<p class="has-medium-font-size wp-block-paragraph"><strong>Russian President Vladimir Putin and his ally Belarusian leader Alexander Lukashenko have extended military drills which were due to end on Sunday.</strong></p>



<p class="wp-block-paragraph">A statement cited the « deterioration of the situation » in east Ukraine as one reason for keeping an estimated 30,000 Russian troops in Belarus.</p>

<p class="wp-block-paragraph">The move will add to fears that Russia plans an invasion of Ukraine, which shares a long border with Belarus.</p>



<p class="wp-block-paragraph">Western leaders have accused Moscow of seeking a pretext to send in troops.</p>



<p class="wp-block-paragraph">Russia has denied it plans to invade its neighbour.</p>



<p class="wp-block-paragraph">US Secretary of State Antony Blinken said the extension of military exercises shows the world is on the brink of war.</p>

<p class="wp-block-paragraph">The BBC&rsquo;s Eastern Europe correspondent Sarah Rainsford said the announcement &#8211; made by the Belarus defence ministry &#8211; is another strong signal that Russia is not prepared to back down in its stand-off with Western countries over Ukraine.</p>



<p class="wp-block-paragraph">In a phone call on Sunday, Russian leader Vladimir Putin told French President Emmanuel Macron the Russian troops would eventually leave Belarus, the French presidency said. Mr Putin blamed the Ukrainian military for the escalation of tensions in the Donbas.</p>



<p class="wp-block-paragraph">France said the pair agreed to work for a ceasefire on the contact line in eastern Ukraine.</p>



<p class="wp-block-paragraph">There were more explosions in the east Ukrainian conflict zone through the night and into Sunday.</p>



<p class="wp-block-paragraph">Detonations could be heard from the separatist-held city of Donetsk while both sides said they had come under heavy shell fire.</p>



<p class="wp-block-paragraph">As explosions boomed out in Donetsk on Sunday morning, Russian-backed rebels in Luhansk accused government forces of crossing the front line to mount an attack which killed two civilians. No proof was given for the allegation but Russian investigators opened an inquiry.</p>



<p class="wp-block-paragraph">The rebels and government forces accused each other of violating the ceasefire dozens of time on Sunday. Two Ukrainian soldiers were killed on Saturday as international monitors reported that ceasefire violations had increased dramatically this week.</p>



<p class="wp-block-paragraph">Thousands of civilians are being evacuated from the separatist territories into Russia while men of fighting age are being mobilised to fight.</p>



<p class="wp-block-paragraph">Speaking as she prepared to leave Donetsk for Russia by bus with her four-year-old daughter, an evacuee who gave her name as Tatyana told Reuters news agency: « It&rsquo;s really scary. I&rsquo;ve taken everything I could carry. »</p>

<p class="has-medium-font-size wp-block-paragraph">La crise se déroulant à la frontière entre le&nbsp;Bélarus&nbsp;et la&nbsp;Pologne&nbsp;conduit à de graves violations des droits humains commises à l’encontre des migrants et des demandeurs d’asile par les deux gouvernements, a déclaré Human Rights Watch dans un rapport diffusé aujourd’hui.</p>

<p class="wp-block-paragraph">Le rapport de 26 pages, intitulé&nbsp;«‘Die Here or Go to Poland’: Belarus’ and Poland’s Shared Responsibility for Border Abuses »<em>&nbsp;</em>(«<em>&nbsp;</em><strong>“</strong>Meurs ici ou va en Pologne” : Responsabilité partagée du Bélarus et de la Pologne concernant les violations de droits humains à la frontière&nbsp;»), documente les graves violations de droits humains commises des deux côtés de la frontière. Des personnes prises au piège à la frontière entre le Bélarus et la Pologne ont indiqué avoir été repoussées, parfois violemment, vers le Bélarus, par les gardes-frontières polonais malgré leurs supplications de pouvoir déposer une demande d’asile. Du côté biélorusse, les témoignages de violence, de traitements inhumains et dégradants et de coercition par les gardes-frontières biélorusses sont courants.</p>



