<p class="has-medium-font-size wp-block-paragraph">Since the Taliban took power in August 2021, Afghanistan&rsquo;s people have suffered a humanitarian catastrophe. In an open letter to &lsquo;Le Monde,&rsquo; people from various organizations, the media and culture, urge European governments to do more to help them.</p>



<p class="wp-block-paragraph">Twenty-one years ago, on September 11, 2001, the United States suffered large-scale terrorist attacks. Two months later the Taliban regime, in power in Afghanistan for five years, was overthrown. It&rsquo;s now back in power.</p>



<p class="wp-block-paragraph">It&rsquo;s been a little over a year since the Taliban returned to reign over Afghanistan, basing the country&rsquo;s entire social and judicial system on religious rulings. Since their takeover, the country&rsquo;s 41 million people – almost two-thirds of France&rsquo;s population – have suffered a major humanitarian catastrophe.</p>



<p class="wp-block-paragraph">The first victims of this new society are women, who have been deprived of their fundamental rights, forced into submission in personal and professional settings, and hit hard by severe repression. Human rights defenders, journalists, artists, magistrates, lawyers, and all those who reject this regime are also subject to daily persecution. They all fear for their lives and those of their loved ones..</p>

<p class="has-medium-font-size wp-block-paragraph">The Taliban have ordered all women to cover their faces in public in Afghanistan, the latest sweeping restriction by a government that has taken away women’s right to travel long distances alone, work outside healthcare or education, and receive a secondary education.</p>



<p class="wp-block-paragraph">In a cruel twist, the decree makes women’s relatives and employers the enforcers. If their faces are seen in public, their male “guardian” will be fined, then jailed. If the woman who goes out uncovered or her relative work for the government, they must be fired.</p>



<p class="wp-block-paragraph">It suggested women should not leave their homes at all if possible, saying that was “the best option to observe the sharia hijab”, essentially imposing the extreme traditions of conservative parts of rural areas on all women.</p>



<p class="wp-block-paragraph">“For all dignified Afghan women wearing hijab is necessary and the best hijab is chadori [the burqa], which is part of our tradition and is respectful,” Shir Mohammad, an official from the vice and virtue ministry, told a conference in Kabul, AP reported. “Those women who are not too old or young must cover their face, except the eyes.”</p>



<p class="wp-block-paragraph">The all-enveloping burqa, traditional in Afghanistan, allows women to see only through a small grille. The alternative would be the niqab, which covers the face but not the eyes. While almost all adult women in Afghanistan wear some form of hijab, many in cities cover only their hair.</p>



<p class="wp-block-paragraph">The latest restrictions on women, part of a system of controls that activists have attacked as “gender apartheid”, are likely to set back the Taliban’s bid for international recognition and support, as the country grapples with an economic crisis and widespread hunger.</p>



<p class="wp-block-paragraph">“The world is a bystander to our pain, to an apartheid, to complete tyranny,” Shaharzad Akhbar, the former head of the Afghanistan Independent Human Rights Commission, now living abroad in exile, said on Twitter.</p>

<p class="wp-block-paragraph">“So much pain and grief for women of my country, my heart is exploding. So much hatred and anger against Taliban, enemies of women, enforcers of gender apartheid, enemies of Afghanistan and humanity.”</p>



<p class="wp-block-paragraph">The Foreign Office said the Taliban could not hope for international recognition or an end to sanctions imposed when they were an insurgent group carrying out regular suicide attacks that took a heavy civilian toll, if they did not live up to obligations on protecting women.</p>



<p class="wp-block-paragraph">“Responsibility for what happens in Afghanistan lies with the Taliban,” a spokesperson said. “We will judge them by their actions, not their words. If they want international acceptance, they must live up to their obligations and commitments, particularly on the rights of women and girls.”</p>



<p class="wp-block-paragraph">The group had promised it had changed over the two decades since it ran Afghanistan as a brutal, impoverished theocracy in the late 1990s, where women were barred from almost all work and education.</p>



<p class="wp-block-paragraph">But since sweeping to power last August, increasingly harsh restrictions on women’s rights suggest that pledge was rhetoric designed to secure the departure of US forces, as many activists warned at the time.</p>



<p class="wp-block-paragraph">Perhaps most painful was the abrupt U-turn in March on reopening girls’ secondary schools, already shuttered for six months since the Taliban swept to power. Students were back in class, at their desks and ready to learn when hardliners ordered them to return home. Many left sobbing.</p>



