Les espoirs de retrouver d’autres survivants après le violent séisme qui a secoué l’ouest de la Colombie en début de semaine s’amenuisent, alors que les équipes de secours réduisent le périmètre de leurs recherches.

À Cali, la troisième ville du pays, les équipes sont passées des opérations de recherche et de sauvetage au déblaiement des décombres sur la plupart des sites, signe que les opérations de secours entrent dans une phase plus difficile après les 72 premières heures cruciales.

« Malheureusement, nous arrivons à un stade où les chances de retrouver des survivants s’amenuisent, mais notre mission est de poursuivre les recherches et de retrouver toutes les personnes portées disparues », a déclaré jeudi le directeur de l’Unité nationale de gestion des risques de catastrophe.

Le séisme, d’une magnitude de 7,4, a frappé peu après 7h30 lundi, renversant des immeubles d’habitation, endommageant des maisons, des écoles et des hôpitaux, et poussant les habitants à se réfugier dans les rues.

Au moins 281 personnes ont été tuées et plus de 3900 ont été blessées, selon les données du gouvernement communiquées jeudi soir. Celles-ci ont également indiqué que 379 personnes étaient toujours portées disparues.

Les sinistrés manquent de tout

En dehors des grandes villes, les équipes de secours ont indiqué que les petites villes et les communautés locales étaient toujours en difficulté, ne recevant que peu ou pas d’aide de la part du gouvernement.

Dans la ville portuaire de Buenaventura, au nord-ouest de Cali, une travailleuse humanitaire a indiqué que les secouristes n’avaient atteint certaines zones sinistrées que mercredi soir, laissant les habitants fouiller les décombres à mains nues dans une recherche désespérée de survivants.

Certains quartiers restent inaccessibles aux organisations d’aide en raison de la présence de groupes armés, dont certains se sont emparés des dons alimentaires, s’engageant à les distribuer eux-mêmes.

Les habitants sont toujours privés de services de base tels que l’eau, le gaz et l’électricité. Plus de 10’500 habitations ont été détruites, d’après les estimations du gouvernement.

Premier grand test pour le gouvernement

Le président d’extrême droite Abelardo De La Espriella, qui a pris ses fonctions quelques jours seulement avant la catastrophe, a déclaré qu’il allait proclamer l’état d’urgence économique et créer un fonds de reconstruction afin de canaliser l’aide nationale et internationale vers la reconstruction des hôpitaux, des écoles, des logements et des infrastructures.

Les responsables colombiens ont également répondu aux critiques concernant la gestion de l’aide étrangère, affirmant que le gouvernement n’avait rejeté l’offre d’aucun pays, mais qu’il n’accepterait que les équipes internationales de recherche et de sauvetage répondant à des normes de certification reconnues.

Today, millions of people across Europe will get the chance to experience their first total solar eclipse in 27 years.

Starting at 15:34 GMT, the brightness of the daylight hours will gradually be interrupted as the moon begins to block the sun, eventually turning day into sudden night for about two minutes along the path of totality.

So which countries will see it? How do solar eclipses occur? Where and how can you watch it safely? In this visual explainer, Al Jazeera unpacks everything you need to know.

What time is the solar eclipse?

The time of the eclipse depends on where you are because the moon’s shadow will move across Earth’s surface from the Arctic towards Europe.

Here is how today’s eclipse will unfold:

• 15:34 GMT: The partial eclipse begins at the first location on Earth.
• 16:58 GMT: The total solar eclipse begins at the first location.
• 17:46 GMT: The eclipse reaches its maximum with totality lasting about two minutes and 18 seconds near the centre of its path.
• About 17:48 GMT: The eclipse reaches its maximum in Reykjavik, Iceland.
• About 18:27 GMT: Totality reaches Spain.
• 18:34 GMT:  The total eclipse phase ends globally.
• 19:58 GMT: The partial eclipse ends at the last location on Earth.

Which countries will see the eclipse?

The path of totality, which is when the moon orbits in front of the sun and blocks its entire surface facing Earth, will cross northern Russia, Greenland and Iceland before sweeping across Spain and a small part of Portugal, bringing almost total darkness to about 15 million people.

A partial eclipse will be visible across much of Western Europe, parts of Northwest Africa, most of Canada and part of the northern United States. Overall, about 980 million people, nearly one in eight worldwide, might see the sun at least partly covered depending on weather conditions.

Un séisme de magnitude 7,4 a secoué la Colombie lundi matin. Il a été ressenti dans de grandes villes, dont Bogota ou Cali, où des bâtiments se sont effondrés. Une vingtaine de victimes ont déjà été recensées et le bilan risque d’évoluer.