<p class="wp-block-paragraph">«&nbsp;<em>Bien que le Bélarus ait orchestré cette situation sans égard pour les conséquences humaines, la Pologne partage la responsabilité de l’énorme souffrance infligée dans la zone frontalière</em>&nbsp;» a déclaré&nbsp;Lydia Gall, chercheuse senior auprès la division Europe et Asie centrale à Human Rights Watch. «&nbsp;<em>Des hommes, des femmes et des enfants sont victimes de refoulement sous forme de ping-pong de part et d’autre de la frontière depuis des jours et des semaines par des températures glaciales, sans que puisse leur parvenir l’aide humanitaire bloquée des deux côtés et dont ils ont désespérément besoin.&nbsp;</em>»</p>



<p class="wp-block-paragraph">Human Rights Watch a enquêté dans les deux pays en octobre 2021 et a mené des entretiens détaillées avec 19 personnes, dont des hommes seuls, des familles avec enfants et des femmes voyageant seules.</p>

<p class="has-text-align-left wp-block-paragraph">Piégées côté biélorusse, bloquées ou perdues côté polonais, les personnes ont fait des récits déchirants de leur marche à travers forêts, marais, marécages, et rivières par des températures glaciales pendant des jours et même des semaines, sans nourriture ni eau. Certaines ont dit avoir été contraintes de boire de l’eau des marais ou recueillie dans des feuilles. Au moins&nbsp;<a href="https://www.theguardian.com/world/2021/nov/18/one-year-old-syrian-child-dies-in-forest-on-poland-belarus-border" target="_blank" rel="noreferrer noopener">13 personnes sont mortes</a>&nbsp;en raison de ces conditions inhumaines, dont un petit garçon syrien âgé d’un an.</p>



<p class="wp-block-paragraph">Un homme de 35 ans originaire de République démocratique du Congo et voyageant avec sa femme et 3 enfants, tous âgés de moins de 7 ans, a indiqué que sa famille avait été repoussée deux fois en octobre par les gardes-frontières polonais. Il a relaté qu’au cours du deuxième incident, il avait supplié les gardes polonais de lui laisser demander l’asile mais ils refusaient de l’écouter&nbsp;: «&nbsp;<em>Ils m’ont dit “Il n’y a pas d’asile, il n’y a rien, retournez d’où vous venez&nbsp;!” Ils [nous ont emmenés dans des camionnettes] et nous ont fait retourner au Bélarus, dans la zone neutre</em>.&nbsp;»</p>



<p class="wp-block-paragraph">La situation d’impasse de la mi-novembre au poste frontalier de Bruzgi où étaient piégés des milliers de personnes est le point culminant d’une série d’événements survenus depuis mai dernier à la suite de l’interception par le Bélarus d’un vol Ryanair pour arrêter un passager. Cette arrestation a déclenché des sanctions de l’Union européenne contre le Bélarus auxquelles le président du Bélarus Alexandre Loukachenko, a répondu en déclarant qu’il ouvrirait la frontière du Bélarus aux migrants, en facilitant l’obtention de visas.</p>



<p class="wp-block-paragraph">Depuis août, des milliers de personnes, notamment des Syriens, des Iraquiens et des Yéménites se sont rendus à Minsk, capitale du Bélarus , par l’intermédiaire d’agences de voyage basées au Moyen-Orient leur faisant faussement miroiter une entrée facile dans l’Union européenne.</p>



<p class="wp-block-paragraph">Trois personnes ont rapporté à Human Rights Watch que les gardes-frontières polonais avaient séparé leur famille, y compris des parents de leurs enfants lorsqu’ils ont emmené à l’hôpital ceux qui avaient besoin de soins médicaux pendant qu’ils renvoyaient les autres membres de la famille vers le Bélarus. Une Syrienne qui, selon les gardes-frontières polonais, nécessitait des soins médicaux, a été séparée fin octobre de son fils de 5 ans, qui, avec le reste de la famille, a été repoussé vers le Bélarus. Toujours en Pologne, elle n’a eu aucun contact avec sa famille depuis leur séparation.</p>



<p class="wp-block-paragraph">En réponse à une lettre de Human Rights Watch, les&nbsp;<a href="https://www.hrw.org/sites/default/files/media_2021/11/Letter%20by%20Polish%20authorities.pdf" target="_blank" rel="noreferrer noopener">autorités polonaises ont nié</a>&nbsp;qu’elles pratiquaient des refoulements, séparaient les familles ou refusaient de prendre en considération les demandes d’asile. Elles ont cependant affirmé, en citant un récent amendement de la loi polonaise, que les autorités frontalières étaient autorisées à renvoyer sur le champ les personnes qui traversaient illégalement la frontière et, qu’en date du 17 novembre 2021, les autorités frontalières avaient empêché 29 921 passages illégaux de la frontière cette année.</p>