<p class="wp-block-paragraph">“This should finally put to rest the last bits of speculation about the ‘Taliban 2.0’,” said Heather Barr, associate women’s rights director at Human Rights Watch. “The strategy of compelling men to be the enforcers on their own relatives is particularly disturbing, because it means women can’t even make their own decisions about what risks they are going to take.</p>

<p class="wp-block-paragraph">“One of the big questions is what does the world do about this? We’ve been waiting since last August to see how the international community responds, and we haven’t seen anything serious or coherent. This is particularly frustrating from several countries that claim to have a ‘feminist foreign policy’.”</p>



<p class="wp-block-paragraph">The Taliban have also prevented women from protesting, and many former activists, journalists, security force members and other high-profile women have been in hiding for months after several attacks and murders.</p>



<p class="wp-block-paragraph">Although the new ruling is worrying, many women have even more serious concerns, said Hasina Safi, former minister for women’s affairs. “Women are even more urgently concerned about their mobility, education and health, participation security and safety.”</p>

C&rsquo;est le cas de Jamail, une jeune femme de 32 ans qui travaillait comme interprète et assistante pour les journalistes français à Kaboul. </p>



<p class="wp-block-paragraph">Elle s’appelle Jamail et dispose enfin d’un peu de temps pour elle, pour se poser, dans l’hôtel où elle est accueillie avec beaucoup de familles. On entend des enfants quand on lui parle au téléphone. Elle raconte une course contre la montre qui commence lorsque l’ambassade de France l’appelle en urgence : <em>« J’ai reçu un appel de l’ambassade, ils m’ont demandé de venir aussi vite que possible le jour où les Talibans sont entrés dans Kaboul. »</em></p>



<p class="wp-block-paragraph">L’ambassade l’appelle car elle a fait une demande de visa. À ce moment-là, les talibans n’ont pas encore pris le contrôle de Kaboul. Elle en croise sur la route, sur des checkpoints mais arrive à entrer dans l&rsquo;ambassade.</p>

<p class="wp-block-paragraph"><em>« </em><em>Nous avons été bloqués à l’intérieur pendant trois jours car les talibans encerclaient l’ambassade</em>, raconte Jamail.&nbsp;<em>On ne pouvait pas sortir. À l’extérieur, des centaines de personnes essayaient d’entrer pour fuir le pays.&nbsp;</em><em>Je n’ai presque rien pu emporter avec moi, seulement mon téléphone et mon passeport. »</em></p>



<p class="wp-block-paragraph">Après trois jours dans l’ambassade,&nbsp;elle raconte l’évacuation à bord du bus vers l’aéroport&nbsp;:&nbsp;<em>« </em><em>Je crois que six autocars sont arrivés de l&rsquo;extérieur, des&nbsp;cars blindés. Des militaires français armés étaient là aussi, et nous avons roulé vers l&rsquo;aéroport international de Kaboul. Ils nous ont fait passer par une route différente pour rejoindre la base de l’Otan. »</em></p>



<h2 class="has-vivid-cyan-blue-color has-text-color wp-block-heading">Les talibans contrôlent tous les accès à l&rsquo;aéroport</h2>



<p class="wp-block-paragraph">Et la route a été difficile, avec de nombreux checkpoints des talibans&nbsp;:&nbsp;<em>« À</em><em>&nbsp;chaque checkpoint, ils nous arrêtaient pendant 20-25 minutes.&nbsp;Dans mon car, les talibans entraient et nous posaient des questions comme &lsquo;où allez-vous ?&rsquo;&nbsp;Je ne répondais pas car j’avais peur et parce qu’ils ne parlent pas aux femmes. À&nbsp;un moment, un ami m’a demandé de parler à un taliban car je parle pachtoune. Je lui ai dit &lsquo;s’il vous plaît, laissez passer cette famille, ils travaillent pour l’ambassade.&rsquo;&nbsp;Le taliban m’a hurlé dessus. &lsquo;Je ne réponds pas à une femme ! Qui vous a dit de me parler&nbsp;?&rsquo; Il m’a crié dessus 3, 4 fois. »</em></p>