Le tremblement de terre s’est produit en début de matinée, à 7h34 (heure locale, 14h34 en Suisse) à une centaine de kilomètres de profondeur, selon les services géologiques des Etats-Unis et de Colombie.

Son épicentre est situé près de San José del Palmar, dans le département du Choco, sur le littoral de l’océan Pacifique. Il a été ressenti jusqu’à Quito, capitale de l’Equateur située à plus de 600 kilomètres de l’épicentre, ainsi qu’au Panama.

Six aéroports ont annoncé dans la foulée qu’ils suspendaient leurs opérations en raison de dommages. Aucune alerte au tsunami n’a été émise.

Craintes d’un bilan lourd

Les autorités colombiennes n’ont pour le moment pas publié de bilan chiffré des victimes et bâtiments affectés. Mais le maire de la ville de Pereira (ouest) a fait état d’au moins 18 morts. Le maire de Manizales a également annoncé deux victimes.

La gouverneure du département de Choco, plutôt précaire, a annoncé qu’il y avait « des blessés » et « des dégâts graves sur les édifices » à Quibdo, chef-lieu d’environ 130’000 habitants. « Nous craignons des répliques », a-t-elle précisé. « Nous procédons déjà à une évaluation des dégâts et publierons prochainement le premier rapport officiel », a-t-elle ajouté.

A Bogota, des bâtiments ont été évacués, selon des journalistes sur place. Plusieurs personnes en pyjama sont sorties dans les rues, alors que les sirènes retentissaient.

Le maire de Cali, troisième ville de Colombie située à environ 160 km de l’épicentre, a également fait état de « dommages importants », qui sont en cours d’évaluation à l’aide de drones. Au moins 20 « structures » se sont effondrées et des personnes sont coincées sous les décombres, a-t-il annoncé, tandis que des médias locaux ont diffusé des images montrant des façades d’immeubles détruites.

Une zone à risque

Le 24 juin, un double séisme de magnitude 7,2 et 7,5 a fait plus de 6000 morts au Venezuela voisin et causé des destructions massives.

Ces pays sont situés sur la ceinture de feu du Pacifique, zone de forte activité sismique et volcanique due aux mouvements des plaques tectoniques, notamment la plaque de Nazca et la plaque Caraïbe qui plongent sous la plaque sud-américaine.

The European Union has praised Spain’s « swift response » to the migrant crisis in Ceuta, following a meeting of the bloc’s interior ministers on Tuesday.

Around 72,000 migrants crossed into the Spanish territory in North Africa between 30 and 31 July, Spain’s Interior Minister Fernando Grande-Marlaska said. He added that an estimated 70,000 have since been returned to Morocco.

At least 75 people died on the Spanish side of the border, while 11 deaths were reported in Morocco.

Tuesday’s meeting was called after several EU members expressed concern over Spain’s handling of the crisis, with Italy describing images from Ceuta as « shocking » and suspending its Schengen agreement with Spain.

Irish Justice Minister Jim O’Callaghan, who chaired Tuesday’s meeting, said the EU stood in solidarity with Spain and that migration required « a united European response ».

The meeting had been expected to draw some tension, following earlier criticism of Spain from some EU nations.

On Thursday, Italy’s right-wing Prime Minister Giorgia Meloni said such « uncontrolled immigration » was a security threat to Europe.

Italy suspended its Schengen zone agreement with Spain on free movement on Friday, but since the two countries do not share a land border, this would only apply, effectively, to flights – which appears simply to mean extra checks for passengers.

The Schengen agreement eliminates border checks and now encompasses more than 450 million people and 29 countries in Europe.

Finland and Denmark backed Italy’s move, while Czech Prime Minister Andrej Babiš urged a temporary suspension of Spain’s Schengen membership.

Italy, along with Denmark and 20 other nations, later sent a letter expressing their concern over the Ceuta migrant crisis.

In response, Spanish Prime Minister Pedro Sánchez said he had « serious concerns » about some European governments and pointed out that Ceuta was not part of the Schengen area.

While most had shown « support and solidarity », he said other European governments had chosen to attack Spain, « driven by prejudice, fake news, ignorance, or political interest ».

Speaking after the meeting on Tuesday, Grande-Marlaska said the Schengen zone had not been compromised and that he hoped Italy would lift any added controls « as soon as possible ».

Denmark’s immigration minister Morten Bødskov said he was « very satisfied » with Spain’s quick response, but added that the incident showed « it is absolutely crucial that we have control over the EU’s borders ».

Speaking afterwards, EU commissioner Magnus Brunner said the incident had been a « test » of European resilience and border security – which he said it had successfully « passed ».