<p class="wp-block-paragraph">Les personnes interviewées nous ont déclaré qu’à la suite des refoulements par les Polonais, les gardes-frontières biélorusses les ont détenues et soumises à des violences dans des «&nbsp;<em>sites de rassemblement</em>&nbsp;», espaces ouverts où les migrants étaient rassemblés et coincés sans nourriture, eau ou toit et empêchés de retourner à Minsk ou dans leur propre pays. Les autorités biélorusses n’ont pas répondu à une demande de Human Rights Watch de commenter ces informations.</p>



<p class="wp-block-paragraph">Jusqu’au 18 novembre, des milliers de personnes massées du côté biélorusse dormaient dans des camps de fortune à Bruzgi, l’un des principaux points de passage frontaliers. Les autorités biélorusses ont démantelé le camp et auraient relogé une partie d&rsquo;entre elles dans un hangar à proximité mais on ignore où et dans quelle situation se trouvent les personnes qui étaient dans le camp improvisé.</p>



<p class="wp-block-paragraph">Les autorités biélorusses et polonaises ont l’obligation d’empêcher tout nouveau décès en garantissant un accès humanitaire régulier aux personnes coincées dans la zone frontalière a déclaré Human Rights Watch. Les deux pays devraient aussi cesser immédiatement leur ping pong de refoulements&nbsp; et permettre à des observateurs indépendants, y compris des journalistes et des personnes des organisations de défense des droits humains, d’accéder aux régions frontalières actuellement interdites d’accès. En août et septembre, la Cour européenne des droits de l’homme (CEDH) a ordonné à la Pologne de fournir nourriture, eau, vêtements et soins médicaux adéquats, et si possible, des abris temporaires aux personnes se trouvant à la frontière. La CEDH n’a pas compétence sur le Bélarus.</p>



<p class="wp-block-paragraph">Les abus par le Bélarus contre les personnes à sa frontière constituent au minimum des traitements ou des châtiments inhumains et dégradants qui peuvent, dans certains cas, constituer de la torture en violation des obligations juridiques internationales du Bélarus. Les autorités devraient immédiatement mettre fin à ces pratiques abusives et faire rendre des comptes aux responsables de ces abus.</p>



<p class="wp-block-paragraph">Les pratiques de refoulement des gardes-frontières polonais violent le droit d’asile selon la législation de l’UE, dont la charte des droits fondamentaux, créent un risque de refoulement en chaîne contraire au droit international des réfugiés et exposent les personnes à des conditions inhumaines et dégradantes, en violation de la loi polonaise et de l’UE.</p>



<p class="wp-block-paragraph">La Commission européenne ne s&rsquo;est pas exprimée publiquement sur la responsabilité de la Pologne relative aux abus et à la crise humanitaire à sa frontière, ni appelé clairement la Pologne à arrêter d’interdire aux médias et aux groupes humanitaires l’accès aux lieux où se déroulent les abus.</p>



<p class="wp-block-paragraph">«&nbsp;<em>La Commission européenne devrait commencer à se montrer solidaire des victimes qui souffrent et meurent des deux côtés de la frontière</em>&nbsp;», a conclu Lydia Gall. «&nbsp;<em>Le Bélarus a peut-être orchestré la crise, mais cela ne dispense en rien la Pologne et les institutions de la Commission européenne de respecter leurs propres obligations en matière de droits humains. Bruxelles devrait pousser Varsovie à placer la préservation de la vie humaine au cœur de sa réaction.&nbsp;</em>»</p>

<p class="has-medium-font-size wp-block-paragraph"><strong>Baghdad, Iraq –</strong>&nbsp;As the plane taxied on the runway of Erbil’s airport after a three-hour flight from the Belarusian capital Minsk, Azad looked out the window, clutching his wife’s hands.</p>



<p class="wp-block-paragraph">“We’ll lower our hats, wear masks, and leave the airport as soon as possible,” Azad, a 28-year-old man from the Kurdish city of Duhok, recalled telling his wife after their failed attempt to enter the European Union from Belarus.</p>