<p class="wp-block-paragraph">Jamail et ses amis réussissent finalement à quitter Kaboul à bord d’un premier avion jusqu’aux Émirats&nbsp;puis d’un second, jusqu’à Roissy&nbsp;: « <em>Ils nous ont fait un test Covid. Nous sommes restés plusieurs heures à l’aéroport pour les procédures d’immigration aussi. <p class="has-drop-cap has-vivid-cyan-blue-color has-text-color has-medium-font-size wp-block-paragraph">If historians of the future wish to understand the ignorance and<strong> </strong>hubris that accompanied the decline of the west’s power, this week’s emergency parliamentary debate on Afghanistan will provide an insightful case study. The delusions that have long characterised British foreign policy remained intact when Iraq was destroyed for the sake of nonexistent weapons of mass destruction; when British soldiers were forced into a <a href="https://www.theatlantic.com/international/archive/2021/02/british-army-simon-akam/618015/" target="_blank" rel="noreferrer noopener">humiliating retreat</a> from Iraq’s southern city of Basra at the hands of Iranian-backed Shia militias; and when Libya was left as a failed state. It seemed unlikely that the Taliban casually waltzing into Kabul would finally break the spell.</p>



<p class="wp-block-paragraph">Take the much celebrated contribution<strong> </strong>from Theresa May, who asked, “Where is global Britain on the streets of Kabul?” and rued the repercussions of Britain depending “on a unilateral decision taken by the United States”. The former prime minister is a fantasist: Britain has not had a foreign policy independent of the United States since the 1950s, and indefinite occupation of Afghanistan, which has been proposed as an alternative to withdrawal, effectively means transforming the country into a colony.</p>



<p class="wp-block-paragraph">Perhaps May is unacquainted with the Afghan province of Helmand, where – at a cost of <a href="https://www.lrb.co.uk/the-paper/v36/n24/james-meek/worse-than-a-defeat" target="_blank" rel="noreferrer noopener">£40bn</a> – the government sent troops in the hope of salvaging Britain’s military reputation from the humiliation of Basra. Commanders had no understanding of local divisions or the historic resentments that date back to Britain’s invasion of the Afghan province in the 19th century. British forces remorselessly destroyed opium farming – the linchpin of Helmand’s economy – and generally alienated the local population, to the benefit of the Taliban. Hundreds of soldiers were killed and maimed before US marines eventually bailed out British troops. Our own country’s humiliation, defeat and eventual withdrawal from Afghanistan predates that of our US counterparts by many years.</p>



<p class="wp-block-paragraph">Likewise there has been no reckoning over the west’s support for mujahideen fighters against the Soviets in the 1980s, when aid was often funnelled to the most extreme groups via Pakistan’s secret services. That might, after all, lead to a reassessment of the west’s ongoing alliance with Saudi Arabia, whose regime has long allowed its wealthy citizens <a href="https://www.nytimes.com/2016/12/06/world/asia/saudi-arabia-afghanistan.html" target="_blank" rel="noreferrer noopener">to fund the Taliban</a> while it subjugates its own women and violently represses dissidents as our government looks the other way.</p>

<p class="wp-block-paragraph">While Taliban atrocities are widely understood, those committed by western forces and their allies have been wilfully ignored. As the author and Afghanistan expert Anand Gopal told me, the Taliban all but evaporated in 2001. But Afghan politicians in the new government exploited a US desire to eliminate “bad guys” by falsely claiming their opponents were Taliban supporters. Massacres, mass arrests, house raids and torture followed. Pro-government forces <a href="https://www.amnesty.org/en/location/asia-and-the-pacific/south-asia/afghanistan/report-afghanistan/" target="_blank" rel="noreferrer noopener">recruited children</a> as soldiers, while the Afghan Local Police – a 30,000-strong pro-government militia mobilised by the US – murdered civilians, committed fraud and engaged in theft, rape, kidnapping, drug trafficking and extortion.</p>



<p class="wp-block-paragraph">The CIA-backed Khost Protection force oversaw similar human rights abuses: their victims ranged from 14-year-old boys to 60-year-old tribal elders. As Human Rights Watch puts it, a central myth was that the Afghan strongmen, warlords and commanders the US chose as allies to oust the Taliban “could help to provide security and stability, despite their records of abuses”. The opposite proved to be the case. From the very beginning, anti-Taliban forces attacked villages, raped women, summarily executed civilians and stole livestock and land.</p>

<p class="wp-block-paragraph">Afghan detention centres were packed with prisoners who were <a href="https://abcnews.go.com/International/wireStory/high-torture-detainees-afghanistan-continues-75655151" target="_blank" rel="noreferrer noopener">beaten, suffocated and subject to electric shocks</a>. According to the international criminal court, the US armed forces and CIA may have committed war crimes by torturing detainees. Gopal tells me there were “dozens of Abu Ghraibs” in Afghanistan that went unreported. Airstrikes killed thousands of civilians and were followed by what Human Rights Watch describes as “poor investigations and infrequent condolence payments”. According to UN data, over the past five years 40% of all civilian casualties from airstrikes were children. Between 2017 and 2020, the civilian death toll from western bombs surged by <a href="https://www.bbc.co.uk/news/world-asia-55225827" target="_blank" rel="noreferrer noopener">more than 300%</a>.</p>