Brunner added that the EU had offered Spain emergency financial support to strengthen its borders and manage the crisis.

It is unknown exactly what led the tens of thousands of migrants to cross from Morocco into Ceuta in a span of just a few hours last week.

Brunner said it is thought that the influx was fuelled by criminal networks and social media disinformation.

The crossings came after Spain’s Supreme Court ruled that migrants stopped at sea while trying to reach Ceuta or Melilla, another Spanish exclave, cannot be summarily returned to Morocco.

Moroccan authorities later said that it had warned Spain the ruling would cause « a problem », but Spain rejected this claim, with a government spokeswoman saying it had no evidence or intelligence « that alerted us to the magnitude of this unprecedented event ».

Spain’s interior minister said he was working « firmly » with Morocco to avoid further « violations » of Spain’s borders and added that any migrants still in Ceuta would be returned to Morocco as soon as possible.

Images from inside Ceuta on Tuesday showed crowds of migrants gathering near the beach to receive food, water and other aid. Some held makeshift banners with the word ‘asylum’ written on them.

Several people were also pictured sleeping on the beach and on streets across the city.

Concerns have been raised over the treatment of the remaining migrants, in particular of unaccompanied minors, with local media reporting some 800 children being held in facilities across the city.

Grande-Marlaska said the rights of all migrants, especially those underage, were being respected during the crisis, with Spain’s government allocating around 25m euros (£21.4m; $28.8m) to assist minors in Ceuta.

Qatar’s emir and Trump spoke about the deal and Trump “affirmed that the understandings reached had the approval of all concerned parties”, the Qatari emir’s office says.

“During the call, the two leaders discussed the close strategic relations between the two countries and ways to support and enhance them, in addition to the latest regional and international developments, particularly those related to diplomatic efforts for de-escalation in the region,” the statement said.

It added that Qatar welcomes the efforts made to reach a deal and supports “everything that would consolidate regional and international security and stability, and enhance opportunities for peace and cooperation among the countries of the region”.

Qatari source says officials working towards de-escalation in southern Lebanon

The US has informed Qatar that strikes threatened by Israel on Beirut’s southern suburbs have been cancelled following a call between Trump and Netanyahu, a Qatari diplomatic source has told Al Jazeera.

The official added that Qatar initiated contact with the US last Sunday to push for de-escalation in southern Lebanon, and since then, its officials have been engaged in mediation efforts to reinforce the ceasefire.

Huge numbers of Muslims prayed on Mount Arafat at the most important ritual of the Hajj pilgrimage, as a punishing desert sun sent temperatures soaring towards 40 degrees Celsius (104 degrees Fahrenheit).

From daybreak on Tuesday, thousands of white-robed worshippers recited Quranic verses on the 70-metre (230-foot) rocky hill near Mecca, where the Prophet Muhammad is believed to have delivered his final sermon.

Volunteers lined the route, handing out bottles of water, parasols and food packages to the tens of thousands of pilgrims making their way towards the mount.

“It is an indescribable feeling,” said Ahmoud Abou Elezz, a 35-year-old Egyptian engineer, as he approached Mount Arafat for the first time.

More than 1.5 million people have joined the Hajj this year, even as a war pitting the United States and Israel against Iran casts a long shadow across the Middle East.

During the fighting, Tehran retaliated with waves of drone and ballistic missile strikes, hitting major infrastructure and energy installations across the Gulf, including in Saudi Arabia.

More than 30,000 Iranians have made the journey, about a third of the 86,000 originally expected. Iran’s IRNA state news agency said the “wartime situation” explained the drop.

Despite the conflict, Saudi officials said over the weekend that more pilgrims have travelled from abroad this year than in 2024.

The Hajj, one of the five pillars of Islam, is obligatory at least once in a lifetime for all Muslims who are physically and financially able to perform it.

With temperatures reaching 44C (111F) in Mecca in recent days, Saudi authorities have urged pilgrims to drink plenty of water and protect themselves from the sun during the mostly outdoor rituals, which can stretch over five days or more.

Because men are prohibited from wearing hats, many carry umbrellas to shield themselves from the blistering heat.

After the day on Mount Arafat, pilgrims will spend the night in Muzdalifah, where they collect pebbles for the symbolic “stoning of the devil” ritual in Mina, set to begin on Wednesday.

The Hajj is said to trace the route of the Prophet Muhammad’s final pilgrimage about 1,400 years ago, and has long been a crucial source of legitimacy for the Al Saud dynasty, whose monarch bears the title “Custodian of the Two Holy Mosques” in Mecca and Medina.