<p class="wp-block-paragraph">Left physically bruised and in indescribable emotional pain, Azad and his wife, who asked not to be fully named, told Al Jazeera they had been treated like animals at the Belarus-Poland border and did not want to be subjected again to rounds of questions by reporters as soon as they returned to the place they so desperately wanted to leave.</p>



<p class="wp-block-paragraph">“For now, we’ll try not to think about our future too much because as soon as we start thinking, it’ll become clear that we don’t have one here in Kurdistan,” Azad told Al Jazeera while sitting in their house in Duhok. “But we both know we are probably stuck here for the rest of our lives.”</p>



<p class="has-white-color has-black-background-color has-text-color has-background has-medium-font-size wp-block-paragraph"><em>For many Iraqi families stuck at the Poland-Belarus border, waiting was simply not an option any more.</em></p>



<p class="wp-block-paragraph">Azad, along with some 430 other Iraqis, returned from Belarus to Iraq last Thursday on a government-mandated repatriation flight, as part of the Iraqi government’s bid to ease the tensions that have been flaring by the Belarus-Poland border for the past few months.</p>



<p class="wp-block-paragraph">While most of the refugees and asylum seekers decided to remain in Belarus with the growingly slim hope that they could someday cross into Poland, others “gave up their naive hope that they could succeed” and decided that they would return home, Azad said.</p>



<h2 class="wp-block-heading">‘Time to let go’</h2>



<p class="wp-block-paragraph">Coming back to Iraq was not an easy decision to make. Just like many others who left for Belarus in the hope of entering the EU, Azad saved up, asked for financial support from his family, and nearly sold his house. When they heard the Iraqi government was offering repatriation flights from Minsk for those who wished to return voluntarily, their first reaction was an adamant “No”.</p>



<p class="wp-block-paragraph">“I remember I told my wife in our tent at night that we didn’t spend all the money and waste all this energy so we would go back to Iraq,” Azad said. But then the next day, the usual clashes between the Belarusian border forces and their counterparts in Poland occurred.</p>



<p class="wp-block-paragraph">Azad said they were being pushed by the Belarusian police to the other side of the border, while Polish police were then pushing them back.</p>



<p class="has-white-color has-black-background-color has-text-color has-background has-medium-font-size wp-block-paragraph">“Back and forth, back and forth, they were playing us like animals,” he said, becoming visibly upset. “That was the moment when we thought it was time to let go of this dream of moving to Europe.”</p>



<p class="wp-block-paragraph">What was described by Azad is only a fraction of a political and humanitarian crisis that has been unfolding at the EU’s eastern frontier. So far, at least 11 people have died in this round of the border crisis, and many others are facing freezing temperatures and a dwindling supply of essentials.</p>



<p class="wp-block-paragraph">Despite the Belarusian government’s effort to bus migrants and asylum seekers to warehouses for temporary shelter, it remains unclear how the government will resolve this crisis. Western politicians accuse Belarusian President Alexander Lukashenko of using migrants and asylum seekers as “weapons” for revenge against the EU’s sanctions on his government.</p>



<p class="wp-block-paragraph">For many like Azad, waiting simply is not an option any more: they decided to go back home. Now back in Iraq, Azad said they were lucky he did not sell the house. But that is the last thing he owns now: He sold the sofas, the refrigerator, and even the coffee pot. Basically, anything that could be turned into cash to support their odyssey out of Iraq was fair game for sale.</p>



<p class="wp-block-paragraph">Social media posts also revealed a grim picture of what awaits the returnees in the Kurdish region of northern Iraq. For example, one Kurdish family did not even have enough money for a taxi to take them from the airport to the internally displaced people’s (IDP) camp where they resided.</p>

<h2 class="wp-block-heading">‘Only choice I had’</h2>



<p class="wp-block-paragraph">Even though the Kurdish region, home to the Iraqi Kurds and some Yazidis, enjoys relative security and prosperity compared with the rest of Iraq, people who live in the region face rising unemployment and endemic corruption. Ravaged by the armed group ISIL (ISIS), some parts of the Kurdish and Yazidi communities are still struggling to rebuild.</p>



<p class="wp-block-paragraph">Employment opportunities are scarce and many young people like Azad are not seeing a future in the Kurdish region. “I tried and tried, but I simply couldn’t find a job, so leaving Erbil was the only choice I had,” said another young Kurdish man who is still in Belarus.</p>