<p class="wp-block-paragraph">These victims are ignored because their deaths undermine the self-serving narrative that allowed the west and its allies to present themselves as the “good guys” to their domestic audiences. As far as western foreign policy is concerned, the lives of brown-skinned civilians are only relevant when they can be used to mobilise public opinion in support of unleashing more bombs and bullets. Yet atrocities committed by the west and its allies were instrumental in reviving the fortunes of the Taliban. So was the mass corruption of government officials and warlords in Afghanistan, which the west not only studiously ignored but fuelled in order to “<a href="https://www.washingtonpost.com/graphics/2019/investigations/afghanistan-papers/afghanistan-war-corruption-government/" target="_blank" rel="noreferrer noopener">purchase loyalty and information</a>”, according to an investigation by the Washington Post.</p>



<p class="wp-block-paragraph">For years, the US military establishment pressured presidents into adding “endless rows of headstones at Arlington National Cemetery”, as Joe Biden puts it. After two decades of war<strong> </strong>that killed quarter of a million people, the Taliban are now more dominant than they were before 9/11. Even so, like their equally delusional counterparts after the fall of Saigon, politicians are being applauded as they fantasise that victory could have been assured if only there was more determination, ruthlessness and might.</p>



<p class="wp-block-paragraph">In a rational world, those politicians and commentators who stoked this war would be brought to account. Instead, they are praised as statesmen, sages and patriots. And so, once again, like Iraq, like Libya and like the “war on terror” in general, any hope of learning from the latest calamity is extinguished, dissenting voices are ostracised, and we are condemned to a future every bit as bloodstained as our past.</p>

<p class="wp-block-paragraph">Dans un éditorial paru mardi, le <em><a href="https://global.chinadaily.com.cn/a/202108/17/WS611b67b9a310efa1bd669591.html" target="_blank" rel="noreferrer noopener">China Daily</a></em> glose sur <em>«</em> <em>l’héritage désastreux des Etats-Unis en Afghanistan ». «</em><strong> </strong><em>La mort, les effusions de sang et une énorme tragédie humanitaire sont ce que les Etats-Unis ont véritablement laissé derrière eux en Afghanistan, dont l’illustration choquante a été ces Afghans tombés dans le vide après s’être accrochés à un avion militaire américain</em> <em>»,</em> y lit-on. <p class="has-white-color has-vivid-red-background-color has-text-color has-background has-medium-font-size wp-block-paragraph">The Taliban is promising to protect women’s rights and press freedom in the group’s first news conference following its stunning takeover of Afghanistan as the group’s co-founder returned to the country.</p>



<p class="wp-block-paragraph">“We are going to allow women to work and study. We have got frameworks, of course. Women are going to be very active in the society but within the framework of Islam,” Zabihullah Mujahid, the group’s spokesman, said at a press conference in Kabul on Tuesday.</p>



<p class="wp-block-paragraph">Following a lightning offensive across Afghanistan that saw many cities fall to the group with minimal resistance, the Taliban has sought to portray itself as more moderate than when it imposed a brutal rule in the late 1990s.</p>



<p class="wp-block-paragraph">Mujahid, who had been a shadowy figure for years, said that “there will be no discrimination against women” adding that “they are going to work shoulder to shoulder with us.”</p>



<p class="wp-block-paragraph">Pressed on how the new Taliban government will differ from the previous one, Mujahid said that the group has evolved and will not take the same actions they did in the past.</p>



<p class="wp-block-paragraph">“There will be a difference when it comes to the actions we are going to take” compared with 20 years ago, he said.</p>



<p class="has-white-color has-vivid-red-background-color has-text-color has-background has-medium-font-size wp-block-paragraph"><em>The group says it will allow Afghan women to work and study, assures media workers they will be protected.</em></p>



<p class="wp-block-paragraph">The group is committed to protecting the rights of media workers, Mujahid assured the gathered journalists.</p>



<p class="wp-block-paragraph">“We are committed to the media within our cultural frameworks. Private media can continue to be free and independent. They can continue their activities,” he said.</p>



<p class="wp-block-paragraph">He also said the group has no plans to enter the homes of people or carry out retaliatory attacks on anyone who served in the previous governments, worked with foreigners or were part of the Afghan National Security Forces.</p>



