his class of teenage pupils from Turkish and other immigrant backgrounds. At three and a half hours, it gives us time to know the students and their singularly laid-back teacher – imagine a German Bill Murray in an AC/DC T-shirt – who engages and empowers them with patience and empathy. One of the competition’s absolute finest, it won the Silver Bear jury prize.

No awards, alas, for another film that was one of my favourites and won a lot of fans – the fabulously imaginative, gently upbeat Georgian film What Do We See When We Look at the Sky?. Alexandre Koberidze’s eccentric meta-fairytale is about a couple whose budding romance is scuppered by a curse that changes their appearance – set against a background in which a city prepares for the World Cup. Any touches of whimsy (insights into the thoughts of local football-loving dogs) are counteracted by elegant directorial and narrative invention. This is European art cinema at its most irresistibly playful.

Some films were true to the traditionally sombre image of Berlin competition programming, but powerfully so. There was the mandatory austere Iranian drama: Ballad of a White Cow, directed by Behtash Sanaeeha and Maryam Moghaddam, about a woman dealing with the aftermath of her husband’s execution. But this dark social fable is handled with rigorous control, and features a compelling lead performance from co-director Moghaddam. And Natural Light is a phenomenally confident debut from Dénes Nagy, about troops from German-aligned Hungary rooting out partisans in the second world war. Apart from confronting what it means to be on the wrong side of history, it’s a meticulously textured depiction of mud, tree bark, lined faces – and of horror. Superbly shot in a dark palette, it is one of the films I most yearned to see on the big screen.

Light relief came from I’m Your Man, a German competition title from Maria Schrader (director of TV’s Unorthodox). This thinking robot’s romcom is a flip but philosophical story about a woman who finds herself road-testing a male android designed as the perfect partner. It threatens to be arch, but proves very enjoyable, thanks to a sharp script and pitch-perfect leads from Maren Eggert and Downton Abbey’s Dan Stevens, wryly self-mocking.

The film that eventually won the Golden Bear was Bad Luck Banging or Loony Porn, by Romanian director Radu Jude. It’s a sort of conceptual comedy about Emi, a schoolteacher (Katia Pascariu, very good) who faces an investigation when her sex tape ends up circulating online, but Jude doesn’t stage it as straight narrative. Instead, it’s a triptych – one part following Emi around the streets of Bucharest (where, the director seems to be telling us, consumerism is the real pornography), one a montage-style “dictionary” of ironic definitions of words and phrases, the third a theatrical tableau in which Emi faces her accusers. Jude is one of the most adventurous and unpredictable of directors, but this work, while brashly experimental and quite outrageously in-your-face, is hit-and-miss, a somewhat jarring mix of the Godardian oblique and the downright bleeding obvious.