<p class="wp-block-paragraph">The regional government, in the face of the hardships that many of the people encounter in the region, insists the migrant crisis was stirred up by people smugglers. Yet many people who spoke with Al Jazeera said they voluntarily left their homes and went to Belarus with travel agency-arranged flights and visas.</p>



<p class="wp-block-paragraph">For the 430 people who have returned from Europe to Iraq, their future now is even bleaker than when they decided to embark on this journey a few months ago. Without government support, many are facing more despair.</p>



<p class="wp-block-paragraph">“I don’t expect the media to really care about us and I don’t think people could really understand what we are going through, but I’m glad that I have someone to talk to,” Azad said, standing up from the floor and ending the conversation.</p>

<p class="has-medium-font-size wp-block-paragraph"><strong>Analyse.</strong> L’Union européenne discutera lundi 15 novembre à Bruxelles d’éventuelles nouvelles sanctions contre la Biélorussie alors que les migrants, instrumentalisés par Minsk, continuent de se masser à la frontière avec la Pologne. Moscou renvoie à l’Europe la responsabilité de la résolution de la crise.</p>



<p class="wp-block-paragraph"><em>« Il est clair que ce à quoi nous sommes confrontés ici, c’est à une manifestation de terrorisme d’État »</em>. La déclaration conjointe du premier ministre polonais Mateusz Morawiecki, avec le président du Conseil européen Charles Michel, mercredi 10 novembre, en dit long sur le climat qui règne à Varsovie au sujet des migrants qui assaillent sa frontière.</p>



<p class="wp-block-paragraph">Environ 3000 à 4000 migrants, principalement des Kurdes du Moyen-Orient, sont massés depuis plusieurs jours dans une zone boisée à la frontière orientale de l&rsquo;Union européenne, sous des températures glaciales et face à un important dispositif polonais destiné à les stopper.</p>



<p class="wp-block-paragraph">Les Européens accusent depuis des semaines le président biélorusse Alexandre Loukachenko d&rsquo;alimenter les tensions en délivrant des visas à des migrants et en les acheminant à la frontière pour se venger des sanctions européennes adoptées contre son pays pour sa répression d&rsquo;un mouvement d&rsquo;opposition, après la présidentielle de 2020.</p>



<p class="wp-block-paragraph">La Pologne est allée plus loin, accusant le dirigeant russe Vladimir Poutine, principal allié de Minsk, d&rsquo;être le coupable de cette crise. Des accusations balayées comme « irresponsables et inacceptables » par le Kremlin.</p>



<h3 class="wp-block-heading">Plusieurs interpellations</h3>



<p class="wp-block-paragraph">Les autorités polonaises ont signalé mercredi une hausse des tentatives de traverser la frontière et affirmé que certaines avaient réussi, sans en préciser le nombre.</p>



<p class="wp-block-paragraph">Tomasz Krupa, porte-parole de la police régionale à Podlaskie, à la frontière avec la Biélorussie, a indiqué à l&rsquo;AFP que plus de 50 migrants ayant franchi la frontière avaient été interpellés et que d&rsquo;autres étaient recherchés.</p>



<p class="wp-block-paragraph">« La situation n&rsquo;est pas calme », a déclaré à la radio le ministre de la Défense polonais Mariusz Blaszczak. Si lundi il s&rsquo;agissait d&rsquo;un important groupe tentant de passer, il a indiqué que désormais de nombreux groupes plus petits « attaquent simultanément la frontière polonaise à plusieurs endroits ». Il a précisé que « quelque 15&rsquo;000 soldats » protègent les frontières polonaises.</p>



<h3 class="wp-block-heading">« Terrorisme d&rsquo;Etat »</h3>



<p class="wp-block-paragraph">Le Premier ministre polonais Mateusz Morawiecki a quant à lui accusé mercredi la Biélorussie de « terrorisme d&rsquo;État » dans cette crise des migrants. Il s&rsquo;est exprimé lors d&rsquo;une conférence de presse conjointe avec le président du Conseil européen Charles Michel.</p>



<p class="wp-block-paragraph">Mateusz Morawiecki a dénoncé une « vengeance discrète » du président biélorusse Alexandre Loukachenko pour le soutien de la Pologne à l&rsquo;opposition biélorusse.</p>