<p class="wp-block-paragraph">There have been unconfirmed reports of Taliban fighters entering the homes of Kabul residents, but Mujahid said those were impostors who should be turned over to the Taliban and face appropriate punishment.</p>



<p class="wp-block-paragraph">Earlier on Tuesday, Mullah Abdul Ghani Baradar, the group’s co-founder and now deputy leader, arrived in the country’s second-largest city Kandahar from Doha, Qatar where he has spent months leading talks with the United States and then Afghan peace negotiators. Kandahar is the Taliban’s spiritual birthplace and capital during their first stint in power.</p>



<p class="wp-block-paragraph">Baradar’s arrival may signal a deal on forming a government is close at hand. But in a possible complication, the vice president of the deposed government claimed on Twitter on Tuesday that he was the country’s “legitimate” caretaker president.</p>



<p class="wp-block-paragraph">Amrullah Saleh said, under the constitution, he should be in charge because President Ashraf Ghani has fled the country.</p>

<p class="has-vivid-cyan-blue-color has-text-color has-medium-font-size wp-block-paragraph">Afghanistan’s president, Ashraf Ghani, held urgent talks with local leaders and international partners on Saturday as Taliban rebels pushed closer to Kabul, capturing a town south of the capital that is one of the gateways to the city.</p>



<p class="wp-block-paragraph">“As your president, my focus is on preventing further instability, violence and displacement of my people,” Ghani said in a brief televised address, as the US and other countries rushed in troops to help evacuate their embassies.</p>



<p class="wp-block-paragraph">Ghani gave no sign of responding to a Taliban demand that he resign for any talks on a ceasefire and a political settlement, saying “reintegration of the security and defence forces is our priority, and serious measures are being taken in this regard”.</p>



<p class="wp-block-paragraph">He spoke soon after the insurgents took Pul-e-Alam, the capital of Logar province, 40 miles south of Kabul, according to a local provincial council member.</p>



<p class="wp-block-paragraph">The Taliban did not face much resistance, the council member said on condition of anonymity.</p>



<p class="wp-block-paragraph">The gain of the city, a key staging post for a potential assault on Kabul, comes a day after the insurgents took the country’s second- and third-biggest cities.</p>



<p class="wp-block-paragraph">US troops have begun flying in to Kabul to help in the evacuation of embassy personnel and other civilians, a US official said.</p>



<p class="wp-block-paragraph">The Pentagon has said two battalions of marines and one infantry battalion will arrive in Kabul by Sunday evening, involving about 3,000 troops.</p>



<p class="wp-block-paragraph">“They have arrived, their arrival will continue till tomorrow,” the official said.</p>

<p class="wp-block-paragraph">An infantry brigade combat team will also move out of Fort Bragg, North Carolina, to Kuwait to act as a quick reaction force for security in Kabul if needed, the Pentagon said.</p>



<p class="wp-block-paragraph">Britain and several other western nations are also sending troops, as resistance from Afghan government forces crumbles and fears grow that an assault on Kabul could be just days away.</p>



<p class="wp-block-paragraph">An Afghan government official confirmed on Friday that Kandahar, the economic hub of the south, was under Taliban control as US-led international forces complete their withdrawal after 20 years of war.</p>



<p class="wp-block-paragraph">Herat in the west, near the border with Iran, also fell to the hardline Islamist group.</p>



<p class="wp-block-paragraph">Kandahar’s loss was a heavy blow to the government. It is the heartland of the Taliban and is close to the town of Spin Boldak, one of the two main entry points into Pakistan and a major source of tax revenues.<br><br>A US defence official said before the fall of Pul-e-Alam that there was concern that the Taliban – ousted from power in 2001 after the 9/11 attacks on the US – could make a move on Kabul within days.</p>



<p class="wp-block-paragraph">“Kabul is not right now in an imminent threat environment, but clearly … if you just look at what the Taliban has been doing, you can see that they are trying to isolate Kabul,” Pentagon spokesman John Kirby said.</p>



<p class="wp-block-paragraph">Some embassies have begun to burn sensitive material ahead of evacuating, diplomats said.</p>



<p class="wp-block-paragraph">The US embassy in the Afghan capital informed staff that burn bins and an incinerator were available to destroy material including papers and electronic devices to “reduce the amount of sensitive material on the property”, according to an advisory seen by Reuters.</p>



<p class="wp-block-paragraph">UN secretary general António Guterres warned that “Afghanistan is spinning out of control” and urged all parties to do more to protect civilians.</p>

<p class="wp-block-paragraph">“This is the moment to halt the offensive. This is the moment to start serious negotiation. This is the moment to avoid a prolonged civil war, or the isolation of Afghanistan,” Guterres told reporters in New York.</p>



<p class="wp-block-paragraph">Many people in the capital were stocking up on rice and other food as well as first aid, residents said. Visa applications at embassies were running in the tens of thousands, officials said.</p>



<p class="wp-block-paragraph">The explosion in fighting has raised fears of a refugee crisis and a rollback of the country’s gains in human rights.</p>



<p class="wp-block-paragraph">Some 400,000 civilians have been forced from their homes this year, 250,000 of them since May, a UN official said.</p>



<p class="wp-block-paragraph">The speed of the Taliban’s gains has led to recriminations over the US withdrawal, which was negotiated last year under the Trump administration.</p>



<p class="wp-block-paragraph">Joe Biden said this week he did not regret his decision to follow through with the withdrawal. He noted Washington has spent more than $1tn and lost thousands of troops over two decades, and called on Afghanistan’s army and leaders to step up.</p>



<p class="wp-block-paragraph">Opinion polls showed most Americans back Biden’s decision, but Republicans criticised the Democratic president’s handling of the US withdrawal.</p>

<p class="wp-block-paragraph">Kaboul sera-t-elle bientôt la seule poche de l&rsquo;Afghanistan non contrôlée par les talibans ? Si oui, pour combien de temps ? Profitant du départ des troupes internationales et en particulier américaines, qui doit s&rsquo;achever le 31 août, les talibans contrôlaient, vendredi 13 août, la plus grande partie du pays et près de la moitié des capitales provinciales. Les cartes du Long War Journal (en anglais), média américain qui fait référence, montrent l&rsquo;inexorable avancée des talibans.</p>



<p class="wp-block-paragraph">Sur celle ci-dessous, le rouge désigne les districts contrôlés par les talibans, et le gris ceux toujours tenus par le gouvernement. En orange, les districts encore disputés. Le curseur glissant, sous la carte, permet d&rsquo;observer son évolution jour par jour, et de constater son basculement à l&rsquo;écarlate ces dernières semaines.</p>



<p class="wp-block-paragraph">Elle témoigne également de la première phase de l&rsquo;offensive des talibans, lancée dès le mois de mai,&nbsp;dès le début du retrait des troupes américaines. Les insurgés, qui contrôlaient déjà quelques fiefs, ont rapidement étendu leur mainmise à une grande partie des zones rurales, en particulier au sud-est du pays, leur bastion historique,&nbsp;et au Nord, région qui pourtant leur résiste largement. Les frontières sont largement&nbsp;passées sous leur contrôle malgré les dénégations du pouvoir central. Mais&nbsp;ils avaient arrêté leur avancée aux portes des capitales régionales.</p>



<h2 class="has-vivid-cyan-blue-color has-text-color wp-block-heading">Des capitales provinciales abandonnées sans combattre</h2>



<p class="wp-block-paragraph">Ces villes assiégées ont commencé à tomber il y a moins d&rsquo;une semaine, à un rythme vertigineux. Zaranj a été la première, vendredi&nbsp;6 août, selon un scénario qui s&rsquo;est répété par la suite&nbsp;: les combattants sont entrés dans cette ville frontalière de l&rsquo;Iran (par laquelle de nombreuses familles avaient fui le pays dans les semaines précédentes)&nbsp;<em>« sans aucune résistance »</em>, a reconnu à l&rsquo;AFP la gouverneure adjointe de la province, Roh Gul Khairzad.&nbsp;<em>« Il n&rsquo;y a pas de responsables sécuritaires là-bas. (&#8230;) La ville était menacée depuis longtemps, mais personne au gouvernement central ne nous a écoutés. »</em></p>



<p class="wp-block-paragraph">La carte ci-dessous, également créée par le Long War Journal, montre à quel point la situation a empiré une semaine plus tard. Les capitales régionales prises par les talibans y apparaissent sous forme de triangles violet foncé, le violet clair désignant celles qui sont menacées.</p>



<p class="wp-block-paragraph">Samedi, c&rsquo;est la ville de Sheberghan, dans le nord du pays, qui est tombée. Une chute symbolique, car elle était défendue par un des chefs de guerre les plus célèbres et craints d&rsquo;Afghanistan, Abdul Rachid Dostom, ancien vice-président qui avait conclu une alliance précaire avec Ashraf Ghani, l&rsquo;actuel président afghan. Depuis, il a rejoint une autre ville assiégée du nord, Mazar-i-Sharif, avec les hommes de sa milice.</p>