<p class="wp-block-paragraph">La Biélorussie rejette ces accusations et accuse la Pologne de violation des droits de l&rsquo;Homme en raison de son refus d&rsquo;autoriser les migrants à entrer sur son territoire.</p>



<p class="wp-block-paragraph">De son côté, Charles Michel a déclaré que « des sanctions éventuelles (contre la Biélorussie) étaient à nouveau sur la table », précisant que les pays membres de l&rsquo;UE allaient en discuter lundi.</p>

<p class="has-medium-font-size wp-block-paragraph">Poland&rsquo;s Prime Minister Mateusz Morawiecki has accused the Russian President Vladimir Putin of orchestrating the migration crisis on the country&rsquo;s border with Belarus.</p>



<p class="wp-block-paragraph">« (Belarusian leader) Lukashenko is the executor of the latest assault, but this assault has a sponsor who is to be found in Moscow, and this sponsor is President Putin, » Morawiecki said during an emergency debate in the Polish parliament.</p>



<p class="wp-block-paragraph">The Russian and Belarusian leaders have spoken by phone about the tensions at the border between Poland and Belarus, Moscow and Minsk said on Tuesday.</p>



<p class="wp-block-paragraph">A statement from the Kremlin simply referred to « an exchange of views on the refugee situation ».</p>



<p class="wp-block-paragraph">Earlier, its spokesman said Moscow was watching the situation « very closely ».</p>



<p class="wp-block-paragraph">« It&rsquo;s a real problem which concerns Belarus and Poland. Of course, we are very worried, » Dmitri Peskov added.</p>



<p class="wp-block-paragraph">Lukashenko&rsquo;s office elaborated further, saying the circumstances at the border had featured prominently in the conversation between the two leaders, « as well as the harsh actions of the Polish party towards civilians ».</p>



<p class="wp-block-paragraph">Minsk described as « particularly worrying » the deployment of Polish security forces at the border and said that the two men, both in power for over two decades, had discussed the situation « in detail ».</p>



<p class="wp-block-paragraph">Russia is Belarus&rsquo; main ally and Lukashenko has relied on Putin for political and financial support in the face of increased pressure from the EU and the West over last year&rsquo;s disputed election, human rights and more recently the migration crisis.</p>



<p class="wp-block-paragraph">Thousands of migrants and refugees remained massed in freezing cold weather on Tuesday at the Belarus-Poland border, on the doorstep of the European Union.</p>



<p class="wp-block-paragraph">A sudden surge in numbers and attempted crossings on Monday brought international condemnation of Belarus. The EU accused Lukashenko of a « cynical » exploitation of migrants, orchestrating the influx in revenge for European sanctions imposed on his autocratic regime after the brutal repression of opposition in the country.</p>



<p class="wp-block-paragraph">Minsk rejects the allegations and has blamed Poland for flouting its humanitarian obligations. In an interview on Tuesday, Lukashenko accused Poland of conducting a « war » against the migrants.</p>



<p class="wp-block-paragraph">The EU believes Belarus has been flying people from Middle Eastern countries and dumping them at EU borders, or facilitating their journeys &#8212; exploiting them in a « cynical » manner to destabilise the bloc in retaliation for Western sanctions.</p>



<p class="wp-block-paragraph">The past few days represent a major escalation in tensions between Minsk and its neighbours. For months migrants have been arriving at the country&rsquo;s border not just with Poland &#8212; but also with Lithuania and to a lesser extent, Latvia &#8212; the three EU states on the bloc&rsquo;s eastern border with Belarus.</p>

<p class="has-drop-cap has-vivid-cyan-blue-color has-text-color has-medium-font-size wp-block-paragraph"><strong>In recent months, Europe has watched impotently from the sidelines as Alexander Lukashenko brutally reasserted his illegitimate authority over the population of Belarus. The protest movement that threatened the survival of his regime after fraudulent 2020 elections has, for the time being, been subjugated: a combination of state violence, media suppression, incarceration and torture has battered a people into temporary submission.</strong></p>



<p class="wp-block-paragraph"> The modest sanctions imposed by the European Union and the United States have had limited effect, while deepening the dependency of “Europe’s last dictator” on Vladimir Putin’s largesse and goodwill.</p>