<p class="wp-block-paragraph">Dimanche matin,&nbsp;les insurgés ont pris le contrôle d&rsquo;une première grande ville, Kunduz,&nbsp;localité de près de 270&nbsp;000&nbsp;habitants et carrefour stratégique&nbsp;vers le Tadjikistan. Sar-e-Pul et Taloqan ont été perdues dans les heures qui ont suivi. Dans cette dernière ville, un responsable sécuritaire a expliqué à l&rsquo;AFP que&nbsp;<em>« le gouvernement a échoué à envoyer de l&rsquo;aide ». « Nous nous sommes retirés de la ville »</em>, ajoute-t-il.</p>



<h2 class="has-vivid-cyan-blue-color has-text-color wp-block-heading">Des témoignages glaçants</h2>



<p class="wp-block-paragraph">Tandis que Aibak, Pul-e-Khumri,&nbsp;Faizabad (Nord-Est) et Farah (Sud-Ouest) ont cédé à leur tour face à l&rsquo;offensive talibane lundi et mardi, les responsables américains ont défendu leur décision de quitter le pays, et ont tenté de relancer des pourparlers de paix à Doha, en vain.&nbsp;<em>« Je ne regrette pas ma décision »</em>, assurait le président des Etats-Unis Joe Biden mardi à des journalistes.&nbsp;Les Afghans&nbsp;<em>« doivent avoir la volonté de se battre »</em>&nbsp;et « <em>doivent se battre pour eux-mêmes, pour leur nation »</em>.</p>



<p class="wp-block-paragraph">A mesure que les villes tombaient, des milliers d&rsquo;Afghans ont fui les talibans, leur idéologie et leurs exactions. A Kaboul, dans des camps de fortune, des habitants des quatre coins du pays ont témoigné mercredi des horreurs qu&rsquo;ils venaient de vivre. <em>« Les talibans ont attrapé un de mes fils par la tête, comme s&rsquo;il était un mouton, ils l&rsquo;ont décapité avec un couteau, et ont jeté sa tête. Je ne sais pas si son corps a été mangé par les chiens ou enterré »</em>, racontait à l&rsquo;AFP Abdulmanan, rescapé de la chute de Kunduz.</p>



<p class="wp-block-paragraph">Quelques heures plus tard,&nbsp;des responsables et soldats préférant rester anonymes ont annoncé à l&rsquo;AFP que des centaines de soldats retirés près de l&rsquo;aéroport de Kunduz s&rsquo;étaient rendus aux talibans, après trois jours de résistance. Dès lors, la tentative du président Ashraf Ghani de redonner confiance à l&rsquo;armée en effectuant mercredi une visite à Mazar-i-Sharif, grande ville assiégée du nord du pays, s&rsquo;en est trouvée fragilisée.&nbsp;</p>



<h2 class="has-vivid-cyan-blue-color has-text-color wp-block-heading">La menace se rapproche&nbsp;de Kaboul</h2>



<p class="wp-block-paragraph">Les&nbsp;représentants de Kaboul&nbsp;dans les pourparlers organisés au Qatar ont tenté jeudi une autre approche, en proposant aux talibans de partager le pouvoir en échange d&rsquo;un arrêt des violences, sans parvenir à trouver un accord.</p>



<p class="wp-block-paragraph">La journée de jeudi&nbsp;a du reste marqué un nouveau basculement. Les talibans ont pris Hérat, troisième ville du pays, encore une fois sans combattre, et ont&nbsp;<em>« hissé leurs drapeaux partout dans la ville »</em>, notamment au-dessus du siège de la police, a raconté un habitant à l&rsquo;AFP.&nbsp;<em>« Les gens ont été pris par surprise. Nous avons vraiment peur, nous sommes pris au piège, nous ne pouvons même pas quitter la ville en pleine nuit. »</em>&nbsp;Dans les villes conquises, les talibans se renforcent en récupérant l&rsquo;équipement laissé par l&rsquo;armée afghane, parfois fourni par la communauté internationale.</p>



<p class="wp-block-paragraph">C&rsquo;est aussi jeudi que&nbsp;les talibans ont revendiqué la prise de Kandahar, même si aucune source locale n&rsquo;a pu le confirmer à l&rsquo;AFP.&nbsp;Dans ce bastion historique qui avait servi de capitale quand ils étaient au pouvoir, les insurgés se sont vantés d&rsquo;avoir saisi la prison de la ville et libéré des centaines de détenus. Il s&rsquo;agit d&rsquo;une des méthodes qu&rsquo;ils emploient pour gonfler leurs rangs.</p>



<p class="wp-block-paragraph">La ville de Ghazni a également été perdue jeudi par le pouvoir afghan, bien qu&rsquo;un porte-parole du ministère de l&rsquo;Intérieur ait insisté sur la poursuite des combats pour la reprendre. Il a également annoncé l&rsquo;arrestation du gouverneur de la province, qu&rsquo;une vidéo à l&rsquo;authenticité non confirmée avait montré quittant la ville avec la bénédiction des talibans, laissant soupçonner une reddition négociée. Moins vaste que Hérat et Kandahar, Ghazni est en revanche la capitale provinciale la plus proche de Kaboul à avoir été prise par les talibans, à moins de 150 kilomètres. Vendredi, ils se sont encore rapprochés en s&#8217;emparant de Pul-e-Alam, à 50 kilomètres du cœur du pouvoir.</p>



<p class="wp-block-paragraph">Ces avancées ont-elles convaincu la communauté internationale que la chute de Kaboul et du gouvernement afghan était plus proche qu&rsquo;imaginé ? Les Etats-Unis et le Royaume-Uni ont en tout cas annoncé l&rsquo;envoi de respectivement 3 000 et 600 soldats en Afghanistan, non pas pour combattre, mais pour sécuriser le rapatriement de leurs ressortissants. Une réunion des ambassadeurs des pays de l&rsquo;Otan doit avoir lieu vendredi pour discuter des conditions d&rsquo;évacuation des étrangers. Pendant que les Occidentaux semblent perdre espoir dans la résistance de l&rsquo;armée afghane, la reddition d&rsquo;un autre chef de guerre, Ismail Khan, a été annoncée vendredi, tout comme la chute de deux autres capitales, Chaghcharan et Lashkar Gah.</p>

<p class="has-vivid-cyan-blue-color has-text-color has-medium-font-size wp-block-paragraph"><strong>The Taliban seized the cities of Ghazni and Herat on Thursday, in the most dramatic string of captures since launching their offensive.</strong></p>



<p class="wp-block-paragraph">Taking the strategically important Ghazni increases the likelihood the Taliban could take the capital Kabul.</p>



<p class="wp-block-paragraph">There is also heavy fighting in the second largest city, Kandahar.</p>



<p class="wp-block-paragraph">The insurgents have moved at speed, seizing new territories almost daily, as US and other foreign troops withdraw after 20 years of military operations.</p>



<p class="wp-block-paragraph">The city of Qala-I-Naw also fell to the Taliban, who now control about a third of the country&rsquo;s regional cities and most of northern Afghanistan. The group&rsquo;s rapid advance has dealt a crushing blow to government security forces.</p>



<p class="wp-block-paragraph">Thousands of civilians have been displaced and fled to Kabul to try and escape the fighting.</p>



<p class="wp-block-paragraph">Taking Ghazni is a significant gain due to its location &#8211; it is 150km (93 miles) from Kabul, and is on the major Kabul-Kandahar motorway, linking militant strongholds in the south to Kabul.</p>



<p class="wp-block-paragraph">A provincial council member in the city told the BBC that the Taliban had taken most of the centre, with only a police base on the outskirts controlled by the Afghan security forces.</p>



<p class="wp-block-paragraph">Herat, which has been under siege for weeks, is also a major win for the militants. It is Afghanistan&rsquo;s third largest city, lies on significant ancient trade routes and is seen as the gateway to Iran.</p>



<p class="wp-block-paragraph">On Thursday, video on social media showed the insurgents running through a central Herat street firing their weapons, and the Taliban flag was seen flying over the police headquarters. A regional council member confirmed to the BBC that the city had fallen to the militants.</p>



<p class="wp-block-paragraph">Meanwhile in Kandahar, once the Taliban&rsquo;s stronghold, heavy fighting was reported and the militants claimed to have taken over its prison and released all of the inmates, although this has not been confirmed.</p>



<p class="wp-block-paragraph">If Kandahar falls into militant hands, it will be the biggest loss yet for Afghan security forces.</p>



<p class="wp-block-paragraph">« Life as we know it is getting harder day by day, » a woman in Kandahar told the BBC, adding « both sides are just using… us as pawns in their own power-hungry games ».</p>



<p class="wp-block-paragraph">Prisoners were also freed in the southern city of Lashkar Gah, where there are reports that militants have taken over the police headquarters.</p>



<p class="wp-block-paragraph">The US embassy in Kabul said it was hearing reports that the Taliban was executing Afghan troops who were surrendering, saying it was « deeply disturbing and could constitute war crimes. »</p>