<p class="wp-block-paragraph">Calibrating a response to state repression that will not play into Mr Putin’s hands has not been easy. But for the EU in particular, Monday’s extraordinary abduction of Roman Protasevich, an opposition journalist based in Lithuania, must be the catalyst for a stepchange in strategy. Along with his girlfriend, Mr Protasevich was abducted from Ryanair flight FR4978, which was crossing Belarusian airspace while flying from Athens to Vilnius. </p>



<p class="wp-block-paragraph">It appears he was followed onto the commercial flight by members of the Belarusian KGB. Passengers have reported Mr Protasevich’s panic and terror as the flight was diverted to Minsk on spurious grounds, accompanied by a MiG-29 fighter jet. The opposition movement’s main figurehead, Svetlana Tikhanovskaya, has said that he may face the death penalty.</p>



<p class="has-white-color has-vivid-cyan-blue-background-color has-text-color has-background has-medium-font-size wp-block-paragraph">The abduction of an opposition blogger from a commercial Ryanair flight sends a chilling message to dissidents. The west’s response must be swift and robust</p>



<p class="wp-block-paragraph">The effect on other Belarusian dissidents will be chilling. Ms Tikhanovskaya, currently exiled in Vilnius but a frequent traveller across Europe, took the same route a week earlier, after speaking in Greece. With Minsk more or less under control, Mr Lukashenko has begun to pick off prominent opponents still at large. Last month, his former spokesman, <a href="https://www.dw.com/en/belarus-two-men-accused-of-planning-coup-arrested-in-moscow/a-57241861" target="_blank" rel="noreferrer noopener">Alexander Feduta</a>, who had joined the opposition movement, was detained in Moscow and taken back to Minsk, where he has been charged with trying to organise a coup.</p>



<p class="wp-block-paragraph">The international community must do everything possible to keep a spotlight on the case of Mr Protasevich, and the hundreds of other detainees facing uncertain fates in Minsk prisons. But its response must also be commensurate with the wider implications of an act of aviation piracy. Monday’s outrage will send a shiver down the spine of every overseas critic of an authoritarian regime. As the Irish foreign minister, Simon Coveney, <a href="https://www.politico.eu/article/belarus-journalist-arrest-roman-protasevich-diverted-flight-minsk/" target="_blank" rel="noreferrer noopener">has</a> furiously observed, this was an act of aggression on “an Irish airline, a plane that’s registered in Poland, full of EU nationals, travelling between two EU capitals”. A line has been crossed. As one recent study has <a href="https://freedomhouse.org/report/transnational-repression" target="_blank" rel="noreferrer noopener">noted</a>, authoritarian governments have become increasingly proactive in silencing protest beyond their borders, using methods of “transnational repression” ranging from online harassment and intimidation to abduction and assassination.</p>



<p class="wp-block-paragraph">The Warsaw offices of the Telegram channels for which Mr Protasevich works operate under police protection after repeated bomb threats. The effective hijacking of flight FR4978, and what happens next, will be observed with acute interest from Beijing to Riyadh.</p>



<p class="wp-block-paragraph">Britain has ordered all UK planes to cease flying over Belarus and the transport secretary, Grant Shapps, has suspended the operating permit for Belavia, the country’s state-owned airline. It seems likely that the EU will also move in the direction of aviation-related sanctions, blocking Belavia flights and designating Belarusian airspace unsafe. Beyond this, there should now be consideration of tough economic sanctions that go beyond the current targeting of senior regime officials. When the supremely courageous attempts to remove Mr Lukashenko from power began last summer, there was western reluctance to reinforce a state narrative of foreign hostility and interference. But by sending a MiG fighter to corral a Ryanair flight and arrest a journalist living under the protection of the EU, Mr Lukashenko has brazenly stepped over a red line. This time, the response must be swift, robust and, for his regime, painful.</p>

Les manifestant·e·s ont dénommé leur rassemblement du 1<sup>er</sup> novembre la Marche contre la terreur et font désormais l’objet d’intimidations encore plus marquées de la part des autorités.Il est indéniable que les autorités bélarussiennes craignent la liberté de réunion pacifique dans le pays et la criminalisent en bloc, en tentant de poursuivre en justice 231 manifestant·e·s détenus dans le cadre d’une seule affaire. </p>

Cette affaire pénale est totalement absurde et établit un dangereux précédent. Les poursuites doivent être abandonnées sur-le-champ.</p>

<p class="wp-block-paragraph" style="font-size:18px">Le 2&nbsp;novembre 2020, le Comité d’enquête du Bélarus a lancé des poursuites pénales accusant 231&nbsp;personnes arrêtées lors du rassemblement pacifique du 1<sup>er</sup>&nbsp;novembre, à Minsk, d’avoir organisé ou préparé des actes portant gravement atteinte à l’ordre public, une infraction passible d’une peine pouvant aller jusqu’à trois ans d’emprisonnement (article 342.1 du Code pénal du Bélarus). &nbsp;</p>



<p class="wp-block-paragraph" style="font-size:18px">D’après l’enquête, les suspects ont participé à une «&nbsp;action non autorisée&nbsp;», qui a causé des dommages «&nbsp;à des infrastructures de la ville et à un véhicule de police&nbsp;» et «&nbsp;bloqué les transports publics et le travail des organisations&nbsp;».</p>



<p class="wp-block-paragraph" style="font-size:18px">À la suite des manifestations largement pacifiques du 1<sup>er</sup> novembre, pendant lesquelles des bagarres isolées ont opposé policiers et manifestant·e·s, les autorités ont orchestré une campagne d’arrestations massives, procédant à l’arrestation disproportionnée de quelque 300 personnes.</p>

<p class="has-vivid-cyan-blue-color has-text-color wp-block-paragraph" style="font-size:23px">Authorities in Belarus have withdrawn the accreditation of a number of journalists who have been reporting on post-election protests there for foreign media outlets.</p>



<p class="has-normal-font-size wp-block-paragraph">Two journalists with the BBC&rsquo;s Russian service are among those affected.</p>



<p class="has-normal-font-size wp-block-paragraph">It comes on the eve of large-scale protests expected on Sunday.</p>



<p class="has-normal-font-size wp-block-paragraph">In a statement, the BBC said it condemned « in the strongest possible terms this stifling of independent journalism ».</p>



<p class="has-normal-font-size wp-block-paragraph">It has called for the Belarusian government to reverse its decision.</p>



<p class="has-normal-font-size wp-block-paragraph">« We believe it is vital for the people of Belarus to have access to impartial, independent information about events in their country. BBC Russian, which reaches more than five million people a week, has been a major source of news for people in Belarus and Russia during the post-election unrest, » it said.</p>



<p class="has-normal-font-size wp-block-paragraph">Government spokesman Anatoly Glaz told AFP news agency the action was taken following a recommendation from the country&rsquo;s counter-terrorism unit.</p>

<p class="has-normal-font-size wp-block-paragraph">Austria&rsquo;s foreign ministry described the action against journalists as a blatant attempt to suppress objective reporting.</p>



<p class="has-normal-font-size wp-block-paragraph">At least 10 local and several Russian journalists lost their accreditation on Saturday, with Radio Liberty, AFP, and Deutsche Welle among the other outlets affected.</p>



<p class="has-normal-font-size wp-block-paragraph">The announcement came days after multiple journalists &#8211; including a BBC team &#8211; were detained in Minsk ahead of a protest.</p>



<p class="has-normal-font-size wp-block-paragraph">The interior ministry said they had been taken to a police station for identity checks. However, the BBC&rsquo;s Steve Rosenberg, who was among those detained, said it was a « clear attempt to interfere with coverage of events ».</p>



<h2 class="has-vivid-cyan-blue-color has-text-color wp-block-heading">What&rsquo;s the background?</h2>



<p class="has-normal-font-size wp-block-paragraph">Unrest in Belarus was triggered earlier this month by an election widely believed to have been rigged in favour of President Alexander Lukashenko, who has been in power since 1994.</p>



<p class="has-normal-font-size wp-block-paragraph">The leading opposition candidate, Svetlana Tikhanovskaya, fled to Lithuania following the vote and has since called for protests.</p>



<p class="has-normal-font-size wp-block-paragraph">The country has seen unprecedented opposition demonstrations and workers have staged walkouts at major state enterprises. Thousands have been arrested and there have been numerous reports of police brutality.</p>

<p class="has-normal-font-size wp-block-paragraph">The European Union and the US are among those to reject the election as neither free nor fair. The EU is preparing sanctions against officials it accuses of rigging the result to deliver Mr Lukashenko&rsquo;s victory and of cracking down on the opposition movement.</p>
